INTRODUCTIONTHE ENLISTED RATING STRUCTURE,NAVAL STANDARDS AND OCCUPATIONAL STANDARDSThe Nav y Enlisted Occupational Cl assification System (NEOCS) provides the means by which all Navyenlisted personnel are c lassified. T o s upport enl isted per sonnel pl anning, pr ocurement, t raining,promotion, di stribution, as signment, and m obilization within that c lassification s ystem, t he N avy h asestablished specific standards. T hese standards def ine m inimum skill and knowledge requirements f orenlisted personnel at each paygrade and within each career field.1. Volume I, Part A of this manual contains an introductory overview of NEOCS, an ex planationof Naval Standards (NAVSTDs) and Occupational Standards (OCCSTDs), and pertinent appendixes.2. Volume I, Part B of t his m anual c ontains i ndividual c hapters w ith t he O CCSTDs f or eac hrating. Refer to Volume I, Part B, Page i for listing of current chapter and revision.3. V olume I I of t his m anual c ontains an ex planation of t he Nav y E nlisted Cl assification (NEC)structure, a listing of those NECs and related appendixes.4. The standards and c lassifications in Volume I and I I are important to all Nav y personnel andcommands. F amiliarity w ith t hese s tandards and c lassifications w ill provide e nlisted p ersonnel andcommands with a better understanding of an i mportant par t of t he t raining, adv ancement, anddistribution systems.NEOCS OVERVIEWThe Navy Enlisted Occupational Cl assification S ystem ( NEOCS) c onsists of ( 1) t he enl isted r atingstructure and ( 2) i ts supplement, the NEC structure. S pecial qualifications further complement both theenlisted r ating s tructure and NE C s tructure. T hese special qualifications, found in the Naval MilitaryPersonnel Manual, NAVPERS 15560 series, identify and def ine r equirements f or s pecialized m issionareas which cross broad occupational fields (e.g., submarine qualifications).1. T he enl isted r ating s tructure consists of occupational fields ( i.e., br oad gr oupings of similaroccupations), ratings (i.e., occupational specialties) and r ates ( i.e., a pay grade w ithin a r ating). T hisstructure provides a framework f or enl isted c areer dev elopment and adv ancement, and i s t he pr imaryadministrative means for classifying and identifying enlisted personnel.a. The enlisted rating structure provides:(1) A single, integrated structure for the regular Nav y and Nav al Reserve. T his structureserves both peacetime and w artime needs and el iminates t he need f or ex tensive ex pansion andconversion of the classification system upon mobilization.(2) Specialization at appropriate petty of ficer l evels t o: m eet ex panding t echnology,reduce training time, and improve the utilization of first enlistment personnel.(3) Senior petty officers with broad military and technical qualifications.1CH-36

b. T he S ecretary of t he Nav y appr oves t he es tablishment and di sestablishment of generaland emergency ratings and general rates under the authority of Title 10 USC 6013. The Deputy Chief ofNaval O perations ( Manpower, P ersonnel, T raining, and E ducation), appr oves modifications to existingratings, including the establishment or disestablishment of service r atings. A NE OCS B oard assists i nthe management of the NEOCS and s erves as the central poi nt f or changes i n rates, ratings, and NE Cclassifications. O PNAVINST 1223. 1 s eries es tablishes t he NE OCS B oard and out lines i ts objectives,authority, and c omposition. V olume I , P art A , A ppendix A of t his m anual c ontains t he c riteria andguidelines for proposing changes to the enlisted rating structure.c. T he f ollowing paragraphs provide a br ief description of m ajor components of the enlistedrating structure:(1) Occupational fields ar e br oad gr oupings of s imilar oc cupations used by manpower,personnel, and t raining m anagers t o or ganize t he anal ysis, m anagement, and adm inistration of Nav yratings. O ccupational fields are also used to organize career guides and conversion manuals for use bycounselors and Depar tment of Def ense m anagers. A l isting of the occupational fields and theirassociated ratings are listed in Appendix B of this manual.(2) Rat ings ( general, s ervice, and em ergency) are broad enl isted c areer f ields. T heyidentify oc cupational s pecialties t hat enc ompass r elated apt itude, t raining, ex perience, knowledge, andskills for the purpose of career development and advancement.(a) General ratings identify personnel f rom paygrades E-4 through E-9. T hey providethe pr imary m eans of i dentifying b illet r equirements and per sonnel qual ifications. S ome r atings ar ecombined at paygrade E-8 or E-9 to form broader career fields when the occupational content is similar.This provides for progressively higher levels and scopes of authority and responsibility (e.g., combinationof S enior C hief U tilitiesman ( UTCS) and Senior Chi ef Cons truction E lectrician ( CECS) t o f orm t heMaster Chief Utilitiesman (UCCM)).