Nos. 0008237 and 0008238, the proposed operational improvements at eightintersection locations in the city of Griffin. In this handout package, you will find a project description, locationmap and comment card.As you enter the room, you will notice displays of the proposed project. City of Griffin representatives, whocan be identified by the nametags they are wearing, are available to discuss the project and answer yourquestions. Please take this opportunity to discuss the project with a representative. There will be no formalpresentation.A court reporter will be available for those persons who would like to make a verbal statement about theproject. You may also complete a comment card and deposit it into the box provided here or send in writtencomments about the project until May 13, 2011. Written comments should be sent to Mr. Michael Francis, P.E.Jacobs, 6801 Governors Lake Parkway, Building 200, Norcross, Georgia 30071. Comments can also be madevia the web at www.dot.ga.gov. Click on the Information Center dropdown menu at the top right side of thehomepage, then click on Public Outreach (located under the heading Public Information) and launch thewebsite. Once on this page, enter the county (Spalding) and select this project from the dropdown box. Allcomments will be made a part of the project record. PROJECT DESCRIPTIONCSSTP-0008-00(237) and CSSTP-0008-00(238), Spalding CountyP.I. Numbers 0008237 and 0008238Project CSSTP-0008-00(237), Spalding County, P.I. No. 0008237The proposed project would upgrade five intersections in Spalding County to improve operationalefficiency (see Figure 1, Project Location). The proposed project would occur at the followingintersections:Intersection 1--Experiment Street at Broad Street and 10th Street: The proposed improvementsconsist of realigning Experiment Street to intersect Broad Street at angle closer to 90 degrees. At theintersection of Broad Street and 10th Street, a left-turn lane and right-turn lane would be added in thewestbound direction. This will prevent blockage of the westbound through traffic on Broad Streetcontinuing north on Experiment Street and left turning traffic to go south on 10th Street.Intersection 2--West Poplar Street at Meriwether Street/New Orleans Street/10th Street: TheNew Orleans and Meriwether Street intersection is located between two traffic signals and is blockedcausing operational issues due to the queued traffic on Poplar Street. The proposed improvementwould eliminate the access of New Orleans Street at West Poplar Street and consist of adding awestbound left-turn lane on Poplar Street at 10th Street. This improvement would eliminate theskewed intersection of Meriwether Street at West Poplar Street. Commuters traveling on MeriwetherStreet would now access West Poplar Street via the Poplar Street and 10th Street intersection.Intersection 3--Broad Street at 8th Street: This intersection will be a signal upgrade.Intersection 4--College Street at 8th Street: This intersection will be a signal upgrade.Intersection 5--College Street at 9th Street: This intersection will be a signal upgrade.Traffic signalization upgrades will consist of using the latest controller hardware and software platforms;interconnected communication between intersections using fiber optics; mast arm poles; energy savingLED signal heads; pedestrian facility improvements to include countdown pedestrian signals, ADA wheelchair ramps, and cross walk striping.Project CSSTP-0008-00(238), Spalding County, P.I. No. 0008238The proposed project would upgrade three intersections in Spalding County to improve operationalefficiency (see Figure 2, Project Location). The proposed project would occur at the followingintersections:Intersection 1—Experiment Street at 13th Street and Quilly Street and 13th Street: Theproposed improvement consists of realigning 13th Street at Experiment Street and installing a trafficsignal to improve traffic operations. The improvement would eliminate the access of Ray Street atExperiment Street; Ray Street would become cul-de-sac. Existing Quilly Street and 13th Street forma triangular intersection with a grass island in the middle which causes confusion to drivers. It isrecommended that the triangle be removed and a Round-About or a traditional Four-Leg intersectionbe constructed at this location.Intersection 2—Experiment Street at 14th Street: The proposed improvements consist ofrealigning 14th Street to the south (creating a 90 degree angle with Experiment Street) and realigningthe school’s north driveway to intersect 14th Street offset from the intersection.Intersection 3—West College Street at Meriwether Street (SR 362): The proposed improvementswould eliminate access of West College Street to Meriwether Street (SR 362). West College Streetwill become cul-de-sac. This is due to the limited sight distance and the skewed alignment of WestCollege Street at Meriwether Street. Commuters traveling on West College would now accessMeriwether Street (SR 362) through 12th Street. The 12th Street and Meriwether Street (SR 362)intersection would be improved and realigned to intersect at angle closer to 90 degrees.
