PURPOSE To provide an overview of the Department’s (DHA)compliance with Annex 9 – Facilitation to the InternationalConvention on Civil Aviation

INTRODUCTION Annex 9 – Facilitation contains Standards and Recommended Practices(SARPS) that promote uniformity amongst Contracting States for thebetter achievement of the objects of the Convention, i.e – to promote security; whilst facilitatinginternational travel.

INTRODUCTION The DHA mandate relates to – securing the end to end process of issuing internationally complianttravel documents to South African citizens; visas to foreigners; examining persons entering / departing from the country; preventing the movement of undesirable elements to/from South Africa. The success of the DHA in executing its mandate is largely dependent oncooperation with stakeholders, nationally and internationally; government and private. DHA strategies and action plans are aligned with the values andprinciples of Annex 9 – Facilitation.

INTRODUCTION The current global environment presents border managementchallenges for governments in terms of depressed economic outlook; increased security threats, arising from regional instability, famine,terrorism; pull factors (real and perceived). The explosion of technological advancement in the world also presentsopportunities for governments to innovate their services to the travellingpublic. ICAO’s Traveller Identity Programme (TRIP) recognises the importanceof identity management by states as the foundation for seamlesslysecuring the journey of a traveller prior to, during and upon itscompletion. DHA as a member of the Security Cluster within Government isembracing the values of the TRIP, as well as customer experience,through its eHome Affairs platform.

DHA COMPLIANCE WITH ANNEX 9 - FACILITATION In partnership with airlines, implemented an interactive AdvancePassenger Information (iAPI) system in 2009; Achieved well ahead of the 9th Facilitation Panel’s decision(April 2016) to raise the use of API by governments to a standard. All 42 scheduled commercial airlines are fully compliant in respect ofsubmitting passenger and crew information to APP. Phased out non MRTD end August 2015; well ahead of ICAO deadline23 November 2015. Fast tracked the implementation of biometric checks at ports of entry(IMC); Partnered with the banking sector in order to minimise the need forcitizens to visit a DHA office when applying for an ID smart card orpassport (ABSA, FNB, Standard & Nedbank).

DHA COMPLIANCE WITH ANNEX 9 – FACILITATIONWAY FORWARD Working with INTERPOL on Stolen /Lost Travel DocumentsDatabase (SLTD) Working with UNHCR on new “1951 Convention” TravelDocument for recognised refugees. Enhance cooperation with airlines on facilitating persons withconnecting flights Working towards implementing – eVisas; Passenger Name Record (PNR) data exchange with airlines. Improvement of borderline security and integrity, in conjunctionwith other border control agencies responsible; DHA is planning to implement an Automated Border Control(ABC) system at airports (17/18).
