NPPF Candidate Handbook 2021college.police.ukIntroductionThis booklet contains the rules, syllabus and candidate information for the NationalPolice Promotion Framework (NPPF) Step Two Legal Examinations to be conductedonline for 2021. This document supersedes all previously published rules andsyllabus documents and candidate handbooks.Candidates must make themselves aware of the 2021 version of the candidatehandbook for online examinations. Any enquiries about the examinations should bemade to the relevant Force Examinations Officer in the first instance and not to theSelection and Assessment Unit at the College of Policing directly.Candidates should also ensure that they refer to the Online Examinations CandidateGuide for specific information relating the examination itself and preparing for it.The move to online examinations was in response to COVID-19 and was to allow thecontinuation of examinations for 2020. The College of Policing has made thedecision, in conjunction with the relevant stakeholder groups, to deliver theexaminations for 2021 online too. A full review of the online platform and deliverymethod of the NPPF Step Two Examinations will be conducted during 2021 to informthe delivery of examinations from 2022 onwards.OverviewThe National Police Promotion Framework (NPPF) Governance Board reserves toitself the interpretation of its rules.The National Police Promotion Framework (NPPF) consists of four steps:Step One:Competence in current rankStep Two:Legal Knowledge ExaminationStep Three: Assessment against rank specific competencies and matching tovacanciesStep Four:Temporary promotion and work-based assessmentSeptember 2021Page 5 of 49

NPPF Candidate Handbook 2021college.police.ukDatesThe dates for the 2021 online NPPF exams are: NPPF Sergeants’ Examination – Tuesday, 9 March to Thursday, 11 March 2021,between 8am and 8pm each day (Please see information below) NPPF Inspectors’ Examination – Tuesday, 12 October 2021 between 8am and8pmThe NPPF Sergeants’ Examination will be held over three days to allow us to enableus to provide a responsive and timely service for the higher volume of candidatestaking this exam. The College of Policing will work with forces to assign candidatesto specific days and you will be asked to take the exam on the day assigned to yourforce. Your Force Examinations Officer will advise you on which date this will be.There is no facility to offer alternative times or dates for candidates to sit theInspectors’ examination.September 2021Page 6 of 49

NPPF Candidate Handbook 20211.college.police.ukEligibilityIn order to be eligible to enter the NPPF Step Two Legal Examination to the rank ofsergeant or inspector, officers should meet the eligibility criteria for the NPPF StepOne. NPPF Step One confirms that candidates have: demonstrated competence in current rank through their Performance andDevelopment Review (PDR), or Student Officer Learning and AssessmentPortfolio (SOLAP)/acceptable equivalent no live written improvement notices issued under the Police (Performance)Regulations 2012 or reduction in rank under those procedures in the previous 18months no live written warning, final written warning or extended final written warningissued under the Police (Conduct) Regulations 2012 (a finding of misconduct butwhere no separate penalty is
