ForewordThe year 2020 marks the 75th anniversary of the establishmentof the United Nations and the 5th year since the adoption of the2030 Agenda for Sustainable Development and theSustainable Development Goals (SDGs).On such an important milestone, Brunei Darussalam istherefore pleased to share its first Voluntary National Review(VNR) Report at the 2020 High-Level Political Forum forSustainable Development.GAMBAR WAJAHKEBAWAH DULIYANG MAHA MULIAPADUKA SERIBAGINDASULTAN DAN YANGDI-PERTUANNEGARA BRUNEIDARUSSALAMBrunei Darussalam’s SDGs journey is guided by its national vision, Wawasan Brunei 2035, wherethe country aspires to be widely recognised for its educated, highly skilled and accomplishedpeople, with a high quality of life and a dynamic and sustainable economy by 2035. Whilstpreserving its unique social, cultural and traditional values, the Government of Brunei Darussalamaims to ensure that the country and its people will continue to thrive and prosper in the fastevolving modern world.The country has made progress in accomplishing the SDGs by building upon its earlyachievement of the Millennium Development Goals (MDGs). Through the VNR process whichbrought together the whole nation, Brunei Darussalam was able to take stock of its SDGsaccomplishments, identify opportunities and challenges as well as gain invaluable lessons andinsights.Since the beginning of this year, the world has been confronted with the COVID-19 pandemic,that has resulted in loss of lives, impacted the livelihood of the people, and affected socioeconomic development. This unprecedented situation highlighted that our lives are increasinglyinterconnected and dependent, with challenges cutting across borders requiring global solidarityand concerted efforts. IntroductionIn 2008, Brunei Darussalam began its newjourney towards Wawasan Brunei 2035, itsnational vision, in which by 2035, the countryaspires to be recognised for its educated,highly skilled and accomplished people, witha high quality of life and a dynamic,sustainable economy. This Vision guidesBrunei Darussalam’s development strategiesand policies, which have also incorporatedsustainable development perspectives.During the 70th Session of the United Nations(UN) General Assembly in 2015, BruneiDarussalam joined other Member States inendorsing the 2030 Agenda for SustainableDevelopmentandtheSustainableDevelopment Goals (SDGs). As an earlyachiever of the Millennium DevelopmentGoals(MDGs),BruneiDarussalamthereafter continues to leverage upon thissuccess to achieve the SDGs, notably theGoals that are directly aligned with WawasanBrunei 2035. This report comprehensivelysets out the country’s achievements andongoing collective efforts to implement theSDGs. It also acknowledges the challengesthat lie ahead which the Government willstrive to address through lessons learnt and,where relevant, based on international bestpractices.The citizens of Brunei Darussalam continueto enjoy high quality of life in a safe, secureand prosperous environment as a result ofthe provision of essential services and highstandard infrastructure including in health,education, clean water and tions as well as decentemployment.Brunei Darussalam has no record of extremepoverty and is progressively implementingand improving on most of the SDGs. TheGovernment has implemented nationalpolicies and plans of action that ensureinclusive economic participation, through theempowerment of women, youth, low incomeearners and the differently abled.In Brunei Darussalam, the universal accessto high standard education at all levels andnine years of formal compulsory educationhas resulted in high literacy rate of 97.2%.Health indicators show that BruneiDarussalam’s efforts have matched those ofthe developed nations. Significant measureshave been taken to ensure that infectiousdiseases are well-controlled, as recentlyexemplified by the country’s successfulresponse to the COVID-19 pandemic.The protection of environment and naturalresources has always been a priority toBrunei Darussalam whereby 72% of totalland area is still covered with forests, ofwhich 41% is gazetted as forest reserves.Brunei Darussalam has actively participatedin regional and international meetings as wellas workshops aimed at enhancingunderstandingand promoting closercooperation, capacity building, and sharingof best practices towards achieving the 2030Agenda.The country also continues to be a part of theglobal partnership for development andsupports collaboration for mutual benefit forall.Brunei Darussalam’s Voluntary National Review Report at the 2020 United Nations High-Level Political Forum 2

