3.ORDINANCE NO.AN ORDINANCE CERTIFYING TO THE SEBASTIAN COUNTY TAXCOLLECTOR DELINQUENT PROPERTY CLEANUP LIENSBE IT ORDAINED AND ENACTED BY THE BOARD OF DIRECTORS OF THE CITY OF FORTSMITH, ARKANSAS THAT:SECTION 1: It is hereby determined by the Board of Directors that the hereinafter describedproperties and the amount of lien filed against each, shall be certified to the Sebastian County TaxCollector and placed on the tax books as delinquent taxes and collected accordingly. The amount oflien shown for each property shall be increased by ten percent (10%) as a penalty for collection. Each lien includes a 10%penalty. There are 392 delinquent liens included within the ordinance involving 138property owners and 171 properties.In 2016, the proposed ordinance included 463 delinquent liens totaling 166,574.52 forcertification to the Sebastian County Tax Collector. Due to payments received soonafter adoption of the ordinance at the November 15, 2016 regular meeting, there wereactually 437 delinquent liens totaling 158,765.17 certified to the Sebastian County TaxCollector.PROPERTY OWNERS APPEAL BOARD HEARINGSHearings before the Property Owners Appeal Board (POAB) were held on Monday andWednesday, September 18th and 20th in the Bartlett Community Room at the Fort SmithPolice Department. Notification of the hearings was by certified mail and publication inthe Times Record.
