R, PPDC, Agra.I-----I2.Shri Panneerselvam, Principal Director, PPDC Agra welcomed the Chairman and other members of the committee. The discussion started on thestatus of funds already released to PPDC, Agra under CLCS-TUS and PPDC, Agra will workout the plan to utilize the funds released as per theapproval.3. EA also highlighted the role of NMIU, approved for the purpose of implementation of all the six components of NMCP scheme and theconsultants who have been interviewed for servicing the NMIU. The NMIU Secretariat set up with PPDt Agra has been stationed at DC officeand presently working with the staff of PPDC Agra for which he is being paid implementation charges subject to the overall limit of 15% fixedunder the scheme. Consultants who have been interviewed for the NMIU shall also be stationed at Delhi and will report to the officer of requisiteseniority, to avoid any coordination issues. It was decided to place this fact on record in the light of discrepancy in the advertisement issued for theposts of consultants where place of posting was mentioned as Delhil Agra.4. Agenda Items :S#Schemecomponents ofDigital MSMEProvision mentioned in theapproved guidelineAgendaAwarenessProgramme andWork ShopAwareness programmes andworkshops will beorganized by NMIU/IA withthe involvement of variousstakeholders. Workshopswill be funded @ Rs. 5 lakhper day and awarenessprogramme shall be funded@ Rs.0.70 lakh /programme. Identi fication of partici pants for the programmes sha II be done after proper need assessment of thearea/cluster/sector.c. Registration of all participants/MSMEs on the UAMIGST/GEM portal shall be done on the spot.d. These registrations shall be mapped by CSC sector wise on the MIS already developed by esc and onthe basis of these registrations, MSME clusters shall be identified district wise, which could behandholded by the ministry under its different schemes.e. No of MSMEs per awareness programme should not be less than 50.f. No of MSMEs per workshop should not be less than 100.Proposal of EDI Ahmadabad1. Emf Ahmadabad approved as implementing agency under the scheme. Legal status of Eon placed atAnnex-If to the minutes.2. Maintenance andrelated aspects shall be taken care by NMlU.submitted byCSC will develop/host India Enterprise portal, forprovision of various services to the MSMEs. The portal will display the following details:1. List of Service Providers along with their services, charges, comparative cost ofsimilar applications, features/ specifications, service levels etc.2. Portal will also have provision for E- marketing related activities, Knowledge basedartificial intelligence back end system, provision to accommodate necessary futuristicdevelopments as per need.3. Maintenance and related aspects will be taken care by CSC SPY without any cost toMSME.Proposal submitted by PPDC, Agra . Development of portals in 13 Regional Languagesfor the benefits of MSMEs (e.g. Assamese, Bengali, Gujarati, Hindi, Kannada, etc) 13 ( I ineach language) @ 20 Lakhs per website Rs. 260 Lakhsb. Specificationsincluding all technicalparameters will be determined by NMIU asper need of MSMEs and other stake holders.Comments/Approvals ofPMACProposal3

A detailedtemplate of website shall be submitted by CSC to this office within a month'stime. Hosting of the website, day to day maintenance of the portal will be underCSC.2.AgendaNos. 3AgendaNos. 4Development ofsoftware / Appsfor MSMEsDigital Literacyand e-marketingThe proposal of PPDC, Agra for development of portals in 13 Regional Languagesfor the benefits of MSMEs was NOT approved by the committee.Initially, Software/apps. in following fourverticals may be made available to MSMEs :a. Enterprise Resource Planning (ERP)including Human Resource Management,Finance & Accounting Management, SupplyChain Management, Inventory Management,Customer Relationship Management etc.b. Accountingc. Manufacturing Design - Sector specific asper need.d. Regulatory Compliances including GSTetc.More software/applications may be addedas and when required.Proposal submitted by CSC - esc will develop complete ERP solution for MSMEs. escSPV will host and maintain the applications for 2 years. After 2 years oftime period anominal amount against the hosting and maintenance of the application to be charged asmutually agreed between MSME and esc Total eost@ 1000 LakhsE-literacy mission is to be run in order to makeMSMEsdigitallyempowered.Variousactivities as deemed fit to meet the purposemay be undertaken by NMIU/IA with theinvolvement of expert agencies in relevantareas. Extensive awareness campaigns may beorganized for MSMEs as well as for schoolsetc. to sensitize the participants to adopt digitalmode of operation for various activities oftheir business processes. MSMEs and studentsCommon Services Centre's (CSCs) will act as EDC centers. So there are 640 EDCs ofCSC and94 EDCs of DC MSME available to run these programmes. Programmes were directed to beconducted out of the funds already sanctioned at Agenda no. IComments/Approvals ofPMACI.ERP for MSMEs shall be developed with long term support system, which is cost effective andprovide constant support with proper branding to MSMEs, having GST and other Govt. statutorycompliances. Detailed cost plan shall be submitted by CSC to the Chairman PMAC for approval,subject to IFW concurrence.4

E-marketing activitiesas deemed fit may be undertaken through theIndia Enterprise portal.AgendaNos. daNos. tre (EDC)AgendaNos. 7toAssistance forITinfrastructure tovarious lAsRelevantTraining(DomesticandInternational) programmes may be organizedfor the officials of % DC(MSME) , its fieldoffices, NMIUlIA and MSMEs. MSMEs haveto bear 25 % of total cost involved. Trainingprogrammesand Participants will befinalized by the % DC(MSME).PPDCAgra was nominatedfor organizingthese programmes.Detailedproposalsshallbesubmitted to the ChairmanPMAC for approval, subject to IFW concurrence. Rs.2.00 crearmarked for the purpose. In all the traini ngs, officials of Ministry/IFW and other offices of MloMSME will also be included on rotation basis.0/0 DC(MSME) is in process to set upProposal submitted by CSC EDCs across the country. These EDCs mayCSC across country will act as EDCs to undertake various activities related to Digital literacy/ebe involved to undertake various activitiesmarketing etc.CSCs will act as nodal points for information dissemination and creating awarenessrelated to Digital literacy/ e-marketing etc.amongst MSMEs and students fraternity etc.EDCs may act as nodal points for informationdisseminationand creating awareness640 (I in each district @ llakh) Rs. 640 Lakhsamongst MSMEs and students fraternity etc.For the above purpose, One time grant of Comments/Approvals of PMACupto Rs. 1 Lakhs per EDC may be given forI.Proposal of supporting 640 CSCs @ Rs. 1 Lakh in each districts CSC centre at a total cost ofIT related equipments/infrastructure andRs. 6.4 Cr. was NOT approved as that EDCs are already functional and running.