NATIONAL MECHANISMSTo effectively implement the 2030 Agenda,Brunei Darussalam has taken an inclusiveand whole of nation approach, collaboratingand engaging with relevant stakeholders,namely the private sector, non-governmentalorganisations (NGOs), researchers andacademia.A VNR Workshop was organised on 8-9January 2020 in Bandar Seri Begawan,Brunei Darussalam, to provide relevantstakeholders an in-depth understanding ofthe VNR process and to give themopportunity for meaningful participation in thepreparation of the VNR.A multi-stakeholder ‘Special Committee forthe Implementation of the SDGs’ comprisingof senior officers from relevant ministries andagencies was established in 20161 tofacilitate the inclusion of SDGs indicators inBrunei Darussalam’s development plans aswell as to ensure and monitor theimplementation of the SDGs in line withnational priorities.Brunei Darussalam has also attendedseveral workshops organised by the UN andASEAN, which allowed for learning othercountries’ experiences and best practices inundertaking their VNRs.In gearing up for the country’s VoluntaryNational Review (VNR) at the 2020 HighLevel Political Forum on SustainableDevelopment, Brunei Darussalam hasestablished another Special Committee,which is co-chaired at the ministerial level bythe Ministry of Finance and Economy(MOFE) and Ministry of Foreign Affairs(MFA). This Special Committee spearheadsthe preparation of Brunei Darussalam’s VNRreport and efforts in stock taking andreviewing the country’s progress towards theachievement of the SDGs2.These include, among others, the ASEANForum on SDGs with National DevelopmentPlanning Agencies - Accelerating SDGsImplementation in ASEAN jointly organisedby the ASEAN Secretariat and the Embassyof Switzerland in the Republic of Indonesia(July 2019); the 3rd South-East Asia Forumon Implementation of the SDGs organised bythe UN Economic and Social Commission forAsia and the Pacific (UN ESCAP) (October2019); regional and international webinarworkshops organised by the UN Departmentof Economic and Social Affairs (UN DESA)and UN ESCAP (March 2020); and the 7thAsia-PacificForumonSustainableDevelopment (May 2020).To promote inclusivity and generatebeneficial dialogue, direct consultations werealso conducted with relevant and diverserange of stakeholders including NGOs andacademia.Members are the Prime Minister’s Office (PMO); Ministry of Finance and Economy; Ministry of Foreign Affairs; Ministry of Education(MOE); Ministry of Health (MOH); Ministry of Development (MOD); Ministry of Primary Resources and Tourism (MPRT); Ministry ofHome Affairs (MOHA); Ministry of Culture; Youth and Sports (MCYS); Ministry of Religious Affairs (MORA); Ministry of Transport andInfocommunications (MTIC); Ministry of Energy (ME); Employees Trust Fund; Autoriti Monetari Brunei Darussalam; Authority for Infocommunications Technology Industry; and Wawasan Brunei 2035 Standing Secretariat.12Members are the PMO; MOFE; MFA; MOE; MOH; MOD; MPRT; MOHA; MCYS; MORA; MTIC; and ME.Brunei Darussalam’s Voluntary National Review Report at the 2020 United Nations High-Level Political Forum 3

Sustainable Development Goal 1End poverty in all its forms everywhereBrunei Darussalam places great importancein caring for the well-being and welfare of itspeople, and continues to exert effortstowards eradicating poverty in all its forms.Towards this, the National Council on SocialIssues (MKIS), established in 2008, ismandated to address challenges arising fromthese efforts. This Council is chaired by theMinistry of Culture, Youth and Sports(MCYS) and its members include the PrimeMinister’s Office (PMO); Ministry of Financeand Economy (MOFE); Ministry of HomeAffairs (MOHA); Ministry of Religious Affairs(MORA); Ministry of Education (MOE) andSultan Haji Hassanal Bolkiah Foundation(YSHHB), a non-governmental organisation(NGO).The MKIS focuses on 12 social issues, whichare poverty; social security; unemployment;housing for the poor; mentality; ; persons with different abilities(PWDs); elderly; women; and children.Under the MKIS, there are five SpecialCommittes which review and monitor theimplementation of their respective Plans ofAction and policies or directives, as set bythe Council.AN INTEGRATED AND WHOLE OFNATIONAPPROACHTOWARDSPOVERTY ERADICATIONProgressive economic growth is important toensure that poverty is addressed through theprovision of employment and other economicopportunities that will also serve to meetWawasan Brunei 2035.This is in line with the vision of theIntegerated Plan of Action on PovertyEradication produced by the SpecialCommittee on Poverty Issues3, which is toreduce dependency on welfare assistancetowards a self-reliant and resilientcommunity. Such vision is achieved byempowering greater self-reliance, andbreaking the cycle of poverty throughcapacity building for employment andentrepreneurship.This Plan of Action is currently beingreviewed, in order to increase itseffectiveness and to be more result-oriented,and is due to be implemented by July 2020.The revised Plan of Action for this SpecialCommittee will focus on ten strategies, whichare skills training; education; employment;entrepreneurship; finance; infrastructure(housing); infrastructure (transportation);mindset; childcare; as well as policy,legislation and guidelines.A whole of nation approach, spearheadedthrough inter-ministerial engagement, iscrucial in implementing this Plan of Action.The role of other stakeholders is alsonecessary, through the inclusion of variouscorporate social responsibility (CSR)-relatedprogrammes and volunteerism activities thattarget poverty eradication.3Members are Councils of State, PMO; PMO; MOFE; Ministry of Health; MOE; MORA; MOHA; Ministry of Primary Resources andTourism; Ministry of Development (MOD); MCYS, Department of Economic Planning and Statistics, MOFE; Manpower Planning andEmployment Council, PMO; Housing Development Department, MOD; Land Transport Department, Ministry of Transport andInfocommunications (MTIC); Jobcentre Brunei, Ministry of Energy; Brunei Darussalam Islamic Religious Council, MORA; YSHHB;Darussalam Enterprise (DARe); Council on Social Welfare; and Society for Community Outreach & Training Organisation.Brunei Darussalam’s Voluntary National Review Report at the 2020 United Nations High-Level Political Forum 4

Towards further improving the wellbeing andthe welfare of the people, the Government iscurrently in the process of implementing acomprehensive and centralised nationalwelfare system, Sistem Kebajikan Negara(SKN). The system, expected to beoperational by July 2020, will provide directaccess to those in need, making sure no oneis left behind. At the same time, this willensure an efficient, timely and effectivewelfare system, allowing a true picture to bedepicted in the provision of benefits torecipients and their dependents.SUPPORTING MECHANISMSBrunei Darussalam has always emphasisedthe importance of providing a sustainablesocial security system for its people,especially those who are least able to caterfor themselves. This includes initiatives thatprovide financial assistance and platforms totarget groups to eradicate poverty:Monthly Welfare Assistance (BKB)BKB, provided through the MCYS, isdesigned to act as a supplement to protectthese target groups from poverty, and easetheir hardship until they receive a sufficientsource of income and become economicallyindependent.In December 2019, the total number of BKBrecipients were 5,812 heads of households.The average recipients per month of BKB in2019 were about 5,700. From April 2019 toMarch 2020, B 13,049,685.00 of BKB fundswere disbursed. From July 2020, theeligibility criteria for BKB will be based on theMinimum Cost of Basic Needs.ZakatIn Brunei Darussalam, giving zakat is areligious obligation, where muslims whosewealth sits above the minimum threshold areobligated to pay 2.5% on their collectiveassets.Additionally, muslims also pay zakat fitrahduring the holy month of Ramadhan, to bedistributed to poor muslims.Zakat is collected by the Zakat Collection andDistribution Section under the BruneiDarussalam Islamic Religious Council(MUIB) and distributed as assistance tothose who are not able to fend forthemselves and their families. Zakat is alsoused to fund enrichment programmes aimedat empowering zakat recipients. In 2018,zakat amounting to B 5.2 million wasdistributed to 3,669 recipients. This includesthrough the purchasing of medical suppliesand equipment that are needed by thoseincapable of work due to health problems.MUIB Zakat distribution:MonthlyFinancialDistribution – 678 recipients,B 1.42 million distributed(2018).Basic Needs Financial Distribution –2,409 recipients, B 1.9 million distributed(2018).Housing Rental Payment Distribution 193 recipients, B 907,497.60 distributed(2018).School Financial Distribution – 1,373recipients,B 988,560.00distributed(2018).Old Age PensionsSince 1955, in recognition and appreciationof the contribution made by the oldergeneration and as part of BruneiDarussalam’s social safety nets, Old AgePensions are distributed to citizens andresidents upon reaching 60 years old, asprovided for under the Old Age and DisabilityPensions Act. traditionally been disbursed by the Heads ofVillages. However, an alternative option ofreceiving pension payments through bankswas made available since March 2020.well as shelters and grants to start abusiness to those in need. For the FinancialYear (FY) 2019/2020, B 25,330,000.00 wasallocated for these provisions.In May 2020, the total number of Old AgePensions recipients were 38,290. From April2019 to March 2020, the total amount of OldAgePensionpaymentswasB 110,984,750.00.Additionally, through the micro grants underthe Development Assistance Programme aswell as the Youth EntrepreneurshipEnhancement Programme, a total ofB 47,739.00 has been given to 32entrepreneurs to run and/or expand theirbusiness. In view of the potential of thisinitiative, the MCYS has allocatedB 30,000.00annuallyundertheDevelopment Assistance Programme toprovide assistance to at least 10entrepreneurs since FY 2019/2020.Image: Photo dated 23 April 1
