1.0 EVENT ESSENTIALSSystem: Warhammer 40,000 Matched PlayImportant Dates and TimesCheck in: Thursday of each tournament from 7:00 PM - 10:00 PM and Friday ofeach tournament from 7:30 AM - 9:00 AM.Late Arrival: If you arrive or check in late, the tournament will begin without you,though you will still be paired and will continue with your tournamentexperience. 2.0 ARMY CONSTRUCTION AND PAINTING2.1Army Construction and Army ListsAll armies in these tournaments must armies must be Battle-forged according tothe Warhammer 40,000 Core Book and the Strike Force guidelines set forth in theChapter Approved: Grand Tournament Mission Pack 2021.When building your army, use all the most up to date Warhammer 40,000 rulesfound in the following Games Workshop and Forge World publications prior to apublication date of August 7th, 2021 for Orlando; September 25th, 2021 for NewOrleans; and November 13th, 2021 for Austin. CodexesWarhammer 40,000: The AppCampaign BooksChapter Approved: Grand Tournament Mission Pack 2021White DwarfFAQs, errata, and beta rules found via www.warhammer-community.com/faqsArmy lists should be presented in an easy to read format (such as army listsexported from Battle Forge in Warhammer 40,000: The App), including allrelevant wargear and unit upgrades.

2.0 ARMY CONSTRUCTION AND PAINTING (cont.)2.2Modeling and PaintingPlaying exciting, atmospheric games with finely detailed, painted miniatures is intrinsicto the Warhammer experience. With this in mind, all miniatures in your collectionmust be Games Workshop or Forge World miniatures (excluding basing or scratchbuilt components), and be fully assembled and painted to at least a Battle Readystandard. Below are some examples of models painted to a Battle Ready standard. (Moreinformation on Battle Ready can be found at Warhammer-Community.comCONTRAST METHODCLASSIC METHODEach model must accurately represent its entry on your army roster (What You SeeIs What You Get - WYSIWYG). For example, if your army includes a Space Marineequipped with a Meltagun, the model must be equipped with a Meltagun. Equipmentsuch as Frag Grenades that are included on every model within a unit, but not includedon every model of that type, need not be modeled.

2.3 Converted and Forge WorldModels/UnitsMany players “scratch build” or heavilyconvert elements of their model collection,and these activities are a hallowed partof Warhammer hobby history. For thesake of fairness, any conversion should becomparable in size to the most currentversion of the model they represent. Youmay not gain a benefit from convertedmodels, but may incur penalties. Forexample, a model converted to be tallermay be more easily seen, but may not gainLOS benefits for its extra height.For any converted or scratch builtmodels, you must seek permission fromuseventslistsubmission@gwplc.com,including photos of the models in questionwhere possible, at least two weeks beforethe event (Orlando - July 30, New Orleans- September 17, Austin - November5). While you may submit models forapproval after this date, we may nothave an opportunity to review them intime. If you do not obtain permission forconversions before this date, you run therisk of them being removed from play, orpossibly incurring score penalties.This includes conversions/alternativesto represent factions/models no longerrepresented in the current model range.Don’t worry – we fully appreciatespectacular modelling skills, but we justwant to make sure everything is clear foryour opponent so no confusion can ariseduring games. Please note: any ForgeWorld models must be the actual modelsand not conversions to look like ForgeWorld models.If youare usingrules for yourarmy that aredifferent from thecolour scheme in which they are painted,you must have that army approved bysubmitting it touseventslistsubmission@gwplc.com.If you are going to have multiple differentsubfactions (ex. A Tyranid army witha Hive Fleet Kraken Detachment and aHive Fleet Behemoth Detachment) withinthe same army and if any/all of them aredifferent from the official color scheme,you must submit the army for approvalvia email atuseventslistsubmission@gwplc.com.A Note on Basing: Many modelsare no longer produced on the basesthey originally came with. Whereverpossible, base your models accordingto their current boxed kit. As withother exceptions, if you wish to havea model reviewed, please e-mailuseventslistsubmission@gwplc.com forapproval.

