SummaryThe second Public Engagement Event for the New York Rising Community Reconstruction (NYRCR)project for South Valley Stream took place on November 18th, 2013 at the Forest Road ElementarySchool in South Valley Stream.As each attendee signed in, they were given an agenda and a comment sheet with two questions.Attendees were also asked to place a small sticker on a map of the study area indicating where theylived. Representatives from FEMA, Project Hope, and Catholic Charities were available at to provideinformation and answer questions about specific, individual issues.Nicolaas Veraart (LBG) made a brief presentation, which included background information about the NYRising Community Reconstruction Program, an explanation of the conceptual plan developmenttimeline, an overview of risk and needassessment, the set of preliminaryreconstruction strategies, and a description ofthe process for the meeting.After the presentation, attendees were invitedto view ideas and strategies posted at fivestations. They gave their feedback by askingquestions or speaking with the member of theconsultant team that was standing near eachstation, and they were invited to mark upmaps and boards and respond to specificquestions posted at each station. Participantswere also asked to vote on the top twoprojects they supported most at each station,using dot stickers.The stations provided information related tofive strategy themes from the draft ConceptualPlan: 1) Manage Tidal Flow, 2) RetainStormwater, 3) Reinforce Power Grid, 4)Strengthen Communication and Coordination,and 5) Maintain and Enhance EconomicViability. Each of the boards also indicatedwhich of the six critical asset areas thestrategies aimed to address: 1) CommunityPlanning and Capacity Building, 2) EconomicResilience, 3) Health & Social Services, 3)Housing, 4) Infrastructural Systems, and 5)Natural & Cultural Resources.Feedback given at each station is described below. Where attendees wrote responses to the postedquestions, responses are edited only for clarity.2 Page

Theme #1: Manage Tidal FlowSummary of general input at this stationHomeowners would like to see their shoreline protected. Most of the properties along the streams inthis area are privatively owned.Participants voted most in favor of the following local projects: 7 votes: Incentivize contiguous shoreline restoration and protection along private property 1 vote: Restore natural shoreline along “The Path”Questions & ResponsesDo you know of any constraints that might make the proposed actions difficult or impossible to achieve? [No responses]Do you have any additional ideas for ways to make the South Valley Stream community more resilientwith regard to floods caused by tidal flow? Theme #2: Retain StormwaterSummary of general input at this stationThere is a general interest in better understanding best management practices as well as implementinggreen infrastructure.Participants voted most in favor of the following local projects: 2 votes: Develop Community Information campaign regarding Green Infrastructure 1 vote: Encourage implementation of Green Infrastructure and subsurface stormwaterretention at Sunrise Multiplex siteQuestions & ResponsesAre there any other strategies for addressing stormwater management that South Valley Stream shouldconsider? “There used to be turtles, thereused to be fish, and they are notthere any longer.” – CommunityMember The trees fell in – now they aregone.
