WEST CHESTER UNIVERSITY ADMISSIONS REPORT, FALL 2018INTRODUCTIONWest Chester University offers a variety of degree programs with a mission of preparinglearners with the tools for successful lives in an increasingly complex world. WestChester’s workforce region1 is experiencing change in terms of demographics, industrygrowth, and occupational demand. West Chester’s workforce region has a population of4.7 million. By 2026, the region’s population is expected to increase 2 percent. However,the number of individuals under the age of 30 is projected to decline by 3.3 percentduring the same period. Additionally, West Chester’s workforce region supportsapproximately 2.3 million jobs.2 The number of jobs in the region is projected to grow by5.9 percent by 2026. More noteworthy is the growth for skilled occupations, which isprojected to be even higher, growing by 6.7 percent during the same period.3As the economy and society change, the profile of students applying to and attendingWest Chester also changes. As such, the need to critically assess and understand thesechanges at West Chester will aid in identifying enrollment goals and strategies forattracting highly qualified students from all backgrounds. Applications, admissions, andenrollment trends reflect the outcome of these changes.This Admissions Report describes three themes and admissions perspectives,specifically: The pipeline of applicants to West Chester University. The characteristics of those accepted. The enrollment decisions of accepted applicants.3% decreaseProjected number ofresidents in the regionunder the age of 30between 2016 and2026.7% increaseProjected number ofskilled occupations inthe region between2016 and 2026The analysis of these key themes addresses several research questions, most notably: What proportions of accepted applicants enroll at West Chester? If students are accepted but do not enroll, where do they go? What are the demographic, socioeconomic, and educational backgrounds ofaccepted and enrolled applicants?Additionally, key information and data provided in the appendix address other researchquestions, such as: What are the origins of the accepted and enrolled applicants (e.g. high school)? Who are the competitor universities? Which State System universities enrolled West Chester accepted applicants?This report serves as a first step in gaining deeper insight into admissions and enrollmentat West Chester and within the State System. This information will enable informeddiscussions regarding strategic activities for recruitment, admissions, and enrollment tohelp fulfill West Chester’s mission.1University Workforce regions were developed by the State System to display the interconnectedness of local economies surroundingthe State System universities using workforce commuting patterns and economic activity data. West Chester University’s workforceregion includes Chester, Bucks, Delaware, Montgomery, Philadelphia, and New Castle (DE) counties.2The State System conducted an economic analysis to analyze the workforce regions and the employer demand in these regions for all14 universities. All reports are available (including the underlying data) at nce.3Skilled occupations are defined as those occupations in O*NET Job Zones Three, Four, or Five. These occupations are typicallyassociated with postsecondary education requirements.Page 1

FINDINGSWest Chester University’s admissions data4 includes all first-time students who areseeking a bachelor’s degree, an associate degree, or a certificate. This report presentsan overview of those students who applied to West Chester for summer/fall 2017, thosewho were accepted, and those who enrolled (Table 1). By comparison, the State System experiencedincreasing applications, increasing acceptances, but faced decreasing enrollments.West Chester accepted 74 percent of its applicants in 2018 (Table 1), as comparedto a State System average of 87 percent. West Chester’s acceptance rateincreased 10 percentage points (pp) since 2016.45% decreaseNumber of applicationsto West Chesterbetween 2016 and2018Acceptances haveincreased 10% since2016.13% increaseNumber of acceptedapplicants enrolled atWest Chester between2016 and 201874%acceptancerateNumber of applicationsaccepted by WestChester in 2018The percentage of allapplicants that areaccepted has increasedsince 2016.In the report, the applicants were divided into four categories:1. Applicants accepted and enrolled at West Chester University,2. Applicants accepted at West Chester University and enrolled at another State System university,3. Applicants accepted at West Chester University and enrolled at a Non-System institution,4. Applicants accepted at West Chester University but not attending any institution.5Enrollment at an institution other than West Chester between August and November 2017.6Office of Educational Intelligence sent AAE data to National Student Clearinghouse and received information as to where theapplicants enrolled. NSC declares that more than 3600 colleges and universities enrolling 98 percent of all students in public and privateinstitutions in the U.S. participate in NSC.Page 2

