RDs arespecialized professionals that live in one of the halls. Ensuring your living and learning experience is comfortable,productive, and safe is their primary responsibility and includes such things as advising students and studentgroups, encouraging community development, promoting academic involvement and success, handling hall studentconduct issues, supervising student staff and acting as the liaison for facilities issues. As student leaders, they are a resource for you and are available in office as well as the on-call system.COMMUNITY ASSISTANTS (CAs)CAs are students (either graduate or undergraduate) who live on designated floors or wings in the residence hall,assisting the RD in its overall operation. As leaders and facilitators for their floor and wing communities, CAsdedicate considerable time and effort to developing community within the hall. As resources to you, they will helpyou understand and comply with university and residence hall rules, work with you to plan programs and activities tomeet your needs, and help you make the most of your residence hall and university experience. CAs are availablethrough an on-call system, with schedules and contact information posted throughout the building.DESK ASSISTANTS (DAs)DAs are student employees who work scheduled hours at the front desk of each residence hall. They carry outadministrative duties, assist with the sign-in and escort procedures are followed, and assist in emergencies and hallevacuations.EMPLOYMENT OPPORTUNITIESOur residence halls are fully staffed with student leaders in two positions: Community Assistant and Desk Assistant.There is always rotation in staff and as availability comes up, University Housing looks to hire eager studentslooking for further leadership opportunities. A Community Assistant (CA) can be a rewarding experience. Leadershipskills such as communication, teambuilding, time management, and role modeling are different traits that are CAshave picked up from working on our team. CAs are leaders and mentors who can help in many ways. CAs receivecomprehensive training to help them with their job. We would love to have you on our team! THE GUIDE TO CAMPUS LIVING : LOWER CAMPUS EDITIONSECTION 2: ON-CAMPUS HOUSING POLICIES AND PROCEDURESHOUSING AGREEMENTStudents may find their housing contract in the University Housing office or view in their VIP account.TERMINATION:The University may terminate housing agreements at any time for violation of university or residence hallregulations, policies and procedures, or any other reason deemed sufficient by university officials. Students whoseagreements are terminated must vacate their rooms within 48 hours (or other time specified) after being notified ofthe termination. Execution of the agreement requires before registration the student must have satisfied alloutstanding obligations to the university from prior periods of attendance including basic admissions, housing, andfood service fees.Students who have their residence hall or apartment agreement terminated in the middle of the semester are noteligible for a housing refund.HOUSING POLICIESAs a student, you are a representative of the University and are expected to model our core values of Integrity,Civility and Responsibility and act in accordance with the Rights and Responsibilities. Harassment oruncooperativeness towards staff or other students will result in disciplinary action.If you participate in any disruptive conduct you are subject to legal action by the Commonwealth of Pennsylvaniaand the local government and to disciplinary action by the university. In addition to the university Rights andResponsibilities and general behavioral standards applicable across campus (see Student Code of Conduct), thefollowing rules and policies apply in university housing in order to maintain a safe environment that promoteseducation and personal development.Any questions about these housing policies, procedures, or items should be directed to a member of the staff.Students alleged to have violated university housing rules or regulations will meet with a staff member concerningpossible violations.ABANDONED ITEMS:The University reserves the right, without further notice, to remove personal belongings of, or used by, student(s)that remain in a residence hall room or campus apartment or elsewhere in the area 48 hours after the termination ofthe agreement for any reason (withdrawal, academic dismissal, housing revocation, etc). The University maydispose of any property 15 days after the student(s) vacates campus housing. The student(s) will be chargedfor expenses incurred in the disposal of such property.ALCOHOL, SMOKING, & DRUGS California University of Pennsylvania is a dry campus.o Alcohol is not permitted, regardless of age. Be smart, safe, and ready to take responsibility for choices.o No event that includes the serving or consumption of alcohol may be advertised in university housing. Smoking of any kind is prohibited in all residence halls according to the Pennsylvania Clean Indoor Act.o This includes all forms of e-cigarettes, vaporizers, and vape penso When smoking outside, you must be at least 25 feet away from a building entrance and/or windows. Tobacco chewing in public areas is prohibited. Drugs are illegal and not permitted.o Students found in possession of illegal drugs are subject to loss of housing; see the Student Code ofConduct for more information Paraphernalia connected with drug or alcohol use (beer tap, bar, pipes, bong, empty containers, etc.) isprohibited.6

