Types of Activities:Training programmes of short andlong term duration includingseminars, workshops, andconferences, as a means ofcontinuing education for practicingmanagers, administrators andscientific and technical cadres;Policy oriented and operationalresearch;Consultancy and extension services;andPublication and production oftraining aids.ObjectivesThe objectives of the Academy as listed inits MemorandumTo promote modernof Associationmanagement(MoA) arescience as a major instrument fordevelopment of economic and socialactivities of the State Government, ZillaParishads and other institutions andorganisations of the State Government.To develop managerial skills,organisational capability, leadershipand decision-making ability fordevelopment planning and efficiency inimplementation of policies,programmes and projects.To carry on operational and policyoriented research, to evolve ideas andconcepts appropriate to the local, stateand national environment, and toformulate policy alternatives.To serve as the apex institute for thecollection and dissemination ofinformation regarding developmentadministration.To foster, assist and support individuals,organisations and institutions in the useof management science.To provide consultancy services indevelopment and public administration.To function as the nodal State-leveltraining institute in the field ofdevelopment administration.ResearchThe Academy is required to carry out researchrelated to formulation, implementation, monitoringand evaluation of development schemes, projectsand programmes. Usually the research activitiescarried out by the Academy on its own are aimed atenriching the content and methodology of trainingprogrammes. During this year the Academy wasentrusted with several research projects on varioussubjects which were sponsored by reputed state,national and international level agencies.The Research and Documentation Centre wasestablished in 2004 for procuring sponsorship forresearch projects, carrying out research activitiesand documenting and preparing research reports.

Subjects And Areas Of ActivitiesThe programmes cover all concepts, principlesand techniques related to management ingovernment.Organisational Structure Of TheAcademyThe Board of Governors comprises ex-officiomembers including Hon. Chief Secretary of theGovernment of Maharashtra as the Chairpersonand nominated members from specific sectors.Director General, YASHADA is the Chairperson ofthe Executive Committee and a member of theBoard of Governors.Subject to the overall supervision and policydirections of the Board of Governors and itsCommittees, the Executive Committee (EC) isresponsible for the management, administrationand control of affairs of the institute, and itsincome and properties, in accordance with therules of the Society and the regulations, orders andinstructions made from time to time.The programmes cover all functionaries of thedepartments of the Government of Maharashtra,as well as teachers and practitioners ofmanagement in boards, corporations and otherpublic sector undertakings, in all sectors such asbusiness and industry; commerce and trade;financial and industrial development; bankinginsurance; cooperatives; agriculture and ruraldevelopment; forestry; fisheries and animalhusbandry; irrigation and power; energy,transportation and communication; educationand health services; entrepreneurialdevelopment; mass media; tourism and publicrelations; legal systems; police administration;taxation; urban systems; environment habitat;public works; roads and buildings; appropriatetechnology; non-organised, decentralised sectorsof economic, social and political activity,especially, persons from institutions, bodies andorganisations concerned with the use ofknowledge in management.The Director General of the Academy, who isappointed by the State Government is the AcademicHead and Chief Executive of the Academy. He hasall the powers as delegated by the Board ofGovernors and the Executive Committee, and is theChairman of the Executive Committee. He/she isresponsible for the proper administration andconduct of the academic affairs of the Academy.During the year 2013 - 2014, Dr. SanjayChahande, IAS was Director General of theAcademy.The various other committees and sub-committeesappointed by BoG for the purposes as suggested bytheir names include :qRecruitment CommitteeqBuilding Committee/Local CommitteeTrainingThe Academy conducts various trainingprogramme (c. 4,200 in 2012-2013) within thenomenclature of Induction, Foundation, Refresher,Orientation and Extension training programmeswith varying duration from 1-day to 5-day to 2week to 10-week schedules. The traineeparticipants in these programmes are providedwith Certificates of participation by the Academy.The total number of training programmesconducted during the year 2013-2014 was 3931,which was higher than the annual target of 1200training programmes. The number of trainingprogrammes conducted and their attendance ratefor the previous fifteen years is given ahead.04