Sixty-five percent of West Chester accepted applicants enrolled at another StateSystem university or a Non-System institution, an increase from 66 percent in 2016(Table 2).About 53 percent of Pennsylvania applicants accepted by West Chester enrolled ata Non-System institution, compared with 76 percent of accepted Non-Pennsylvaniaapplicants.Four percent of West Chester accepted applicants did not attend any institution, aslight increase from just under 4 percent in 2016 (Figure 1). A sampled profile7 ofstudents who did not attend any institution indicates that more than 28 percentcome from families with annual incomes of 48,000 or below.Eighty-one percent of West Chester applicants were from Pennsylvania. Theenrollment rate for those applicants was 35 percent.The largest group of out-of-state applicants came from New Jersey (13 percent)and Delaware (2 percent). Who Were the West Chester University Accepted Applicants?8 About 89 percent of West Chester accepted applicants had a high school GPA of3.0 or above.Of the West Chester accepted applicants who had a high school GPA of 3.0 orabove and enrolled at an institution of higher education, 31 percent enrolled atWest Chester University, 7 percent enrolled at another State System university,and 62 percent enrolled at a Non-System institution.Of the West Chester accepted applicants, 74 percent were White, followed byBlack (9 percent), Hispanic (8 percent), Two or more races (4 percent), and Asian(3 percent).Thirty-two percent of West Chester accepted applicants had a family income of 75,000 or below. About 17 percent of West Chester accepted applicants had afamily income between 75,000 and 110,000. Approximately 51 percent had afamily income of 110,000 or above.9Who Were the West Chester University Enrolled Applicants? Eighty-four percent of West Chester enrolled applicants had a high school GPA of3.0 or above.Of the West Chester enrolled applicants, 76 percent were White, followed by Black(10 percent), Hispanic (7 percent), Two or more races (4 percent), and Asian (3percent).Thirty-four percent of the West Chester enrolled applicants had a family income of 75,000 or below. About 19 percent of West Chester enrolled applicants had afamily income between 75,000 and 110,000. Approximately 47 percent had afamily income of 110,000 or above, as compared with 54 percent of Non-Systeminstitution enrolled applicants.Pennsylvaniaapplicants toWest Chesterstay in PA78% of PA acceptedapplicants who chosenot to enroll at a StateSystem institutionenrolled elsewhere inPA45% of non-PAaccepted applicantswho did not enroll at aState System institutionended up enrolling intheir home states.Where Did the Accepted Applicants Go? Of the top 20 Non-System competitor universities, 12 are located in Pennsylvania.These 12 universities enrolled 26 percent of the West Chester accepted applicants.Other State System Universities enrolled 7 percent of West Chester acceptedapplicants.Of all West Chester accepted applicants who enrolled at another State Systemuniversity, 73 percent chose one of the five State System universities within an 86mile radius of West Chester (Bloomsburg, Millersville, Kutztown, Cheyney, and EastStroudsburg).Seventy-eight percent of the Pennsylvania resident West Chester acceptedapplicants who enrolled at a Non-State System institution chose an institution withinPennsylvania.Forty-five percent of the Non-Pennsylvania resident West Chester acceptedapplicants who enrolled at a Non-State System institution chose an institution withintheir home state.8All unknown data were removed from both numerators and denominators when calculating all percentages in this report. About 93 percent had a high school GPA of 3.0 orabove.The top three institutions where those applicants enrolled were Pennsylvania StateUniversity, Temple University, and University of Delaware.West Chester Accepted Applicants from New Jersey who Enrolled at a Non-StateSystem Institution West Chester accepted applicants from New Jersey who enrolled at a Non-StateSystem institution were mostly White (84 percent), followed by Hispanic (8percent), Black (3 percent), Two or more races (3 percent), and Asian (2 percent).About 12 percent of those New Jersey resident accepted applicants had a familyincome of 48,000 or below. About 91 percent had a high school GPA of 3.0 orabove.The top three institutions where those applicants enrolled were Rowan University,University of Delaware, and Rutgers University – New Brunswick.West Chester Accepted Applicants from Delaware who Enrolled at a Non-StateSystem Institution West Chester accepted applicants from Delaware who enrolled at a Non-StateSystem institution were mostly White (76 percent), followed by Black (10 percent),Hispanic (8 percent), Two or more races (4 percent), and Asian (2 percent).About 17 percent of those Delaware resident accepted applicants had a familyincome of 48,000 or below. About 93 percent had a high school GPA of 3.0 orabove.The top three institutions where those applicants enrolled were University ofDelaware, Pennsylvania State University, and Towson University.West Chester Accepted Applicants from Maryland who Enrolled at a Non-StateSystem Institution West Chester accepted applicants from Maryland who enrolled at a Non-StateSystem institution were mostly White (85 percent), followed by Black (8 percent),Two or more races (3 percent), Hispanic (1 percent), and Asian (1 percent).About 7 percent of those Maryland resident accepted applicants had a familyincome of 48,000 or below. About 96 percent had a high school GPA of 3.0 orabove.The top three institutions where those applicants enrolled were Towson University,the University of Delaware, and the University of Maryland – College Park.Page 5

West Chester Accepted Applicants from New York who Enrolled at a Non-StateSystem Institution West Chester accepted applicants from New York who enrolled at a Non-StateSystem institution were mostly White (78 percent), followed by Hispanic (14percent), Two or more races (4 percent), Black (3 percent), and Asian (1 percent).About 9 percent of those New York resident accepted applicants had a familyincome of 48,000 or below. About 85 percent had a high school GPA of 3.0 orabove.The top three institutions where those applicants enrolled were the University ofRhode Island, SUNY New Paltz, and SUNY College – Cortland.Page 6
