Green InfrastructureGrant Program

Grant Program Guidelines DEP will fund the design andconstruction costs for greenroof retrofits on private propertyin New York City. Applicants must be able toexecute the Program FundingAgreement and RestrictiveCovenant as-is. Online application is available at:www.nyc.gov/dep/grantprogram

Green Roof Projects Green roofs are vegetated systems built on roof tops, designed tocapture and manage stormwater runoff before it enters the storm sewersystem. All green roofs should contain a root barrier, drainage layer, filter layer, growing media, and vegetation. Funding for green roof grants is determined based on green roof areaand soil depth. A structural analysis is required with each application.Maximum Reimbursement Rates( /SF) for Green Roof ProjectsThe New SchoolGreen RoofSoil Depth (in)5,000-20,000 (SF)1.5 - 1.99 102.0 - 2.99 153.0 - 3.99 254.0 30* The reimbursement rate for SF of planted area over 20,000 SFis calculated using 50% of the rate shown above

Things to Note

Ineligible Projects, Costs, and Restrictions Maintenance and operations (may be existing facilities staff) Non-green roof project components (new roof, benches, lighting, etc.) Research not related to the proposed grant projectconstruction Legal fees for contract execution Also Grant projects must be in compliance with all local, stateand federal laws Grant funding cannot be used to meet any regulatoryrequirements a property is subject to. The City of New York will have unrestricted rights to usethe designs selected for any future project at no additionalcosts

Submitting an Application

Step 1: Determining EligibilityProperty Eligibility Be privately-owned and within NYC Have an owner willing to sign the FundingAgreement and Declaration of RestrictiveCovenant as-is Manage at least 1.5” of rainfall from thesurrounding impervious tributary area(Infiltration Projects) Be completed within one year from theconstruction start date unless otherwiseagreed upon Provide 20 years of maintenance Be a minimum cost of 50,000.00Site Connection Documentation indicating existing sewerconnections or detention systems

Structural Analysis P.E. stamped structuralanalysis that verifies that theloading capacity of the roof issufficient for the proposeddesign. Step 2: Review Legal Documents and Process The Green Infrastructure Grant Program is a reimbursementprogram. Documents critical to review prior to application:1) Funding Agreement2) Declaration of Restrictive Covenant Design review occurs simultaneously with the budget review. DEP will reimburse costs once designs/budget are finalized and aFunding Agreement is registered.

Step 3: Project Team and Design ConceptOnce the team is assembled, the project scope can be decided andconcept plan can be advanced.Team MemberRolePrivate Property Owner Project Manager (can be owneror design professional) Coordinates project with property owner andDEPProfessional EngineerRegistered ArchitectRegistered Landscape Architect Prepares construction documents for thedesign submittals Stamps final plansContractors Constructs and installs the projectMaintenance Team Maintains the project for its 20 year useful life May be existing facilities staffOwns the propertySigns all legal documentsUltimately responsible for the design, construction, and maintenance of the project

Step 4: Begin the Online ApplicationUsernames & passwords from previous years are still active

Tips for a Stronger ApplicationIssueExampleOverall DesignIs the design sized correctly? Is the project overbuilt orunderbuilt?FeasibilityIs the proposed project feasible? Will it be accepted byDEP, DOB, or the Fire Department?ReplicabilityIs the project overly complex? Can it be widelyreplicated?CommunityDevelopmentDoes the project have community partners or is itpublicly accessible? Is there a workforce developmentor educational component?

Grant Eligibility: This Request for Proposal (RFP) has two grant program/school modules. Module I, i.e., renewal grant program/school, applies to all prekindergarten programs that successfully complied with all program and grant criteria in FY17 and may apply for a FY18 renewal grant.

Workshop II: Assessing Process Skills Participants learn how to observe and interpret students’ use of the process skills of science (about 3 hours). Workshop III: Effective Questioning Participants identify questions that are useful for eliciting students’ ideas and for encouraging the use of science process skills (about 2 hours).
