Reporting directly to the Executive Director, thisposition provides innovative and adaptable leadership to the Site Operations Manager, CoachingManager, Head Start Education Managers, Early Head Start Education Manager, FamilyServices Manager, ERSEA Coordinator, and Health Services Manager.Child Start has retained BRYANT GROUP to manage the search for the Head Start Director.

Child StartChild Start, founded in 1958 as the Child Day Care Association, is a nonprofit organization that,under Executive Director Teresa Rupp’s leadership, provides a range of services to children 0-5,parents, child care providers, employers, and the wider community.In its early years, the organization operated a “day nursery” and provided training to private childcare providers. In 1976, Child Start became a grantee for Head Start programming, beginning toserve low-income 4-year-olds, helping private daycares to navigate complex public fundingprocesses. Teresa Rupp became Executive Director of Child Start in 1983. For nearly 40 years,she has led the organization with an incredible depth of knowledge, experience, and love forchildren and families.In 1990, Child Start partnered with fourteen other Kansas agencies to create a statewide ChildCare Resource & Referral network that helps parents find childcare and works to improve thequality of all forms of child care. In 1995, they were chosen to help pilot the new Early HeadStart program, serving pregnant women and children ages 0-3. In 2011, Child Start achieved theQuality Assurance credential from Child Care Aware of America for its services to parents andchild care providers.From its humble beginnings as the Child Day Care Association in 1958 to a progressive andever-growing hub of resources for children, parents, child care providers, employers, and thebroader community over a five-county area, Child Start has always put children first.Child Start: Directly reaches approximately 600 Head Start children and their families withcomprehensive full-day, full-year Early Head Start and Head Start services and homebased services. Offers technical assistance, trainings, and resources to 1,000 licensed child care facilitiesin five counties—Sedgwick, Butler, Cowley, Harvey, and Sumner. Trains and mentors 3,000 childcare providers each year, ensuring that high-quality care isavailable throughout south-central Kansas. Advocates for children and families and for regulation that supports quality care. Maintains a database of local childcare providers for parents’ searches.

Child Start ProgramsChild Start achieves its mission through two complementary program areas: Head Start/EarlyHead Start and Early Childhood Connections.Head Start/Early Head StartChild Start operates nine Head Start Centers (six in Wichita, and one each in Anthony, Augusta,and El Dorado) and partners with three TOP (The Opportunity Project) locations in Wichita.Through center-based and home-based Services, Child Start provides Head Start and Early HeadStart services to approximately 600 children per year.Children enrolled in center-based Head Start/Early Head Start services attend Monday throughThursday from 7:30 to 4:00 pm. Their families also receive multiple home visits each year: twohome visits with the child’s teacher and three with a Family Advocate to help set goals, identifyneeds, and supply resources.Families and children enrolled in Early Head Start home-based services receive exclusive oneon-one interaction with a Family Educator. Through this service, expectant mothers can receiveprenatal care and bi-weekly visits from a registered nurse.Early Childhood ConnectionsAs a licensed Child Care Resource & Referral (CCR&R), Early Childhood Connections helpsparents find child care, builds the supply of quality child care by providing support and resourcesto 3,000 child care providers per year, offers technical assistance, trainings, and resources to1,000 licensed child care facilities in five counties—Sedgwick, Butler, Cowley, Harvey, andSumner, bridges child care and education, and gathers essential data on child care needs andtrends.

The following services and events are asmall sample of Child Start’s programs and activities impacting the lives of young children andtheir families in south-central Kansas and beyond.Child Start Serves FamiliesThere is so much for parents to consider when deciding upon what is best for their kids. Shouldthey place their children in a day care center? Is a home day care a better fit? Maybe the kidswould do best being cared for by family or friends. How can they know what to look for whendoing research and visiting day care options? Will it fit their budget? The process can beoverwhelming and stressful. Child Start comes alongside parents to help them navigate thesedifficult waters.Child Start explains the advantages and disadvantages of various forms of child care. Theiraffiliation with Child Care Aware of Kansas provides parents with an exhaustive checklist ofwhat to look for when considering and visiting potential child care providers.Child Start provides parents with access to Child Care Facility Inspection Reports completed bythe Kansas Department of Health and Environment. Parents receive help in calculating the costof child care and comparing providers' prices to one another and regional averages.

In addition, Child Start provides parents with the tools they need to determine if they qualify forfinancial assistance from public programs and with information about how parents can receivetax credits for having children in child care. They offer questions to ask potential child careproviders about discounts or rates based on a sliding income scale as well as questions to asktheir own employers about dependent care benefits.Child Start alone cannot address every need of children, families, and child care providers. Theyhave an extensive network of partner organizations and agencies throughout Kansas andnationally. These partners provide services that complement each other to the benefit of the childand family. There are far too many partnerships to list, but three organizations that give a senseof Child Start’s commitment to being a part of the “village” it takes to raise a child are HealthyBabies, Wichita Family Crisis Center, and Center of Hope.Healthy BabiesThe health and future success of a child begins not at birth but in the womb. That is why ChildStart values Healthy Babies' work and refers expectant and new mothers to them. Healthy Babiesis a free educational program of Sedgwick County (which includes Wichita) for prenatal andparenting families (especially first-time moms, teen moms, and minority moms). Registerednurses and community liaisons provide education and family support through home and officevisits.

Providers are also available at community clinics to accompany clients to well-child visits andassist with navigation through the healthcare system. Healthy Babies guides expectant mothersthroughout their pregnancy and during their child’s infancy, providing instruction and resourcesabout everything from prenatal nutrition and basic baby care to breastfeeding and how to install acar seat.Wichita Family Crisis CenterSafe, nurturing homes are necessary for children to reach their full potential. Because Child Startcares about every aspect of children’s lives, they partner with Wichita Family Crisis Center(WFCC), which provides comprehensive services for domestic violence and sexual exploitationvictims. WFCC’s mission is “to eliminate domestic violence in our community by supportingsurvivors through shelter, education, and advocacy.” Last year, WFCC provided crucial servicesfor 2,000 survivors of domestic violence and sexual exploitation in the Wichita area.Center of HopeChild Start partners with Center of Hope (COH) to provide a safety net of organizations tofamilies in danger of homelessness. Through a variety of services such as emergency rent andutilities, life skills counseling services, and budget counseling, 100% of participants areprevented from becoming homeless in the next 30 days. Less than 20% are evicted within sixmonths of receiving assistance. Quality CruisesOn Child Start’s Quality Cruises, providers are given the opportunity to see quality child care inaction while riding in style and comfort on a party bus. Participants enjoy training andrefreshments on the bus while visiting three facilities during a fun-filled day. By the day’s end,participating child care providers come away with creative ideas to implement in their own dailywork and make new friends and contacts.Green Eggs & HamHeld each spring, this fun event is a full day of book-themed fun for Head Start children!Staff Health FairHeld the first week of April, the Staff Health Fair is an event for Child Start staff to learn aboutlocal opportunities that contribute to their personal success.
