The Way Ahead,A message from the Maritime AdministratorA Vision for the 21st Century – November 2007The Maritime Administration has a lead role in the advancement of the United States’ 21stcentury marine transportation system. A system that will: Support the growing importance of international trade to the continued prosperity of theUnited States by easing congestion throughout the intermodal transportation network-fromdoor to door Enhance America’s leadership and prominence in the international marine transportationcommunity while continuing to promote a strong domestic merchant marine, a highlyskilled workforce and making better use of the nation’s marine highways Promote U.S. shipbuilding and repair facilities Stimulate competition, innovation and efficiency and involve the private sector more fully inthe financing, development and management of transportation infrastructure Meet national security transportation needs no matter where in the world conflict may arise Help overcome impediments to maritime system growth while addressing the concerns oversafety, security and the environmentThis presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.2

MarView SummaryAn integrated, data-driven environment providing essentialinformation to support the strategic requirements of the U.S.Marine Transportation System and its contribution to theeconomic viability of the Nation. This presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.4

The Need - Governments Critical need for emergency response and disaster relief information– Katrina, Rita, etc. Critical need for economic / business data– LA/Long Beach port lockout– Dubai Ports World– Economic impact of disasters (Katrina, etc.), Critical need for transportation efficiency– Models and simulations for expansion or enhancements to the MTS Multi-domain information sharing & collaboration– Maritime Domain Awareness; federal, local governments and foreigncountries; industry & the publicThis presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.5

The Need – Commercial Industry Reduce and consolidate reporting to the Federal Government Automated information transfer, eliminate paper Operate and sustain the MTS Develop policy and performance for system-wide strategic and tacticalplanning Demonstrate intermodal connections throughout the supply chainThis presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.6

The Solution - Governments Supporting disasters – an online repository of facility information, pointsof contact, resources, and plans Supporting the economy – immediate access to assess businessinterruptions, respond to political questions, etc. Supporting planning & affiance – a repository of data sets and access totransportation models to better plan for MTS investments Information sharing – enable groups to collaborate that otherwise don’thave a “spot” to interact electronically, both domestically andinternationallyThis presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.7

The Solution – Commercial Industry Provide a single portal for interfacing with the federal government toreduce the reporting burden Provide an electronic mechanism to transfer data to the government, eliminate paper Provide status information about the MTS to reduce congestion andenvironmental impacts Enable collaboration by industry in policy formulation and vetting Enhance intermodal information capture using industry interactionThis presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.8

Authority – Legislative Interest Report to Congress on strategic port status Funding actions from Congress FY 2008 – http://thomas.loc.gov/cgi-bin/cpquery/T?&report sr131&dbname 110& Marine Transportation System- The Maritime Administration is the single source for all Marine Transportation System [MTS]information. The information advocate is a comprehensive database of information to assist in reducing intermodal congestionand to increase transportation efficiency. FY 2006 - http://thomas.loc.gov/cgi-bin/cpquery/T?&report sr109&dbname 109& Marine Transportation System Information Advocate- As the lead agency for maritime matters within the Department ofTransportation and as a result of the February 2005 congressional report on the interoperability of information resourcesamong strategic ports, the Committee directs that MARAD be designated as the Marine Transportation System [MTS]Information Advocate to serve as the focal point for MTS information management. FY 2005 – http://thomas.loc.gov/cgi-bin/cpquery/T?&report sr342&dbname 108& Maritime Information Management System- The DOT estimated that the volume of domestic and international maritime tradewill more than double over the next 20 years. This increase in traffic volume will contribute to unmanaged congestion on theinter-coastal waterways and poses a potential security risk. To better understand and prepare to address this very criticalissue, the Committee directs the Maritime Administration to prepare a conditions and performance report and needsassessment on the inland waterway system. Furthermore, the Maritime Administration is directed to initiate the developmentof an integrated marine transportation system information management system. This presentation is the property of the U.S. Government and may not bereproduced or distributed without credit to the U.S. Maritime Administration.9