Administrative WingThe administrative wing is headed by the Registrarand works directly under the control and supervisionof the Director General. Various sections of the wingdirectly or indirectly provide all the support servicesrequired for training, research, consultancy andpublications related activities carried out by theAcademy. Extension ServicesThe faculty members of the Academy are involved in variousdecision-making committees and advisory bodies of reputedgovernment/non-government organisations. For the pastmany years, the Academy has been entrusted with the work ofdeveloping and monitoring Gram Sevak Training Centres(GTCs), Panchayati Raj Training Centres (PRTCs) andComposite Training Centres (CTCs) located in various parts ofthe state.In the recent few years, the Academy had extended capacitybuilding activities in various regional and departmental traininginstitutions through the UNDP-DoPT, GoI sponsored projectsand MoUs with the institutions. The Regional Training Centresat Paithan, Amravati, and Nagpur and BARTI, Pune wereextended upgradation services by the Academy.PublicationsThe Academy has the mandate to disseminate informationrelated to various areas of public and developmentadministration and management in government. Since the pastfew years, the Academy has been publishing two quarterlyjournals Ashwattha (English) and Yashmanthan (Marathi)and several books related to development administration. Afull fledged Publications Cell has been functional in theAcademy since last one decade, which is equiped with inhouse editing, desk top publishing and sales counter facilities.06

AdministrativeTraining InstituteINTRODUCTIONThe basic mandate of ATI is to providebasic Training to newlyrecruited Group-A officers of Government of Maharashtra.Inaddition, ATI undertake various projects andmake efforts to spreadknowledge about governance to various stakeholders.OBJECTIVES:The objectives of the ATI, YASHADA are –I)To acquaint the newly recruited officers with the dynamicsand complexityof governance,ii)To acquaint the in-services officers with the latestdevelopments in the field of governance,iii)To study and do research on various issues which havebearing on the Governance, andiv)To undertake projects and consultancies related to goodgovernance.TRAINING ACTIVES:During 2013-14,Foundation, Refresher, Induction and other typesof training programmes were conducted for State and outsideStateofficers under State Training Policy, State Category Trainingprogramme of Department of Personnel and Training and otherState Government Department.07

The details about courses are given below –(A) Foundation Courses –ATI conducted 36 foundation training programmewhich included officers from various departmentsqIAS probationary Officers (Maharashtra Cader)qProbationary officers ofIndian EconomicServiceqSection officers of Secretariat of MaharashtraStateqOfficers of Transport Commission rate,Maharashtra StateqNaibTahsildars Officers from RevenueDepartment,(B) Induction/After promotiontraining programmeAs per Maharashtra State Training Policy, 2011,(STP), ATI conducted Induction Programmes forPromoted Officersof Directorate of Accounts andTreasury, Water and Sanitation Department,Finance Department, MS.(C)Refresher training programmes under StateTP:ATI conducted 13 refresher programmes forFinance Department, Sales Tax Department,Insurance Department, Mantralaya Officers andJudicial Officers of State Government.(C) Trainers Development Programmes(Department of Personnel and Training (DoPT),Government of India sponsored programmes)DoPTsponsored 18 Direct Trainers Skills, Designof Training, Training Need Analysis andEvaluationof Trainingcourses were conductedduring this year. 296 officers including 50 officersfrom Maharashtra state and 246 other institutesofficers were attended this programme.(E) State category Training Programmes (SCTP)Courses:During this academic year,under SCTProgramme35 courses on Counseling Skills, Ethics and Valuesin Public Governance, Right to InformationandInformation of technology wereconducted. 1016officers were trained under this scheme.(F) Capacity building programme for Officers ofNorth-East Region of India:Ministry of Personnel, Public Grievances andPensions, Department of Personnel and Training,Government of India has organize two weeksprogramme for State Civil Officers of North EastRegion of India every year in YASHADA. Duringthis year,ATI has organized twotraining of100GroupAofficers.08

