It’s a timeto put away the suitcase, wrap up travel notes and filethe last expense report for the year.For those of us who travel alot for AAMVA—including ourChair, AAMVA staff and associate members—it’s a time tosay goodbye to our conferencesiblings and traveling partners with whom we share cabrides, airport delays, meetingsand meals from January untilOctober each year. The goodbyes bring a moment to reflecton the contributions andtalent that make so many ofAAMVA’s events and servicespossible.Come January, AAMVA’sBoard of Directors will meetto check-in on the FY2018spending plan and providestrategic direction forAAMVA to best serve itsmembers on emerging innovations, regulatory challengesand information technology (IT) systems, to name afew. J U R I S DIC TION S POTLIG HTVoter VehicleTHE VIRGINIA DMV AND DEPARTMENT OF ELECTIONS CREATE ANELECTRONIC VOTER REGISTRATION SYSTEM BY BRITTANY MAGEEREGIONIFor the past two decades, the VirginiaDepartment of Motor Vehicles hashandled voter registration applications, and the process has been entirelypaper-based. In July 2016, the DMV andthe Department of Elections (ELECT)released their electronic “Motor Voter” (EMV) systemin order to reduce paper voter registration applications.Not only is it a greener process, but the new EMVsystem has the potential to improve efficiencies,customer experiences and data integrity. “It hasreally benefited everyone—the customers, both theDMV and ELECT, and the entire voter registrationprocess,” says Sandy Jack, director of Data Management Services at the Virginia DMV.HOW DOES IT WORK?If a Virginia resident is completing a qualifyingtransaction—such as updating his or her driver’slicense or ID card information—either on the DMV’swebsite, www.dmvNOW.com, or in-person at a DMVcustomer service center using a payment card terminal touchscreen, his or her voter registration statuswill be determined.If they have not yet registered to vote, theywill be offered the opportunity to apply byconfirming their personal information andanswering relevant questions. If they’vealready registered, they can choose toupdate their voter information.Once they have confirmedtheir personal information andcompleted the voter registrationquestions, the responses will besent as a package to ELECT andthen to local registrars to be processed electronically.Customers may complete simple updates to their existing voterregistration address on either digital12fall 2017MOVEmag.orgplatform as well. Or if they don’t want to register tovote, they don’t need to.A REAL TIME-SAVERThe biggest benefit overall is the efficiency of the processfor customers and both the DMV and ELECT. “Everything is now immediate and in real-time,” says Jack.Residents no longer need to fill out a paper application nor complete the registration through the mail,which is a huge time-saver and will only enhance thecustomer experience. (However, they may still optfor a paper-based application if they prefer.)For the DMV, the decreased number of paper applications to sort and mail has significantly reduced theamount of staff time spent on auditing applicationseach day. According to the Internal Revenue Service (IRS),tax-related identity theft continues to be among the topscams, with hundreds of thousands of taxpayers reportingstolen returns each year—even with certain safeguards andprecautions in place.Criminals will file a fake taxreturn in advance of the actualtaxpayer, usually as tax filingopens, and steal the refund.By the time the IRS or stategovernment discovers a returnis fraudulent, the refund hasalready been issued to thefraudster and the taxpayer stillneeds to be paid. No logins or passwords are necessary. Instead, users unlock the app using facialrecognition to access their eID. The built-in livenessverification technology ensures that that a “live person” is in control of their eID, and no one can use theapp fraudulently using a photograph or video.THE INNER WORKINGSTo complete the eID setup, individuals must:›› Download the free IDEMIA eID app from theApple App Store.›› Once inside the app, take a photo of the front andback of their driver’s license or state ID.›› Take a self-photo, or “selfie.”At this point, ALEA validates the driver’s licensedata through its system and verifies the self-photomatches the person in the driver’s license system.In parallel, another service determines if the user’sdriver license is an authentic document.Once the app is set up, users register the eIDwith the Alabama Department of Revenue atMYALABAMATAXES.ALABAMA.GOV. A QR code isgenerated so the user can scan the code using theIDEMIA eID app on their smartphone.From then on, whenever a state tax return is filed forthe eID holder, the Department of Revenue will senda notification through the app to confirm that the correct individual filed that return.
