Alford, Inspection Services DirectorRich Meell, Electrical Code OfficialThe 2017 Seattle Electrical Code (SEC) wouldn’t be possible without the hard work of manypeople in our community. Every three years, the Seattle Department of Construction andInspections (SDCI) starts the code update process with a review of the changes to the latestedition of the National Electrical Code. We also review Washington Administrative Code(WAC) changes affecting electrical work and electrical installations. This information is used todevelop amendments designed to improve Seattle’s electrical code.Early in the process we ask the public and various stakeholders to comment on proposedchanges. Sometimes they submit changes of their own. A designated committee of the City’sConstruction Codes Advisory Board (CCAB) reviews these proposed changes. The committeeincludes electrical engineers, electrical contractors, and other professionals. Based on theirfeedback, we develop a draft ordinance of written amendments.The draft ordinance is presented to CCAB. The Board includes construction and designprofessionals who advise us about the impact of code changes on building safety, sustainability,and accessibility. We use their recommendations to finalize the ordinance. 2017 Seattle Electrical Code Quick ReferenceSeattle Municipal Code Section 22.300.016Adoption of the Electrical CodeThe Seattle Electrical Code consists of portions of the NationalElectrical Code, 2017 edition, published by the National FireProtection Association; selected portions of the 2017 edition ofWashington Administrative Code (WAC) Chapter 296-46B,copies of which are filed with the City Clerk in Clerk Files320384 and 320385; amendments, including deletions andadditions, to the 2017 National Electrical Code and the selectedportions of WAC 296-46B; and Article 80, relating toadministration, permitting, and enforcement, as adopted bythe ordinance introduced as Council Bill 119069.ARTICLE 80AdministrationInformational Note: Article 80 is comprised entirely of amendmentsmade by The City of Seattle to the National Electrical Code (NEC). Italigns the administration and enforcement of this Code withadministrative chapters found in other construction codes adoptedby The City of Seattle.(B) Chapter 296-46B Washington Administrative Code. Anadditional purpose of this Code is to provide equal, higher orbetter standards of construction and equal, higher or betterstandards of materials, devices, appliances, and equipmentthan those required by the State of Washington under theprovisions of Revised Code of Washington (RCW) Chapter19.28. Only those sections of the Washington State ElectricalCode adopted in 2017 amending the 2017 National Electric Code,as set forth at Chapter 296-46B of the WashingtonAdministrative Code (hereinafter WAC) and specificallyincorporated in this Code are adopted. Informational Notesproviding the WAC rule number, as the source of the Seattleamendment, are informational only.80.3 Scope. This Code applies to the installation, alteration,repair, relocation, replacement, addition to, use, ormaintenance of electrical wiring, systems, and equipment,including communications systems and traffic managementsystems, within the City. The design and testing of equipmentregulated by this Code are subject to the approval of theauthority having jurisdiction.(A) Traffic Management Systems. Traffic managementsystems provide signalization for controlling vehicular traffic,pedestrian traffic, or rolling stock. 2017 WAC 296-46B-010(16)through (23) are adopted as follows:I. Title, Purpose and ScopeTraffic Management Systems.80.1 Title. These regulations shall be known as the “SeattleElectrical Code,” may be cited as such, and are referred to hereinas “this Code.” All references to the National Electrical Codecontained in this Code mean the Seattle Electrical Code.(16)The department or city authorized to do electricalinspections will perform the electrical inspection andacceptance of traffic management systems within itsjurisdiction. A traffic management system includes:(A) Referenced Codes. The code provisions and standardsreferenced in this Code are considered part of this Code to theextent prescribed by each such reference. Where differencesoccur between provisions of this Code and referenced codesand standards, the provisions of this Code govern.(a)Traffic illumination systems;(b)Traffic signal systems;(c)Traffic monitoring systems;(d)The electrical service cabinet and all relatedcomponents and equipment installed on the load sideof the service cabinet supplying electrical power tothe traffic management system; and80.2 Purpose.(e)(A) Protection from Hazards. The purpose of this code is toprovide minimum standards to safeguard life or limb, health,property and public welfare by regulating and controlling thedesign, construction, installation, quality of materials, location,operation, or equipment or systems utilizing electricity withinthe City.Signalization system(s) necessary for the operation ofa light rail system.A traffic management system can provide signalization forcontrolling vehicular traffic, pedestrian traffic, or rollingstock.(B) Metric Units. Whenever in this Code there is a conflictbetween metric units of measurement and U.S. customaryunits, the U.S. customary units govern.This Code is intended to provide for and promote the health,safety, and welfare of the general public, and not to create orotherwise establish or designate any particular class or groupof persons who will or should be especially protected orbenefited by the terms of this Code.This Code is not intended as a design specification nor aninstruction manual for untrained persons.(17)The department or city authorized to do electricalinspections recognizes that traffic signal conductors, poleand bracket cables, signal displays, traffic signalcontrollers/cabinets and associated components used intraffic management systems are acceptable for the purposeof meeting the requirements of chapter 19.28 RCW providedthey conform with the following standards or are listed onthe Washington state department of transportation(WSDOT) qualified products list.2017 SEATTLE ELECTRICAL CODE1

