Lump sum payments ofreenlistment bonuses under the Selective ReenlistmentBonus Program will end this month.According to Manpower officials here a modified lumpsum/installment plan was begun Friday. "Marinesreenlisting, or executing an extension, which qualifies themfora bonus will receive 50 percent of the total bonus uponreenlistment, or the effective date of their extension, with theremaining 50 percent being paid in equal annualinstallment amounts during the rest of the reenlistment orextension period," the official said.The 1982 DoD Appropriations Bill directs the change tothe bonus payment program, and Marines who reenlisted orexecuted an extension which qualified them for a bonusprior to Jan. 15 will continue to recieve the entire amount ofthe bonus in one lump sum payment, according to ALMAR270/81.Manpower officials also indicated that Marinesparticipating in the Agreement to Train Option Programwho executed their ATOP Statement of Understanding priorto Jan. 15, but who did not reenlist until after that date, willalso receive the entire amount of their bonus in one lumpsum.in January and Jacksonville, Fla.in March.The Navy Personnel Researchand Development Center, SanDiego conducted a study toanalyze the results of the NDSAPpilot program. It will alsoaddress alternatives such ascommunity action, sports andother means to enjoy life withoutdrugs.NDSAP and NASAP are basedupon the idea that "attitude is thefather of action." Unless anindividual's attitude about a givenbehavior is changed, long-termchange is rare. In addition, military and physical traininginstruction is offered.Attendance at NAPS is not mandatory, however, mostenlisted Marines who attend the Naval Academy have beengraduates of the school. Marines who feel the NAPSprogram is not necessary may apply directly to the NavalAcademy for nomination.Upon graduation from the Academy, midshipmen receivea commission as ensigns in the U.S. Navy or secondlieutenants in the Marine Corps.