THE GUIDE TO CAMPUS LIVING : LOWER CAMPUS EDITIONANIMALS Only fish, in a 10-gallon tank or smaller, are permitted in on-campus housing. Any other animal or pet, including laboratory animals, hamsters, turtles, spiders, aquatic frogs, snakes, etc. arenot permitted in the residence halls. Your housing may be revoked if you are found to have violated this policy. Students who live in our residence halls that require service or emotional support animals may contact the Officefor Students with Disabilities at 724-938-5781. or isabilities.aspxfor more information. Do not bring your emotional support animal until the Office for Students with Disabilities and UniversityHousing confirm approval, and proper documentation with University Housing is completed. This mayinclude informing roommates of an animal in the space.DAMAGESResidents are responsible for the condition of their rooms/suites and all university furnishings. The room conditionreport completed by staff and that you sign at check-in will be used as the basis for all damage billing. Damageassessments will be done when you move out of your room/suite or when it is noted by staff. Residence Life staffperiodically conduct informal room inspections for health and safety and will address any damage noted. Damages to common areas (lounge areas, hallways, etc.) will be billed to those responsible for the damage. Ifresponsibility is not determined, charges will be distributed among all members of the appropriate community(wing, floor, or building). When you move in, you and your roommate(s) must review and sign a room condition report. The condition andcontents of your suite must be the same at the end of the semester. If there are any damages, you and yourroommate(s) will assume financial responsibility for the repairs. Although we encourage you to personalize yourspace, all furniture must stay in the suite and no permanent changes to the area are allowed. You are strongly encouraged to purchaserenter’s insurance or determine if you arecovered under your parents’ or guardian’shomeowner’s policy. The university is notliable for any claims for personal or propertydamage. You and/or your roommate(s) will be heldliable for all damages arising from accidentalor purposeful discharge of the firesuppression system (sprinklers). You and your roommate(s) are responsiblefor general cleaning in your suite, includingthe bathroom. You must follow universityrecycling policies in disposing of your trashin the trash room located on each wing. Thehall custodial staff is responsible for generalcleaning in common areas and for movingtrash to the outdoor disposal areas.DIRECTORY INFORMATIONUniversity Housing personnel follow these guidelines when they are asked for directory information:1. Directory information is defined as home address, residence hall, room number, and residence hall telephonenumber.2. This information will be given out only in response to specific requests (i.e., asking for a specific person’saddress, room number, or telephone number).3. You have the right to request that directory information not be released to non-university personnel. This requestmay be made at any time and should be directed to the Residence Hall Director. In addition, phone numbers orrooms, depending on availability, may be changed to avoid problems arising from information being given out.7

THE GUIDE TO CAMPUS LIVING : LOWER CAMPUS EDITIONEMERGENCY SITUATIONSIn the event of an emergency situation (bomb threat, active shooter, severe weather, etc) residents will be notifiedand given directions by University staff/emergency personnel. Please be sure to register for the universityemergency notification system. You must follow all directions given and take responsibility for your personal safety.If you have any questions or concerns, please contact CUPD at (724) 938-4299 or speak to a University Housingstaff member.HALL DECORATING AND HOLIDAY DECORATIONSYour unit is your home-away-from-home. Arranging the décor of your space is an extension of your desire toexpress yourself and to make yourself and/or your room comfortable. As you decorate your room/apartment, wewant to ensure that the residential facility is not damaged. At the end of the year, you could be held responsible forany damages to your room/apartment. Please follow the following policies: Room/apartment doors cannot be blocked and must be able to opencompletely. You may not hang anything from/on the ceiling, lights, smokedetectors, sprinklers, etc. When hanging items on the walls, you may not use tacks or nails. Wehighly recommend painter’s tape or 3M Command strips. These are thebest items to use when hanging stuff on the walls without causingdamage. Duct tape almost always causes damage. Items on the outside of your door must be in good taste; not obsceneor offensive to anyone. If you think something is questionable, keep itinside your room. All decoration should be located so as not to obstruct exits, firehoses, fire extinguishers, fire alarm pull stations, sprinkler heads, or anyheating device. Central hallways and doorways must also be clear. Nodecorations of any kind shall be suspended from heat pipes, fire orelectrical systems. Because they can constitute a fire hazard, theuniversity does not permit cut Christmas trees in university housing.PERSONAL PROPERTY LIABILITYThe University assumes no legal responsibility for the loss of or damage to personal property due to insufficient orexcessive heat, fire, smoke, water, the elements, or action of third persons. We recommend that you carryinsurance protection for your belongings and record the serial numbers of your large items.POLICY VIOLATIONSPolicies of the Student Code of Conduct can be found at:https://www.calu.edu/inside/policies/ files/general/Student%20Code%20of%20Conduct.pdfAny violations of the Student Code of Conduct or residence hall policies or procedures may result in judicial action.Students are responsible for knowing all policies and procedures found in this Guide to Campus Living as well asthe Student Code of Conduct.ROOM SWITCHING AND RELOCTIONSFor vacancies occurring during the summer or winter recess, the University Housing Office reserves the right toconsolidate empty spaces or make reassignments when vacancies occur during the summer and winter recess.The last day to switch between Vulcan Village and Residence Halls will be in conjunction with the University’sadd/drop date per semester; subject to change due to COVID-19.SALES AND SOLICITATIONThe sale and solicitation of goods and services is prohibited in all residential facilities unless approved by theUniversity Housing Office.8