(b) Service ratings are subdivisions of c ertain gener al r atings. T hey i dentify r equiredspecialization and s pecific ar eas of qual ifications i n the utilization and t raining of per sonnel. S erviceratings permit optimum utilization of personnel and economy of training.(c) Emergency ratings are career fields encompassing skills or qualifications which donot require i dentification by a r ating during peacetime, but are required i n time of war. Cur rently, thereare no emergency ratings.(3) Rates identify personnel occupationally by paygrades E-1 through E-9 and they reflectlevels of apt itude, t raining, ex perience, knowledge, skill, and r esponsibility. E nlisted r ates a re d ividedinto three groups: general rates (E-1 through E-3 apprenticeships), petty of ficers (E-4 through E-6), andchief petty officers (E-7 through E-9).(a) General rates are apprenticeships assigned to personnel at paygrades E-1 throughE-3 t o in dicate t heir e ligibility f or e ntry in to various ratings. These apprenticeships ar e: S eaman ( SN),Fireman (FN), Hospitalman (HN), Constructionman (CN), and Airman (AN).((1)) Non- designated strikers are personnel i n paygrades E-1 through E-3 who arenot yet designated to enter a specific rating.((2)) Des ignated s trikers ar e per sonnel i n pay grades E -1 t hrough E -3 w ho areidentified as apprentices for a specific r ating. S triker des ignation i dentifies t he r ating i n w hich an2CH-36

apprentice has s ignificant s kills a s a r esult o f o n-the-job e xperience o r formal classroom training, andindicates bas ic oc cupational s kills o n a p ar w ith t he m inimum s kills f or p aygrade E-4 i n t he r ating f orwhich identified. A rating abbreviation i s added t o an appr entice's general rate abbreviation to i ndicatethe r ating f or w hich t he i ndividual i s des ignated ( e.g.,a S N w ho dem onstrates s ignificant s kills in t heElectronics Technician (ET) rating w ould be des ignated by t he r ating abbr eviation, E TSN). F urtherdetails on the identification of strikers in these apprenticeships are found in the Naval Military PersonnelManual, NAVPERS 15560 series.(b) P etty O fficers ( paygrades E -4, E -5, and E -6) are t he t echnicians and w orkmanagers w ithin r atings w ho pos sess i ncreasing degr ees of s kill r esponsibility and aut hority as t heyadvance in pay grade. P etty of ficers ar e c apable of ac complishing t asks nor mal t o t heir r ating andpaygrade and they provide t he " hands on" skills required t o m aintain, r epair, and oper ate systems andsubsystems.(c) The Chi ef P etty O fficer ( CPO) ( paygrade E -7) i s t he t echnical aut hority, ex pert,and supervisor within a r ating. T he CPO i s capable of accomplishing al l tasks normal to a r ating usingtechnical supervision, instruction, and training of lower rated personnel.(d) T he S enior Chi ef P etty O fficer ( SCPO) ( paygrade E -8) i s t he s enior t echnicalsupervisor w ithin a r ating or oc cupational field with primary responsibilities f or supervising and t rainingenlisted personnel oriented to s ystem and s ubsystem m aintenance, r epair, and oper ation. B ased onwide ranging experience and specialized training, the SCPO provides the command with a hi gher l evelof technical and managerial expertise than is expected at the E-7 level.(e) T he Master Chief Petty Officer (MCPO) (paygrade E-9) is the senior enlisted pettyofficer i n t he Uni ted S tates Nav y. A s s uch, t he M CPO i s v ested w ith special command trust andconfidence extending to adm inistrative and m anagerial f unctions i nvolving enl isted per sonnel. B asedupon experience, proven performance, and technical k nowledge nec essary f or adv ancement t o t hegrade of MCPO, individuals of that rate within a c ommand hol d t he s enior enl isted pos itions andcontribute to forming as well as implementing policy within their occupational field or across the full Navyrating spectrum.(f) T he t itle Com mand M aster Chi ef does not r eflect a pay grade hi gher t han E -9 butdoes identify the MCPO who serves as t he senior enl isted adv isor t o t he c ommand i n f ormulating andimplementing policies pertaining to the morale, utilization, and training of all enlisted personnel. As such,the Command Master Chief has di rect access to the Com manding Officer. A dditionally, the Com mandMaster Chief is responsible for carrying out established command policy in specific areas as directed bythe Commanding Officer and Executive Officer. The Command Master Chief takes precedence over allenlisted members within a command.2. The Navy Enlisted Classification (NEC) Structure supplements the enlisted rating structure byidentifying a non- rating w ide s kill/knowledge/aptitude/qualification t hat m ust be doc umented to identifyboth peopl e and b illets f or m anagement purposes. Volume I I of t his m anual c ontains a m ore det ailedexplanation of the NEC structure.3. E nlisted m anagement c ommunities encompass both Nav y r atings and NE C c odes t hatindividually or as a gr oup form a Nav y "community" for management purposes. These communities areused by managers for issues s uch as t he di stribution, r etention or adv ancement of per sonnel. T hecareer pat hs pr esented m ay al so s erve as a us eful gui dance t ool f or i ndividuals pl anning careerdecisions.3CH-36