3.0 POLICIES3.1JudgesJudges will be prominently visible in the tournament hall throughout the event (we’regoing to be wearing brightly colored shirts, so we’ll be easy to find) and hold the final sayon all game rules and tournament issues. Individual rulings, however, are never bindingprecedent - it’s a game, not a court of law. Rulings will always be based on correct rulesinterpretations rather than adhering to previous precedent. When calling for a judge’sassistance, please be prepared to provide any relevant rules to the particular question.3.2Player Conduct, Judging, and PenaltiesBattles set in the Warhammer 40,000universe are fast, furious, and sometimesunforgiving, but they present an incredibleopportunity for fun and friendship!The excitement of doing battle on thetabletop combined with our community ofpassionate players help make every gameof Warhammer memorable. With that inmind, our events team is always on thelookout for examples of how players makethe games better for their opponents andothers around them. Special collectibleawards and recognition may be givenat random for displays of superiorsportsmanship.On a rare occasion, players mayintentionally or unintentionally commitrules or sportsmanship fouls in thecourse of a heated or challenging battle.Behavior such as bullying, rules abuse,moving models illegally, picking up dicebefore your opponent has the chanceto see the results, lying to judges oropponents, or any other form of unethicalor inappropriate conduct can result insubstantial in-game penalties, automaticloss assessment, permanent removal ofparts of your army for the duration ofthe event, or removal from the eventitself. While sometimes these errorsare accidental, a “foul is a foul,” and wetreat them as penalties akin to thosewhich occur during a sporting event.Consequently, judges are empowered toapply both in-game and scoring penaltiesequivalent to the magnitude of the foul.

3.0 POLICIES3.2Player Conduct, Judging,and Penalties (cont.)Unfortunately, many behavioral andincorrect play actions often come down to“he said she said” when judges were notfortunate enough to be tableside at thetime of their occurrence; they also varygreatly in their magnitude and relevance.For this reason, behavioral and illegalplay instances – as well as their associatedpenalties – will always be adjudicated ona case-by-case basis, with respect for bothplayers involved.A Note on Active Judging. At the USOpen events, judges are empowered toactively stop instances of illegal play, withor without a player’s specific request forintervention. If a player has concerns atany point, they are always welcome andencouraged to call a judge. While we willnot have judges at every table, and wecannot stop every instance of a minormisplay, our goal here is to make sure allthe games at the Open Series are enjoyablefor everyone.Everybody Loses from Time to Time.Finally, be ready to lose a few games ofWarhammer! It seems an odd thing tosay, but it is in the nature of an 8 roundtournament that out of 256 players, only 1(at most!) will finish the weekend withouta loss. Barring ties, half of you will loseyour very first game of the weekend, infact! Winning with skill and grace is arewarding and perfectly acceptable goal.Losing with skill and grace, however, isboth more challenging and more laudable.These events present you the opportunityto build friendships with fellow hobbyistswho share your interests - friendshipsyou can renew and celebrate every timeyou travel to another Grand Tournamentor local event. A single great friendshipbuilt out of your experiences at this eventoutweighs any number of individualvictories across your battles this weekend.In fact, if you do your best, have a greattime, and build some lasting friendships you haven’t really lost at all!3.3Quit PolicyThe battlefields of the 41st millennium canbe brutal at times and the whims of thedice can be unforgiving for both the unitsin your army and the generals controllingthem. There will be times when the battlesimply does not go your way due to theseand other factors. It is always a true displayof sportsmanship and guts to see a battlethrough even when it is not going yourway and sometimes that display of tenacitycan help shift the whim of the dice godsin your favor! We hope that players will beable to see every game through to a naturalconclusion. If a player wishes to concedea game before it has reached its naturalconclusion, a Judge must be called to helpcalculate the final score.Of course, if you have some kind ofemergency that means you can’t proceed,just let the event staff know right away.