State Institute ofRural DevelopmentThe State Institute of Rural Development (SIRD), previouslyknow as the Centre of Rural Studies has been an integralpart of YASHADA since its inception. It is jointly funded bythe Ministry of Rural Development, Government of India andRural Development Department, Government ofMaharashtra.Training for rural development is one of the importantaspects of YASHADA's mission. At the State Institute ofRural Development, we firmly believe that development canonly be achieved by building human capital. Today, in therural sector, there is vast unfulfilled scope for doing so byway of capacity building of officials of governmentdepartment and of the Panchayati Raj institutions, NGOsand other professionals in the agriculture and animalhusbandry sectors, in co-operation, rural micro finance andself-help groups.SIRD is committed to capacity building, research andconsultancy in the entire spectrum of development activitiesin the rural sector. Documentation of innovation work donealso forms an important part of our mission. Our trainingprogrammes are intended to create a knowledge base, todisseminate information so gathered and to develop thehuman resource management skills and the financial projectmanagement skills, which are so important to success in awide variety of tasks. For government officials in particular,our focus is on sensitizing them to the importance ofcommunity participation and to their role as facilitators in thedevelopmental process. We also emphasis the need forconvergence across departments and the importance of coordination among agencies for success in developmentworks. Rastriya GramSwaraj Yojana (RGSY)(Training for Capacity Building of PRIs Functionaries in NonBRGF Dist. in Maharashtra)In the context of the 73rd Constitutional Amendment the Ministry ofRural Development & Ministry of Panchayat Raj, Government ofIndia launched a training programme for all Panchayat RajFunctionaries throughout the country with the objectives ofequipping them to discharge their duties more effectively and alsoenable them to communicate better with people and to mobilizepopular participation in the development process. SIRD hasdeveloped and implemented this comprehensive Rastriya GramSawaraj Yojana for training of more than 1,39,000 lakhs PRIFunctionaries in the state of Maharashtra.SIRD has designed two training modules for Panchayati Rajfunctionaries' under RSGY:1. Three-day module for Zilla Parishad and Panchayat SamitiMembers.2. Three-day module for Gram Panchayat Members.Both modules target the PRI representatives as leaders, serviceproviders and facilitators of development. These modulesattempt to orient them to new approaches in planning, financialmanagement, tools of information technology and developmentthrough people's participation. They include skill-buildingsessions on leaderships, negotiation & communication skills andmicro planning techniques. They also provide information aboutRight to Information Act and Government rules and regulations.The modules developed for Gram Panchayat Members alsoincludes inputs on subjects like Watershed Development,Drinking Water Supply in villages, Public Health at village level,and the National Employment Guarantee Act 2005 etc. Bothmodules utilize a variety of training methods like lecture, groupwork, films, game, psychometric methods, case studies and roleplay etc. in order to achieve maximum impact.BUDGET PROVISIONYASHADA prepares reading material, coordinatessupervision and monitoring of the action plan with ZillaParishads, GTCs, and PRTCs and NGOs concerned.YearPersons Trained2010 -201128,1562011 - 201236,6692012- 201320,5042013 -201449,94510

Rajiv Gandhi PanchayatSashaktikaran AbhiyanMinistry of Panchyat Raj, Government of India haslaunched an ambitious programme called Rajiv GandhiPanchayat Sashaktikaran Abhiyan (RGPSA) under 12thPlan. (i.e. 2012 to 2017). A national workshop for designingits guidelines was held at YASHADA during July 2012.YASHADA and Department of Rural Development,Government of Maharashtra submitted a five year plan toMinistry of Panchayat Raj under RGPSA during the year2012-13. An annual plan with an outlay of Rs. 221 croreshas been sanctioned by Ministry of Panchayat Raj and anamount of Rs. 83.17 crore has been released to our State.The RGPSA has been designed for overall strengthening ofthe PRIs in the country in order to make them self-sufficient,capable and an instrument of development. It also aims atbuilding the Capacity of Functionaries (Official and NonOfficial) in PRIs so that the delivery system becomesefficient, accountable and sustainable.