STANDARDSThe t erm S tandards as us ed i n t his m anual i s def ined as t he s ystematic l isting of those minimumcapabilities which the Navy expects and requires of individuals with each rating. Standards are generallyexpressed in terms of task statements (duties and responsibilities) and they represent the abilities, skills,and knowledge needed t o ac complish t hose t asks, dut ies, and r esponsibilities. W ithin the Navy, thesestandards are di vided i nto two categories: Nav al St andards (N AVSTDs) and O ccupational St andards(OCCSTDs). Col lectively, t hese s tandards oc cupationally def ine t he w ork per formed by enl istedpersonnel. Bot h N AVSTDs and O CCSTDs are dev eloped, rev ised, and m aintained by t he Nav yManpower Analysis Center (NAVMAC). NAVMAC coordinates standards revisions Navy-wide. AppendixE is the list of rating adv isors who are responsible for reviewing and appr oving of OCCSTDs. AppendixF of this manual contains the criteria and guidelines for recommending changes to the standards.1. Nav al Standards (NAVSTDs) are standards that generally express the non-rating specific skilland knowledge requirements for enlisted personnel in paygrades E-2 through E-9 (e.g., all E-6 personnelmust know how to write enlisted performance evaluations).a. NAVST Ds together w ith occupat ional s tandards f orm t he bas is for implementing andsupporting ac tions f or enl isted m anning, di stribution, r ecruit t raining, m ilitary requirements t raining, andadvancement.b. N AVSTDs a re s tated i n the form of skill o r k nowledge s tatements t o as sist enl istedpersonnel, c ommanding of ficers, and per sonnel m anagers i n identifying the basic military requirementsfor enlisted personnel in paygrades E-2 through E-9.c. NAVSTDs express requirements for skill or knowledge and abilities which individuals mustbe proficient in even though their pr esent dut y as signment m ay not r equire t he us e of t hat s kill o rknowledge. E nlisted per sonnel ar e r equired t o dem onstrate t he c apability t o p erform a s kill o r t heirattainment of knowledge described by a Naval Standard as part of their advancement process.d. The more routine skill or knowledge requirements described by NAVSTDs are at the lowerpaygrades. T hose skill or knowledge statements requiring additional experience or involving leadershipor supervision are at progressively higher paygrades.e. NAVST Ds i nclude, at t he appropri ate pay grades, specific knowledge requi rements i n theareas of security and safety.f. The following NAVSTDs format is used in this manual:(1) They are grouped under Apprentices (paygrades E-2 and E-3) and Petty Officer ThirdClass (paygrade E-4) through Master Chief Petty Officer (paygrade E-9).(2) F unctional areas are used to provide a standardized grouping of similar NAVSTDs forthe various paygrades.2. Occupational Standards (OCCSTDs) express the Navy's minimum requirements for enlistedoccupational skills established by manpower and personnel managers. They, along with NAVSTDs, formthe bas is f or i mplementing and s upporting ac tions f or enl isted m anning, di stribution, training, andadvancement. O CCSTD tasks are referred to as “CORE” tasks in the chapters published in this manualafter July 2007. Job s pecific (JOB SPEC) tasks are also included in some updated Occupational RatingStandards in order to better define the work being performed by the fleet. Due to the specialized nature4CH-36

O CCSTD skills required of rates and r atings are stated i n the f orm of task statements toassist enl isted per sonnel, c ommanding of ficers, m anpower m anagers, and personnel managers inidentifying t he bas ic oc cupational c ontent of r ates and ratings. Some OCCSTDs require successfulcompletion of specific skills tests.b. O CCSTDs state what enl isted per sonnel m ust do i n t heir r ate or r ating. T he k nowledgerequired to perform a task is inherent to t he pr oper per formance of t he t ask. Dev elopment of specificknowledge to support OCCSTDs falls under the purview of Navy training commands.c. O CCSTDs ar e m inimum es sential t asks and gener al r esponsibility le vels r equired of amajority of per sonnel i n a r ate. A lthough t hey m ay not be per formed by the majority of personnel in arate at any given time, they are still applied to all members of a r ate. T he more routine tasks are at thelower paygrades.