4.0 TOURNAMENT FORMATBoth Warhammer 40,000 and Warhammer Age of Sigmar will follow identicalschedules, milestones, and time calls on Saturday and Sunday to prevent confusionand ensure smooth running throughout.4.1ScoringAt the end of each game, use the providedscore sheet to record your results andprovide them to the judges table. Therewill also be an option for reporting yourresults digitally on the day.Many players enjoy tracking theirprogress at Warhammer tournamentsacross multiple events. To this end,scores and final results will be reportedto independent rankings organizations,such as ITC, where appropriate. As a result, when a loudspeakershouts “two hours remaining,” most folksdon’t naturally think “Shoot, we shouldalmost be done with the entire first BattleRound!” To help with this, rather thansimply calling time left, event staff will calltime based upon the place in the game youshould on average be at (don’t fret, we’llalso tell you how much time is left). Thesetime calls exist to help keep the flow ofplay moving, and are not binding. These“milestones” break down as:3:00Start round (Formally)2:50 Complete pre-gamediscussions and decisions,including SecondaryObjectives2:30 Deployment Complete,Begin Round 11:50 First Battle Round Complete,Begin Round 21:10 Second Battle RoundComplete, Begin Round 30:40 Third Battle Round Complete,Begin Round 40:20 Fourth Battle RoundComplete, Begin Round 50:10 Do not begin a new BattleRound without JudgePermission

4.0 TOURNAMENT FORMAT (cont.)For clarity, this provides each player with,on average, the following time breakdownfor the typical game: Pre-Game activities, review army lists, select secondaries:5 Minutes Deploying your actual models: 10 Minutes Playing your First Turn:20 Minutes Playing your Second Turn:20 Minutes Playing your Third Turn:15 Minutes Playing your Fourth Turn:10 Minutes Playing your Fifth Turn:10 MinutesJudges have access to a variety ofmechanisms for speeding up or ensuringgame completion should milestones berepeatedly missed. All players are expectedto finish their games, and to attend withan army list they feel comfortable playinga complete game within 3 hours. You mustnot intentionally leverage the clock todisadvantage your opponent.A Note on Lateness: Should you arrivelate to Round 1 of the event, you may loseyour spot to a person on the Waitlist.Assuming your spot is still available, youwill be paired with any other late arrivals(again, where relevant) with a mandate tocomplete your game in the original Roundtime. A subsequently incomplete gamemay result in point penalties. If you arrivelate to the first round on Day 2 or 3 of thetournament, you may incur a penalty.No Tournament Rounds will suffer adelayed start due to player lateness.4.4Event AwardsThe Warhammer 40,000 hobby is multifaceted; including social, gaming, andartistic components. With that in mind,the overall winner is determined by equalparts artistic and competitive score.Both scores are normalized, then addedtogether. The highest score wins BestOverall. This award uses scores fromRounds 1-6 only.The Best General is the winner of the firsttournament bracket (see 4.6).Both the winner of Best Overall andthe Best General will have their namesengraved on the plinth of the epicWarhammer Open trophy to be reveredand adored for all time. We consider theseawards to be equal in prestige.The other 40K GT awards include: Best Painted winner and runner up Battlemaster (Player who scores thehighest Victory Points, regardless ofrecord or bracket) Second to One (The player who losesthe final round to the Best General) Bracket Champions (Winners of allother tournament brackets)

4.0 TOURNAMENT FORMAT (CONT.)4.5Win-Path PairingYour opponent for your first game will berandomly determined. Subsequent roundswill use “Win-Path” to pair opponentsin each round. This pits players bothagainst someone with the same recordand who won and lost their games in thesame rounds. For example, a player wholost Round 1 and won Rounds 2 and 3will play an opponent who did the same,rather than someone who won their firsttwo and only lost in the third Round.This is done to ensure players with asimilar strength of schedule pair off andto ensure an increasing level of skill parityand sportsmanship with each subsequentround, as they face people who have hadan increasingly similar play and outcomeexperience across the event.4.6BracketsAfter Round 4, the entire GrandTournament field will be split into 16brackets of 16 players each. These bracketswill be based primarily on Win/Lossrecord, with “ties” for placing in a bracketdetermined by total accumulated MissionPoints. Each bracket will be won by theplayer that goes undefeated across the final4 Rounds of the Tournament. This ensuresplayers with more casual interests or lesspowerful lists who start the GT with aweaker record spend their final Roundsin competition with their competitivepeers. This also avoids a tradition whereplayers with weaker lists lose a few games,finally win a couple, only to have to facea harder list that just lost a few games tofinish out their tournament experience.At a Warhammer Open, you are assuredthe final 4 games [at least] will be againstarmies and players that present similarchallenges to your own.4.7 Bracket Finals and Round Totals Taking the Tournament at YourPreferred PaceWhile 8 glorious Warhammer 40,000battles represents an epic achievementfor any player in a single weekend, noteveryone will want to compete in quite somany hotly contested affairs. In supportof this, and out of a desire to present aTournament experience that is enjoyablefor the widest variety of player types,Best Overall is determined by the resultsfrom Rounds 1-6. This is considered theduration of the full “Grand Tournament”part of the event. Rounds 7-8 on Sundayare therefore optional for all players, whomay indicate their desire to withdrawupon turning in their Round 6 scores atthe end of Saturday. Doing so at this pointcarries no risk to your Overall standing,but may impact your final standing forGeneralship and Victory Points (as yourfinal 2 games will be considered Losses/Forfeitures within these categories).The primary intentions of Rounds 7-8,then, are: 1) determine the winner andrunner up of the First Bracket - BestGeneral and Second to One; 2) determinethe highest overall Victory Point scorer Battlemaster; 3) determine the winner ofevery bracket; and 4) [most importantly]Permit all those who desire moreWarhammer 40,000 battles to finish theweekend out against competitive peers in arelaxed setting.