2017 Seattle Electrical Code Quick Reference(a)WSDOT/APWA standard specifications and plans;(b)WSDOT Design Manual;(c)International Municipal Signal Association (IMSA);(d)National ernment jurisdiction’s project inspector/designee.Written documentation of a local government jurisdictioninspection must be provided to the department or cityauthorized to do electrical inspections when requested.Written documentation will include:(i)Date and time of inspection;Federal Standards 170/Controller Cabinets;(ii)Location;(f)Manual for Uniform Road, Bridge, and MunicipalConstruction;(iii)Installing firm;(iv)Owner;(g)Institute of Transportation Engineers (ITE); or(v)Type of conduit;(h)Manual of(MUTCD).(vi)Size of conduit;(vii)Depth of conduit; and(viii)Project lDevices(18)Associated induction detection loop or similarcircuits will be accepted by the department or city authorizedto do electrical inspections without inspection.(19)For the licensing requirements of chapter 19.28RCW, jurisdictions will be considered owners of trafficmanagement systems when doing electrical work for anotherjurisdiction(s) under a valid interlocal agreement, aspermitted by chapter 39.34 RCW. Interlocal agreements fortraffic management systems must be filed with thedepartment or city authorized to do electrical inspectionsprior to work being performed for this provision to apply.(20)Jurisdictions, with an established electricalinspection authority, and WSDOT may perform electricalinspection on their rights of way for each other by interlocalagreement. They may not perform electrical inspection onother rights of way except as allowed in chapter 19.28 or39.34 RCW.(21)Underground installations.(a)In other than open trenching, raceways will beconsidered “fished” according to the NEC and do notrequire visual inspection.(b)The department or city authorized to do electricalinspections will conduct inspections in opentrenching within its jurisdiction. The electrical workpermit purchaser must coordinate the electricalinspection. A written request (e.g., letter, email, fax,etc.) for inspection, made to the department or cityauthorized to do electrical inspections office havingthe responsibility to perform the inspection, must bemade a minimum of two working days prior to theday inspection is needed (e.g., two working days10:00 a.m. Tuesday request for a 10:00 a.m. Thursdayinspection, excluding holidays and weekends).If, after proper written request, the department or cityauthorized to do electrical inspections fails to make anelectrical inspection at the time requested, undergroundconduit may be covered after inspection by the localnameandcontact(22)Identification of traffic management systemcomponents. Local government jurisdictions or WSDOT mayact as the certifying authority for the safety evaluation of allcomponents.(a)An electrical service cabinet must contain only listedcomponents. The electrical service cabinet enclosureis not required to be listed but will conform to thestandards in subsection (17) of this section.(b)The local government jurisdiction must identify, asacceptable, the controller cabinet or systemcomponent(s) with an identification plate. Theidentification plate must be located inside the cabinetand may be attached with adhesive.(23)Conductors of different circuits in same cable,enclosure, or raceway. All traffic management systemcircuits will be permitted to occupy the same cable,enclosure, or raceway without regard to voltagecharacteristics, provided all conductors are insulated for themaximum voltage of any conductor in the cable, enclosure,or raceway.(B) Interlocal Agreement. Pursuant to the licensingrequirements of RCW chapter 19.28, jurisdictions areconsidered owners of traffic management systems when doingelectrical work for another jurisdiction(s) under a validinterlocal agreement, as allowed by RCW chapter 39.34:(1)(2)Interlocal agreements for traffic management systemsmust be filed with the department or city authorized todo electrical inspections prior to work being performed.The City of Seattle, as the authority having jurisdiction toperform electrical inspections, and WSDOT may performelectrical inspections for each other on their rights-ofway by interlocal agreement. They may not performelectrical inspection on other rights-of-way except asallowed in RCW chapters 19.28 or 39.34.2017 SEATTLE ELECTRICAL CODE2

2017 Seattle Electrical Code Quick Reference(C) Not Covered. This Code does not cover the following:(1)(2)(3)(4)(5)Installations in ships and watercraft not connected topublic utilities, railway rolling stock, aircraft orautomotive vehicles.Installations of railways or generation, transformation,transmission, or distribution of power used exclusivelyfor operation of rolling stock or installations usedexclusively for signaling and communication purposes.Installations of communication equipment underexclusive control of communication utilities, locatedoutdoors or in building spaces used exclusively for suchinstallations.Installations under the exclusive control of electricutilities for the purpose of communication, metering, orfor the generation, control, transformation, transmission,and distribution of electric energy located in buildingsused for such purposes or leased by the utility or onpublic highways, streets, roads, or other public ways, oroutdoors on established rights on private property up tothe service point as defined in this Code. The installationand maintenance of all utility owned conductors up tothe service point, as defined by this Code, shall be theresponsibility of the serving utility.Installations underground in mines and self-propelledmobile surface mining machinery and its attendantelectrical trailing cable.(D) Vesting of electrical permit applications. An electricalpermit application shall be considered under the SeattleElectrical code in effect on a date vesting occurs pursuant to asprovided below, or on a date as otherwise required by law.(1)Electrical permit applications shall be considered underthe Seattle Electrical Code in effect on the date vestingoccurs pursuant to Seattle Building Code Section 101.3 ifany of Items a. through c. apply:a.b.c.The electrical permit application is for work directlyassociated with a building permit and is submittedseparately from the building permit application; orThe electrical permit application is for initial tenantalterations and is submitted no later than 18 monthsafter the date of the approved final inspection forthe building, and is submitted before the expirationdate of the building permit for the Tenantalteration, as determined by Seattle Building CodeSection 106.9; orElectrical permit applications other than thosesubject to Item 1 shall be considered under thecodes in effect on the date a complete electricalpermit application is submitted that complies withall the requirements of Section 80.51.80.4 Application to Existing Electrical Systems.(A) Additions, Alterations, Renovations, or Repairs.Additions, alterations, renovations, or repairs may be made toany electrical system without requiring the existing electricalsystem to comply with the requirements of this Code, if theaddition, alteration, renovation, or repair conforms to thestandards required for a new electrical system. Additions,alterations, renovations, or repairs shall not cause an existingsystem to become unsafe, unhealthy, or overloaded. Thissection does not limit the effect of applicable retroactiveordinances.Exception: Subject to the approval of the authority havingjurisdiction, repairs may be made with the same materials of whichthe building or structure is constructed, other than for therepla