THE GUIDE TO CAMPUS LIVING : LOWER CAMPUS EDITIONSEMESTER AND HOLIDAY BREAKSThe residence halls close at times when classes are not in session, including Thanksgiving, winter, spring (when onacademic calendar) breaks. You must check out of the residence hall during these periods. Requests for exceptionsfor students participating in sanctioned university events or international students must be made to the ResidenceHall Director before the break begins. Details and deadlines will be included on the break posting. There is a finalsweek at the end of each semester, and you are required to vacate the residence hall within 24 hours of completingyour last exam.QUIET HOURSQuiet study hours are in effect from 11:00pm to 9:00am, Monday through Thursday; 12am – 10am, Friday throughSunday. Separate floor/wing communities may extend these hours, but they may not be shortened. Consideration ofothers should also be observed Friday through Sunday, particularly during the morning hours. 24-hour quiet hours are in effect during finals week and supersede the regular quiet study hours. Courtesy is expected at all times. It is your responsibility to confront others who are in violation of the QuietHours Policy. Staff is available to assist if needed.It is the University’s expectation: The volume of music/TVs/voices/gaming consoles, etc. will be kept at a level that cannot be heard in thehallways, rooms above, below or beside you, or outside the building. When quiet hours are not in effect, volume must not deter students who want/need to study or sleep at any time. Consideration of others should be observed at all times. Do not disturb neighbors or other students. Use of speakers and musical instruments do not cause a disturbance. Those who want louder volume should use headphones. Speakers may not be placed on or played from windowsills. Speakers should also be appropriate to room sizeand volume kept at a conversational level of sound. Running, jumping, yelling, use of athletic equipment, and any other behaviors that would disrupt the communityare prohibited.If you are approached about excessive volume, please respond by eliminating and/or lowering the volume levelcoming from your residence. If you violate the Quiet Hours policy, you may be charged with a violation of theStudent Code of Conduct. Repeated violations of the Quiet Hour policy may result in removal of items (i.e. speakers,musical instruments, etc.), a housing reassignment, or the loss of campus housing.WEAPONS POLICYThe unauthorized possession, transfer or use of firearms, weapons, or other dangerous objects or substances onUniversity owned or controlled property is prohibited. This policy includes but is not limited to the following: Firearms & ammunitionBB/pellet gunsAir gunsTasers/stun gunsSwords/sabers/daggers Hunting knivesKnife Blocks used in cooking*SwitchbladesBows & arrowsFlammable chemicals/fuels ExplosivesFireworksMartial arts weaponsThe brandishing of any object or item used in a threatening or violent manner, such as a butane lighter, lit tobaccoproduct, baseball bat, razorblade, or other blunt instrument/object that inflicts, or is intended to inflict, bodily harm orcause property damage is a violation of this policy.*Knife blocks need to be left with CUPD and can be signed out by officers during use and signed back in whenfinished.9

Residents are responsible for assisting in maintaining high-quality facilities. Residents’ responsibilitiesfor the facilities are outlined below:BICYCLESBicycles must be stored in designated areas (bike racks). They may not be kept in lounges, stairwells, or halls.Mopeds/scooters/motorized vehicles must be parked outside.BULLETIN BOARDSBulletin boards in the Residence Halls are reserved for promoting University or SAI sponsored organizations andevents. Please see your Residence Hall Director if you have questions about whether an event or an organization isUniversity or SAI sponsored.CLEANLINESSCleanliness of the building interior is important to the health of all. The University custodial staff is scheduled toclean the common areas, such as hallways, trash room, and lounges, and students are responsible for cleaningtheir own spaces and for not allowing trash to accumulate. Custodians are responsible to maintain reasonablesanitary conditions but are not responsible for excessive disregard for general cleanliness including the removal ofpersonal trash.CLOTHING & FOOTWEAR IN PUBLIC SPACESFor health and safety, clothing and footwear should be worn in all lobbies, lounges, hallways, and public areas.COMMON SPACES / STUDY SPACESDue to COVID-19 regulations, all common spaces, including hall study spaces, may be locked at times. Studentscan request access to a common area space by calling the CA On-Call for their building and request access.COMMUNITY MEETINGSCommunity meetings are periodically conducted throughout every semester by the residence hall floor CommunityAssistants and Graduate Assistants. Resident students are strongly encouraged to attend so they are aware ofimportant information, community concerns, and any other items. These meetings may be conducted virtually, withCAs/GAs sending out Zoom or Team meeting invitations via email.ENTERING & EXITING THE RESIDENCE HALLSThe intent of this policy is to maintain maximum security in the residence halls. You must enter and exit the residence hall through the main entrance. The exterior-side doors, along withemergency exits on every wing, are always alarmed and locked. Entry/exit through any window is prohibited. Residents should not allow
