Amen.1Theological GroundingCOVENANTAL POLITYAs members of the United Church of Christ, we testify to thedeeds of God, saying together in the words of the Statementof Faith:You bestow upon us your Holy Spirit,creating and renewing the church of Jesus Christbinding in covenant faithful people of all ages,tongues, and races.You call us into your churchto accept the cost and joy of discipleship,to be your servants in the service of others,to proclaim the gospel to all the world andresist the powers of evil,to share in Christ’s baptism and eat at his table,to join him in his passion and victory.1God “calls the worlds into being,” giving life and purpose tocreation, to persons, and to communities. Throughout the biblicalstories and across generations, God calls us to belong to Godand to respond to God’s grace by belonging to one another. Section 1 Theological GroundingThe work of ministry and ofthe Church begins and ends incommunity. Our shared loveof Christ and our responseto God’s grace compel usto work for and beside oneanother for the sake of God’smission. In the United Churchof Christ, these relationshipsof working together for God’ssake are called covenants. Wespeak highly of covenantalrelationships though at timeswe prefer individualism, ineffect saying to other membersof the Body, “I have no needof you” (I Corinthians 12).Our covenantal relationshipsare rarely perfect, but webelieve that——when wegovern our common life as theUnited Church of Christ withcommitment to one another andChrist——then we demonstrateChrist’s love and the Spirit’swisdom at work through us inlife-giving ways.belonging together (being in covenant2 with one another) relieson the initiative and grace of God, the One who gives and renewslife. In Jesus Christ, the covenant is made new. By the Holy Spirit,the covenant is widened and strengthened. With the sacraments ofbaptism and communion, the Church celebrates God’s renewingpower and knows again the new life and identity given to God’speople. As God gives God’s self to humanity for the sake of all,so Christians are called into covenant for the sake of one anotherrather than for one’s self.Covenant—the commitment of God to God’s people, of the peopleto God, of the people to one another as the Body of Christ —isfoundational to UCC identity and is at the heart of our governance.God’s covenant with creation and humankind inspires deep andbinding commitment in relationships within and beyond theChurch, “that they may all be one” (John 17:21). The Church iscalled together by God; all members and settings of the Churchare interrelated, sharing a common identity as the Body of Christ.The covenantal relationships between parts of the Body of Christare characterized by mutuality, transparency, accountability, and adesire to represent Christ together for the glory of God.In the United Church of Christ, the settings of the denominationare separate in governance and individual in conscience yetbelong to one another in Christ’s name for the mission of God.They honor one another’s integrity, listen carefully to each other,and “seek to walk together in all God’s ways.”3As a covenanted body, the United Church of Christ authorizesministers to serve on its behalf. To do so faithfully requiresaccountability of all members and settings to one another andto God for the ministry of the Church. Clear communicationis essential. The covenantal partners in UCC ministerialauthorization include:62Covenant: Sacred commitments to relationship.3Article III, Paragraph 6, of the UCC Constitution and Bylaws.

Manual on Ministrynthe individual;nthe Local Church where the individual is a member;nthe Association through its Committee on Ministry;nthe ministry setting to which the individual is called.THEOLOGY OF MINISTRY AND ORDINATIONThe United Church of Christ believes that God calls everyChristian to be a servant of God, a minister4, living and servingin Christ’s name. This call is celebrated sacramentally in baptismas persons are claimed for Christ by the Holy Spirit and the Church;all who are baptized spend the rest of their lives responding toGod’s call and claim. The particulars of each person’s call andministry vary with time, place, talents, experience, personalsituation and responsibilities, and, importantly, the needs of theworld. Ministry is lived in every aspect of one’s life as God’s loveis shown in word and deed.The particular ministry of reconciling all God’s children with oneanother, with creation, and with God, was given to God’s peoplein scripture: “All this is from God, who reconciled us throughChrist, and has given us the ministry of reconciliation; that is, inChrist God was reconciling the world to Godself, not countingtheir trespasses against them, and entrusting the message ofreconciliation to us” (2 Corinthians 5:18-19). This ministry isclaimed daily by the United Church of Christ as it is called tolove God, neighbor, and self, and to do justice, love kindness, andwalk humbly with God (Matthew 22:36-50 and Micah 6:8).Christians are members of the Body of Christ, the Church,under the sole headship of Jesus Christ. This is a living body (1Corinthians 12), called, formed and sent into the world by thepower of the Holy Spirit. Loving and serving God, the Church hasmultiple purposes:4 Minister: Any Christian, regardless of employment or title, created by God, called byChrist and gifted by the Spirit; all Christians are in ministry when serving the needs of theworld in God’s love and grace.7

Section 1 Theological Groundingnnnembodying and proclaiming the Good News of Jesus Christto all;nurturing and empowering the gathered Church throughworship and sacraments, fellowship and mutual care,education and spiritual formation;acting in the world through deeds of justice andlovingkindness.The Church is a covenantal community; members belong to Godin Jesus Christ and therefore to one another in Jesus’ name.The Church acknowledges that its members have many diverseministries in the world and in the Church. It also recognizes aspecific need for representative servant leaders “to equip thesaints for the work of ministry, for building up the body of Christ”(Ephesians 4:12). The United Church of Christ, along with theChurch Universal through the ages and throughout the world,affirms God’s call to some individuals to be such leaders whohelp the Church to be what God intends it to be. These personsare set apart through prayer and the laying on of hands in the riteof ordination.In ordination, the individual makes a lifetime commitment to Godin Jesus Christ and to the Church, relying on the Holy Spirit. AsOrdained Ministers enter the apostolic ministry,5 they continuethe witness of Christ’s followers from New Testament times.They receive authority from the Triune God to serve in Jesus’name. Ordained Ministers have particular responsibilities for theproclamation and practice of the Christian faith and for the life ofthe Church itself.Ordained Ministers are authorized to serve and to lead on behalf ofthe United Church of Christ and the Church Universal, a ministry5 Apostolic ministry: The United Church of Christ “claims as its own the faith of the historicchurch” and joins the witness of Jesus’ apostles, at the same time challenging each generation“to make this faith its own.” Ordained Ministers witness to this faith as they engage in theministries of Word and Sacrament within the United Church of Christ and the Church Universal.8

