They also existin regions of high seismic risk in older infrastructure. Past work done at SUNY at Buffaloindicates that such structures have inherent lateral resistance, but are prone to non-desirablesoft-story column mechanisms under moderate to severe seismic excitations. In thispresentation, the seismic fragility of these buildings will be summarized based on simulatedground motions for the Mid-America region, where the fragility is defined as the conditionalprobability of exceeding a given limit state (or capacity) for a specified seismic demand, in thiscase the fundamental spectral acceleration of the ground motion. The second part of thepresentation summarizes the decision analysis framework for the retrofit of such construction ina given seismic region. Comparisons of the reliability index for such existing and retrofitted GLDRC frame construction in San Memphis and San Francisco are then presented.Joseph M. Bracci is the A.P. and Florence Wiley Professor IIin the Zachry Department of Civil Engineering at Texas A&MUniversity and a registered Professional Engineer in the Stateof Texas. He received his B.S., M.S., and Ph.D. degrees in CivilEngineering from the State University of New York at Buffaloin 1987, 1989, and 1992, respectively. During his PhD, he wasemployed as a lecturer to teach various undergraduateclasses, as well to perform research. In 1993, he worked as astructural engineer at EQE International in San Francisco onthe seismic soil-structure interaction response of nuclearfacilities. Since September of 1993, he has worked at TexasA&M University starting as an Assistant Professor, receivedtenure in September of 1999, and promoted to Professor in September of 2005. His researchexperience has dealt with the behavior, adequacy, preservation, and sustainability of buildingand bridge infrastructure that are exposed to a variety of slow-forming degrading materialmechanisms and also to rapid-forming hazardous environmental loading. The rising costs at City Place made it extremely difficult for usto just break even. Our first meeting will be held on January 28 during dinner.The rest of the meetings will be moved up one week and will typically be held onthe third Tuesday of the month. Also the majority, if not all, of these remainingmeetings will be held during lunch, depending on the speaker’s availability. Themove to lunch was simply a financial decision - lunch meetings are moreeconomical than dinner meetings. We will evaluate meeting costs during thesefirst few months of the year with the intent of passing on the savings to SEAoTmembers. Thedues had been kept at 125 per year for quite some time and had not kept pacewith the rising costs at the state level. There is still the opportunity to renew atthe 2013 rates, so I encourage everyone to so by January 31 to avoid paying thedues increase. As mentioned above, we will continue to look for ways to offsetcosts and minimize the overall impact on members.Finally, I would appreciate your feedback regarding the presentation topics heldlast year. To recap, we started 2013 with Dr. Michael Englehardt’s presentationon structural fire engineering. That was followed by Dr. David Stevens’presentation regarding progressive collapse. We ended the year with Miroslav Vejvoda’s discussion aboutpost-tensioning and Todd Allen’s presentation on non-destructive and semi-destructive testing.
