8th Street Sanitary Sewer Reconstruction, Central Avenue to Cedar Avenue - All underground work forthis project is now complete. It was sent to three firms that we do business with as they arethe most familiar with our situation. Town and Country Engineering, from Madison, declined tosubmit a bid because they already had enough work for 2022 and didn’t feel they could put the time into complete the task to our expectations. The two firms that did submit proposals were StrandAssociates from Madison and MSA Professional Services from Baraboo Wisconsin.AnalysisA group of seven staff members reviewed the two proposals. Both firms submitted material that fullymet all the requirements of the RFP. All staff agreed that both were qualified and could do the job forus. While considering the written submissions, it showed that Strand Associates were going to provideservices above the requirements in the RFP. They also were very aware of future limits and DNRrequirements for wastewater plants in Wisconsin. Strand was selected to have the best proposal. A fewpages from the Strand proposal are attached.Then the cost sections were opened and Strand Associates was less expensive by 15,835.RecommendationsWastewater and Engineering staff would recommend accepting the proposal from Strand Associates of 84,865 for the completion of a Facility Plan for the Wastewater Division and have staff execute acontract.Concurrence:Dan Knoeck, Director of Public Works

Project UnderstandingUnmatched Project Understanding Combined with Proven DesignApproach Provides City Long-Term ValueWe have been continuously engaged with the Marshfield facility for decades. Thanks toour excellent employee retention record, we have team members available to serveMarshfield who were involved with the planning, design, construction observation andfinancial review of the now 21-year-old facility. Like the treatment plant staff, we areproud of the facility’s reliable operation. Age, loading changes, and regulatory influencesdo, however, merit a comprehensive planning effort. We understand that to be successful,the facility planning effort will need to satisfy several key goals, including:We have beencontinuously engagedwith the Marshfieldfacility for decades.NR 110 Compliance – A good facility plan serves not only to inform the facilitymanagers, but also to communicate this understanding with the regulatory agencies. Wehave an excellent track record producing Facility Plans that satisfy WDNR requirements.The City staff outlined four key areas for consideration, as addressed below. In additionto the comments offered below, we understand that the entire plan will be designed tocomply with NR 110 requirements.We have an excellenttrack recordproducing FacilityPlans that satisfyWDNR requirements.Facility Age – The Marshfield facility was designed to be robust and reliable, and thishas been true for the first 2-plus decades it has been in operation. But it is 21 years old,and therefore, the facility planning effort would not be complete without a condition andcriticality review. Useful for planning and budgeting purposes, these reviews are key tothe continued reliable operation of the facility.Condition andCriticality reviews arekey to the continuedreliable operation ofthe Marshfield facility.Phosphorus Compliance – We have authored the first three required reports associatedwith the City’s Wisconsin Pollutant Discharge Elimination System (WPDES) complianceschedule, including the most recent which was submitted on schedule in September 2021.We have authored allthree phosphorusplanning reportsassociated withphosphoruscompliance.·We have intimate knowledge of the biological system modifications that promotebiological phosphorus removal and the impact of the high strength waste (HSW) ontreatment performance.·We understand that the City will be complying with a TMDL-based effluent limitand that this provides variability based on effluent flow, but some relief compared toNR217.13-based limits, when complying with future permits.·We understand the impact of chemical addition, including the performance ofproprietary emerging chemicals like poly aluminum chlorides and rare earth metals.·We understand that the receiving stream does not provide opportunities to takeadvantage of site-specific criteria or adaptive management options for compliance.·The variability of a TMDL permit, variabilities associated with the HSW program,and wet weather impacts have generated interest in incorporating an effluent filter.The effluent filter would provide daily improvements in effluent phosphorusdischarges, and it would mitigate stresses with process upsets.·We understand that the oxidation ditches are currently operated in series with aportion of the system not operated as originally intended, but these operationalstrategies have provided fantastic nutrient removal benefits. A planning effort shouldconsider the impact of this novel operations approach to determine its viability atfuture flow and loading conditions.City of Marshfield Wastewater Facility Plan UpdateProject Understanding – Page 1

