Incorporated Village of Rockville Centre to enterinto mediation as recommended by counsel.On motion of Trustee Oppenheimer, duly seconded by TrusteeGrillo and unanimously carried, the Board voted to return toPublic Briefing and adjourn the meeting at 6:55 p.m.

Murray had Mayor Patricia Ann McDonald lead thePledge of Allegiance.Mayor Murray introduced Mayor of Malverne Patricia Ann McDonaldwho is a friend of the Village family. Her heroic husband, NYPDDetective Steven McDonald died on January 10, 2017. MayorMcDonald and her son, NYPD Sgt. Conor McDonald, presented MayorMurray and the Board of Trustees with a letter and plaquethanking the Village for its professionalism, compassion andunderstanding. Mayor McDonald expressed her extreme gratitudefor helping with the loss of her husband and for comforting herfamily at this difficult time, and the Village of RockvilleCentre will forever remain in their hearts. Mayor Murraysurprised Mayor McDonald and her son NYPD Sgt. Conor McDonaldwith a street sign titled “104 Det. Steven McDonald Way” whichwill be placed next to the RVC police station, at the corner ofMadison and Maple Avenues.Mayor Murray spoke about the Village of Rockville Centre’sretiring Superintendent of Buildings Daniel Casella. MayorMurray introduced Trustee Michael Sepe who presented DanielCasella with a Proclamation, and thanked Mr. Casella for hisdedication of six years to the Village of Rockville Center andwished him well.Mayor Murray appointed Patrick O’Brien as Superintendent ofBuildings to serve at the pleasure of the Mayor and Board ofTrustees during the remainder of the official year ending July3, 2017.On motion by Trustee Sepe and duly seconded by TrusteeOppenheimer and unanimously carried, said appointment wasapproved.Mayor Murray appointed Patrick O’Brien to serve as Secretary tothe Zoning Board of Appeals to serve at the pleasure of theMayor and Board of Trustees during the remainder of the officialyear ending July 3, 2017.On motion by Trustee Howard and duly seconded by Trustee Grilloand unanimously carried, said appointment was approved.

1202February 6, 2017Rockville Centre, New YorkMayor Murray appointed Matthew Didora as a member of ThePlanning Board to fill a vacancy caused by the resignation ofPatrick O’Brien for a term ending July 3, 2019.On motion by Trustee Sepe and duly seconded by Trustee Grilloand unanimously carried, said appointment was approved.Mayor Murray appointed Kevin Reilly to Village Engineer to serveat the pleasure of the Mayor and Board of Trustees.On motion by Trustee Oppenheimer and duly seconded by TrusteeSepe and unanimously carried, said appointment was approved.Mayor Murray appointed Kevin Reilly as Emergency ManagementOfficer to serve at the pleasure of the Mayor and Board ofTrustees during the remainder of the official year ending July3, 2017.On motion by Trustee Grillo and duly seconded by Trustee Howardand unanimously carried, said appointment was approved.Mayor Murray appointed Stacy Macaluso as Deputy Registrar toserve at the pleasure of the Mayor and Board of Trustees to filla vacancy for a term ending July 3, 2017.On motion by Trustee Oppenheimer and duly seconded by TrusteeHoward and unanimously carried, said appointment was approved.Kathleen Murray opened a Public Hearing regarding CommunityDevelopment Block Grant Program Year 43.After hearing all interested persons in attendance, on motion ofTrustee Howard, duly seconded by Trustee Grillo and unanimouslycarried, the Board voted to close the Public Hearing regardingCommunity Development Block Grant Program Year 43.On motion of Trustee Howard, duly seconded by Trustee Sepe andunanimously carried, the Board voted to approve the CommunityDevelopment Block Grant Program Year 43.For details of the comments and discussions from the Board andpublic please refer to the DVD.On motion by Trustee Oppenheimer, duly seconded by TrusteeHoward and unanimously carried, the Board authorized the Mayoror his designee to execute an agreement, in a form approved onciliation Agreement Between U.S. Department of Housing Incorporated Village of Rockville Centre, Section 8 ET AL.Respondent and Ruth Katz, Director Respondent.On motion of Trustee Grillo, duly seconded by Trustee Howard andunanimously carried, the Board voted to approve, and authorizethe Mayor to sign, the personal services contract with SusanStohr d/b/a SJS Associates at a cost of 16,570.00- for theperiod of March 1, 2017 through February 28, 2018 for NYAPPGovernment Affairs Representation. A copy of the contract is onfile at the Village office.

1203February 6, 2017Rockville Centre, New YorkOn motion of Trustee Howard, duly seconded by Trustee Grillo andunanimously carried, the Board voted to approve the followingResolution regarding Farmers Market Agreement for ----------RESOLVED, that the Mayor is authorized to enter into anagreement with Ethel Terry d/b/a Long Island GrowersMarket, 35870 Main Road, Orient, New York 11957, torenew a prior agreement, and to permit a Farmer’sMarket to be located at Parking Field 12 on Sundaysduring the period May 28, 2017 through November 26,2017, in the form prepared by the Village Attorney, andit is furtherRESOLVED, that the Board of Trustees, as lead agencypursuant to the State Environmental Quality Review Act,hereby determines that the foregoing agreement is aType II Action which requires no environmental -----------On motion of Trustee Oppenheimer, duly seconded by TrusteeHoward and unanimously carried, the Board voted to approve anexpenditure not to exceed 6,800.00 for preventative maintenanceand service of the Fire Trucks to be performed by HendricksonFire Rescue Equipment Inc.On motion of Trustee Oppenheimer, and duly seconded by TrusteeGrillo and unanimously carried, the Board voted to approvePersonal Services Contract with Paychex, Inc. for payrollprocessing services at a cost not to exceed 50,000.00 In a formapproved by the Village Attorney. Copies of the agreement are onfile in the Village Office.On motion of Trustee Grillo, duly seconded by Trustee Howard andunanimously carried, the Board voted to approve the followingresolution designating property for the Water Department ----------RESOLUTION DESIGNATING PROPERTY AS SURPLUSWhereas, the Village of Rockville Centre (“Village”) heretofore acquired variousvehicles, equipment or property which thereafter has been used for various purposes;andWHEREAS, such property is no longer needed, or has reached the end of its useful lifefor the Village, to the extent that it is no longer reasonable or feasible for the Village tocontinue to own and maintain such property;NOW, THEREFORE, BE ITRESOLVED, that the Board of Trustees of the Village of Rockville Centre, in regularsession duly convened, does hereby declare the following equipment, vehicles andproperty to be surplus, and authorizes and directs the Village Purchasing Department tosolicit proposals for the sale or disposal of such equipment in its present and existing