Manual on Ministrythat encompasses the fullest range of leadership ministries:priestly and prophetic, representative and servant. They are calledto embody the love of God for the world and to proclaim the goodnews on behalf of the Church, personally and publicly pointingthe Church to its dependence on Jesus Christ, the source of itsfaith, mission, and unity.Ordained ministry of the United Church of Christ is in accordwith the Church Universal as this ministry serves the unity of theChurch and continues to witness to the Gospel proclaimed by Jesusof Nazareth and his followers across generations. As did prophetsand priests of the Hebrew Scriptures and disciples and apostlesof Jesus in the New Testament, Ordained Ministers stand withthe people before God and carry the Word of God to the people.Ordained Ministers belong to both God and the people. They arenurtured and sustained by both; they are responsible to both. Inthe United Church of Christ, this relationship and responsibility iscalled Ordained Ministerial Standing.6 It is embodied in a covenantunder God among the Association, the Ordained Minister, the LocalChurch of membership, and the ministry setting.Because both the demands upon Ordained Ministers and the needsof the Church are multiple, no person will have all the needed giftsto offer to all people in all situations. Nevertheless, all OrdainedMinisters are servants of God in their ministry on behalf of theChurch of Jesus Christ. Ordained ministry is ministry of the Churchentrusted to individuals; it is not the ministry of individuals actingindependently. Ordained Ministers are persons of faith, claimed bythe Gospel of Jesus Christ and committed to the Church and itsministry. They seek to serve God and the world in humility, ableand willing to offer and receive wisdom. The Church looks tothem to be learned persons and to have a deep knowledge of theScriptures and of the Church historically and ecumenically.The “needs of the Church”——a phrase often used whenconsidering the authorization ofa person for representative andsacramental ministry——shouldbe understood as a questionof the Church Universal’sneeds, not only or primarilyof a particular Local Churchor individual member. Manyneeds of the Church are metwell and faithfully by laypersonsand their ministries.For a variety of reasons, there are instances when an OrdainedMinister is not available to represent and serve the Church. Section 1 Theological Groundingsuch circumstances, an Association of the United Church of Christmay identify one of its lay members as having gifts and gracesappropriate for that ministry setting, as well as a call from God,and grant them Lay Ministerial Standing. Lay Ministerial Standingis a temporary, accountable covenantal relationship among theAssociation, the individual member, and a Local Church of theUnited Church of Christ. Lay Ministers are, for a season, chargedwith particular roles and tasks in which they are in service to oron behalf of a particular congregation as representative servants ofthe United Church of Christ. During a Lay Minister’s service, theLocal Church, the Lay Minister, and the Association Committeeon Ministry should be in discernment together as to whether theLay Minister’s call by the Holy Spirit is to a life of ministerialleadership as an Ordained Minister of the United Church of Christ.MARKS OF FAITHFUL AND EFFECTIVE AUTHORIZEDMINISTERSThose who hold ministerial standing in the United Church ofChrist are entrusted with and accountable for the faithfulnessand effectiveness of their lives and ministries on its behalf.The development and demonstration of such faithfulness andeffectiveness are guided by the Marks of Faithful and EffectiveAuthorized Ministers of the United Church of Christ (theMarks), a tool created to meet the aims of the 2005 MinistryIssues Pronouncement of General Synod. The Ministry IssuesPronouncement sought to expand UCC definitions of learnednessand leadership in authorized ministry and to emphasize excellencein ministerial formation. Therefore, the Marks strive to highlightthe complex combination of talents, understandings, and skillsneeded for ministerial leadership in the United Church of Christ.Committees on Ministry are guided in their work of authorizingand overseeing Ordained Ministers by the Marks of Faithful andEffective Authorized Ministers.The Marks also have usefulness to Local Churches, ministrysettings, Associations, and individuals as a discernment tool. Manual on MinistryMarks are to be interpreted carefully within the many and variedcontexts of particular UCC communities and ministries.The Marks of Faithful and Effective Authorized Ministers,7arranged in eight categories, are:Exhibiting a Spiritual Foundation and Ongoing Spiritual PracticesnLoving God, following Jesus Christ, and being guided bythe Holy Spirit; living a life of discipleship.nPraying actively and nurturing spiritual practices.nBeing called to ordained ministry by God and the Church.nContinuing discernment of one’s call in community.nnUnderstanding the power of the Holy Spirit at workthrough the elements of Christian worship to nurture faith.Exhibiting a commitment to lifelong spiritual developmentand faithful personal stewardship.Nurturing UCC IdentiynnnnnnAcknowledging Jesus Christ as the sole Head of theChurch.Communicating passion for the oneness of the Body ofChrist (John 17:21).Holding active membership in a Local Church of theUnited Church of Christ.Participating in the various settings of the United Churchof Christ, including Local Churches, Associations,Conferences, General Synod, and global ministries.Knowing and appreciating UCC history, polity, andtheology.Exhibiting a commitment to the core values of the UnitedChurch of Christ: continuing testament, extravagantwelcome, and changing lives.7 See Section 3 for tools to use with the Marks of Faithful and Effective Authorized Ministers.11
