Executive SummaryProvide below a brief overview of this project (e.g., project purpose and justification):The Office of the Vice President for Research (OVPR) oversees all aspects of research at the University of Minnesota. TheOVPR has identified the need for a central research compliance solution. The objective of this Research ComplianceImplementation Services (RCIS) is to assist the University project team in the implementation of research compliancemanagement solution. The implementation of a research compliance management solution presents an opportunity tosignificantly improve OVPR research compliance management by establishing a centralized, streamlined, and facilitativeprocess for both researchers and compliance management.2. Business Objectives#12Functional AreaInstitutional ReviewBoard (IRB)Institutional Animal Care& Use Committee (IACUC)Unit DescriptionThe University of Minnesota IRB reviews researchprojects which involve human subjects to confirmthat subjects are not placed at unreasonable risk;and they give uncoerced, informed consent totheir participation.Functionality desired for submission of researchfor oversight by IRB will be included in the“Submission” Workflow in the SIRC system.The Institutional Animal Care & Use Committee(IACUC) reviews all projects involving animals toconfirm the projects are justified by their benefitsand minimize any animal pain or suffering thatmight occur. Business Objectives#3457Functional AreaInstitutional BiosafetyCommittee (IBC)Human Subjects ResearchCompliance (HSRC)Office of Animal Welfare(OAW) ComplianceControlled Substances(CS)Unit DescriptionThe Institutional Biosafety Committee (IBC) ischarged with the oversight of all teaching andresearch activities involving: (1) Recombinant DNA,(2) Artificial Gene Transfer, (3) Infectious Agents(bacteria, viruses, protozoans, fungi, etc.), (4)Biologically Derived Toxins. This also includes useof biological materials at sites removed from theUniversity of Minnesota by University faculty, staff,researchers, and non-university staff researchersunder grants and contracts to the University.Functionality desired for submission of researchfor oversight by IBC will be included in the“Submission” Workflow in the SIRC system.Compliance reviews are performed on anyresearch under the purview of the University OfMinnesota's IRB, which include University ofMinnesota, University of Minnesota MedicalCenter, Fairview Health Systems, and GilletteChildren's Specialty Hospital.Functionality desired for oversight of HumanSubjects Research Compliance will be included inthe “Compliance” Workflow in the SIRC system.The OAW Compliance division provides support,resources, education, and oversight to enablecompliance with all Federal, State and Universitypolicies and regulations to support the proper andnecessary use of animals in research and teaching.Functionality desired for oversight of OAWCompliance will be included in the “Compliance”Workflow in the SIRC system.The Controlled Substances