The year 4 report will be due in September 2022, and this effort would benefit from thefacility planning efforts regardless of the compliance option selected. This is particularlytrue if filters are added.Disinfection – We have followed efforts by the WDNR to expand the disinfectionrequirements to include facilities like Marshfield. Although the initiative received asetback when it was determined that changes could not be implemented through guidancechanges, there is still some momentum that could eventually lead to rule changes thatimpact Marshfield. The City would like to preserve hydraulic profile and space designedinto the current facility for potential future disinfection facilities. The City would alsolike to have a plan that confirms Ultraviolet Disinfection (UV) as a practical applicationfor the City, as it has become a very common and operator-friendly option. Weunderstand that viability of the UV process is important and that a comparison toalternative processes such as chlorination or using peracetic acid (PAA) is merited toprovide a well-rounded review of the City’s options.We will confirm thatUV disinfection is aviable alternativewhile preservingconditions that allowfor futureimplementation ifneeded.Biosolids Management – The City has done a great job of creating and managing aClass B biosolids program that has been affordable and provided reused nutrients andorganic matter to area farmers. The City is also aware that WDNR standards do not getless stringent when it comes to land approval, and regulatory measures that monitor‘forever chemicals’ like PFAS/PFOS may impact future program eligibility. The Cityalso recognizes that permitted land may require lower application rates if future soil typelimitations are imposed, or if limits are changed to reflect other limiting quantities, forexample if phosphorus became the limiting nutrient. The City would like to look at itsbiosolids management in a broad view to determine if a Class B program is practical forthe planning period. If the program is deemed practical, the plan should consider bothengineered and administered activities that would improve program viability. Examplesof engineered activities would include adding liquid storage and redundant wasteactivated sludge thickeners. Examples of administered activities would include securingmore land in the program that might be less susceptible to regulatory scrutiny. Anunderstanding of the timing and cost implications of all options would provide the Citywith more confidence in the chosen program.We understand that apractical andunbiased review ofthe Class B Biosolidsprogram will enablethe City to determinefuture activitiesrelated to reliable andcost-effectivedisposal.Collection System Improvements – The City has three sewer sheds (F, G, and H)upstream of the North East pumping station that have observed capacity issues duringwet weather events, resulting in system surcharging and basement backups. The figure onthe following page identifies these areas. The City has a well-earned reputation formaintaining its underground assets and has identified and successfully implementedimprovements in other sewer sheds, which have relieved similar capacity issues. The Citywould like to collaborate with collection system experts to identify and characterize thelimiting components and evaluate alternatives for increasing capacity or reducing flows,ultimately eliminating basement backups. In preparing for this proposal, Randy Langerwas on-site to review these areas and discuss them with City staff. During this meeting,the significant flow metering database and City flow metering expertise was discussed.We propose utilizing the flow metering data already retrieved, supplemented byadditional flow metering (utilizing City flow meters and staff) to develop an XPSWMMmodel of the significant sewers within the North East pumping station tributary area. Thismodel will allow for cost-effective modeling, quickly identifying insufficiently sizedpipes, and evaluating improvement alternatives.We understand thatremedying capacityissues in areas of theNorth East pumpingstation sewer shed isa high priority for theCity.City of Marshfield Wastewater Facility Plan UpdateProject Understanding – Page 2

City ofMarshfieldMemorandumOctober 29, 2021TO:Board of Public WorksFROM:Dan Knoeck, Director of Public WorksSUBJECT: Possible Improvements on Fair Association Property in conjunction with East17th Street ReconstructionBACKGROUNDAs part of the East 17th Street design process, engineering staff has looked at possibleimprovements on the Fair Association (FA) property to manage drainage at the 17th Streetright-of-way and to meet a Condition Use Permit (CUP) requirement for some hardsurfacing in the area of the horse barn. Constructing these improvements with the 17thStreet project is desirable but will add costs that are not included in the project budget.ANAYSISImprovements on the FA property include storm sewer, catch basins, curb & gutter,grading, base, asphalt paving and fencing. Staff has estimated the costs for 2 scenarios.The first would include all the previously mentioned items with asphalt paving on the north30 feet or so of the FA property. The second would also include all the previouslymentioned items but expand the asphalt paving area up to the south side of the horsebarn, consistent with the 2016 CUP requirement. The cost estimates are shown on theattached exhibit.In discussion with Development Services regarding the CUP, it has been suggested thatthe CUP should be updated as some things have changed since the CUP was issued in2016. The staff consensus is that the improvements along the north 30 feet or so of theFA property should be done with the 17th Street project but it is not necessary to pave allthe way to the south side of the horse barn at this time.As these costs are not budgeted, it is likely that borrowing for the project will need to beincreased. Staff would recommend waiting to amend the budget until after bids arereceived as inflationary increases may also be a factor in setting the final borrowingamount. The additional FA cost share would be recovered through the normal specialassessment process.