4.0 TOURNAMENT FORMAT (CONT.)Should you wish to withdraw after Round6, you may enjoy perusing the Citadel andForge World product ranges at our booth,try out a newly released game in our demoarea, or explore the amazing city in whichyou find yourself for that particular event.[War]Hammering Home the Point: Thisformat has been carefully designed topermit every player type an opportunity togain the most fun from their experience.The format isn’t all about the top winners,nor does it discard their achievements. Nomatter how you enjoy Warhammer 40,000,you’ll find your path to glory and fun at aUS Open.A Note on Results Reporting. Manyplayers around the world happilyparticipate in independently-run, oftenlocal ranking systems. Where relevant(such as the ITC), we will submit resultssorted by Generalship for these standings.

5.0 TERRAIN5.1Table LayoutsWhile each table may have a differentaesthetic or theme, every table will use thesame layout in any given round of the GrandTournament. Additionally, this standardlayout will change depending on the dayof the event. The layout chosen for a givenround will be determined based upon theDeployment Zone for a given mission fromthe Warhammer 40,000: Grand Tournament2021 mission pack. Look for a forthcomingMetawatch article (by end of June) to explainthe logic behind these layouts.These layouts change during thetournament for two primary reasons:5.21) provide players with a variedexperience throughout the event, asopposed to 8 rounds spent playing onexactly the same terrain format; 2) ensurethe placement, orientation, and functionof each terrain piece is balanced for awide variety of army types during eachparticular mission.If, upon reaching your table, the layout doesnot closely match one of these two maps,please adjust the terrain until it matches.If you or your opponent are uncertainwhether the layout is precisely correct,please call a judge for assistance as needed.Terrain TraitsTerrain Piece 1These large Ruins terrain pieces all fall into the Area Terraincategory and have the Scalable, Breachable, Light Cover,Defensible, and Obscuring traits.Terrain Piece 2These midsize Ruins terrain pieces all fall into the Area Terraincategory and have the Scalable, Breachable, Light Cover,Defensible, and Obscuring traits.Terrain Piece 3These small terrain pieces also fall into the Area Terrain categoryand have the Scalable, Dense Cover, Breachable, Defensible, andDifficult Ground traits

6.0 HEALTH AND SAFETYAt Games Workshop, the health andwellbeing of our staff, their families andloved ones, and the wider community inwhich we operate is our top priority. Whenyou attend one of our events, you can restassured that we will be doing everythingwe can to make it as safe and enjoyable atime as possible.At a minimum, Games Workshop willalways follow all official guidance in everylocality in which we operate. Where wefeel we should include additional measuresto further improve the safety of ourcommunity, we will.Whilst we can’t be certain what the exactrules will be for each of our events yet, atevery event, you can certainly expect tosee: Reduced capacities to help people cankeep distanced where possible Organization to reduce crowding andbottlenecks in any particular area Measures to reduce sharing ofequipment Sanitisation stationsSpecific details will be communicated withall players closer to the event.
