Executive SummaryThe National Park Service (NPS, the Service) is seeking Expressions of Interests to provide a diverse range oflodging, food and beverage, transportation, campground management, and related visitor services at thehistoric ranch at Bechers Bay on Santa Rosa Island (SRI) within Channel Islands National Park (CHIS). This excitingopportunity to partner with the NPS to shape the visitor experience at Santa Rosa Island could result in theadvertisement of a commercial opportunity, which would incorporate best ideas from this process. Ideas alreadyconsidered and dismissed in the park’s 2015 General Management Plan (GMP) will not be revisited by theService. Please see the CHIS General Management Plan (GMP), specifically referencing pages 165-172 whichincludes what has been determined feasible for this opportunity.This Request for Expressions of Interest (RFEI) is the first stage of a two-stage process. The purpose of the RFEI isto solicit ideas from the private sector and community that would provide the visitor services outlined in thepark’s 2015 GMP and result in a feasible commercial leasing opportunity on Santa Rosa Island. The second stageof this process would involve a Request for Proposals (RFP), which would be informed by the businesssubmissions received during the first stage. The rent rate would be equal to the property’s fair market value rentand rent credit could be offered for the Lessee to restore, rehabilitate, or otherwise improve the leasedproperty. Federal Historic Preservation Tax Incentives Program eligibility may be available. Benefits of RFEI ResponseThe purpose of this RFEI is to identify and engage through a non-binding public process, entities with thepotential interest and capacity to develop and operate a unique and exciting public visitor services in the historicranch area formerly known as Vail and Vickers Ranch on Santa Rosa Island. OpportunityThe NPS announces a RFEI seeking responses from individuals, businesses, educational institutions, governmentand quasi-governmental agencies or entities, and nonprofit or for-profit organizations, interested in adaptive reuse of buildings and land at the historic ranch on Santa Rosa Island. The purpose of this opportunity is to offer adiverse range of lodging and visitor activities in a way that will inspire current and future park stewardship of theisland’s unique and sensitive natural, cultural and archaeological resources. The historic Santa Rosa Island Ranchis located on over 32 acres of corrals, pastures, historic structures and scenic beauty. While some RFEI buildingsand land are already available now for visitor services, it is envisioned that development of other facilities will bephased-in over time, in accordance with the 2015 park GMP.The opportunities for the commercial operation further described in this RFEI include: Rustic, economy-scale lodging opportunity for up to 40 overall overnight ranch guestsFood and beverage services, including restaurant and café/camp storeAdaptive reuse of portion of historic barns to support commercial operationsAdministrative support facilitiesStaff housing facilitiesManagement of portion of a new 75-person campgroundOn-island vehicle transportation servicesLimited Retail (camping and hiking convenience items, pre-packaged food items)To achieve the vision of bringing visitor lodging to Santa Rosa Island, the Lessee could adaptively reuse thehistoric Main Ranch House as a bed-and-breakfast style operation, with food and beverage services possiblyavailable to all visitors. The Lessee could have the opportunity to replace the Bunkhouse with a two-storybuilding that is compatible with the historic ranching district. The Service would offer lease offsets to coverthose incurred costs.The Bunkhouse, which is ultimately intended to serve all park visitors, could be made available at any pointduring Phase One or Phase Two (see pages 7-8 for timeline and details). This building is currently in use as aninterim research facility by California State University Channel Islands (CSUCI) in partnership with CHIS. The NPSmay make available other facilities or locations for the temporary use of CSUCI for specific activities. The Servicewelcomes responses to this RFEI that incorporate the existing structure and/or conversion of the Bunkhouse toits intended two-story lodging/food service/staff housing form and function.The Service also proposes that a portion of a new 75-person campground, centrally located within the rancharea, could be booked and managed for use by the Lessee to offer sites to park visitors for supported camping.This could include equipment, food services, and support for recreational experiences.The adaptive reuse of several buildings could support visitor service operations, administrative support facilities,and employee housing. The historic Generator and Horse barns could be used to support operational andstorage needs. Finally, the NPS could permit a commercially operated vehicle transportation system to provide visitors withopportunities to access day-use and backcountry locations on the island. Visitors could be transported to varioustrailheads, such as Lobo Canyon and Johnsons Lee. Approximately 16 miles of roads on the island would bemaintained by the NPS to support this function. Additional backcountry camping support by vehicle could be aviable service, leaving food, water and other provisions for campers at distant sites. Additional compatiblecommercial uses may be considered. Buildings and Land AvailabilityThe NPS intends to make up to ten buildings and associated land available in this RFEI. The “Day-One” ofoperation is estimated as spring 2024 and the other structures are estimated to become available in one to twoyears from this “Day-One”.Facilities/AreasThe park will consider use of ten buildings and/or land areas available for multi-phased adaptive re-use. Most ofthese structures would be available for use over time.Phase 1 Availability: There are four (4) facilities that would be immediately available day-one in spring 2024. The followinglisted facilities are ready for commercial components, i.e. kitchen, furniture, shelving, and otherpersonal property. See pages 10-11 for more details. Bechers Bay campground is slated for completionby summer 2022 and will have 8 sites (5 individual and 3 group) accommodating up to 75 campers. As the research station is envisioned to continue elsewhere on the island, thesebuildings may be considered as part of any Expression of Interest to accommodate visitor lodging,administration and employee housing. Both structures are proposed to be replaced in the GMP, with theBunkhouse being expanded to its historical two-story design. Submissions may also address applicants’interest in rebuilding the Bunkhouse and Russ Vail House, the cost of which could be recovered throughpotential lease offsets for the Lessee. Buildings and Land DescriptionsThe following section provides brief descriptions of the RFEI Area buildings, along with photos and potentialuses. The historic Ranch House and Old Schoolhouse will be available for “Day One” of this commercialoperation, with the remaining structures becoming available within one to three years from Spring 2024. Formore information on the ranch area, the landscape and its structures, use the link for the Service’s CulturalLandscape Inventory (CLI): 186846. For more informationon the GMP’s designated uses of ranch structures in this RFEI, reference the following link, pages parkID 292&projectID 11063&documentID 65517. Appendix Bcontains interior and exterior photos and floorplans for the Main Ranch House, and Appendix C contains photosof the ranch and its structures.Phase One Santa Rosa Ranch BuildingsHistoric Ranch HouseThe recently restored historic Ranch House, completed in 2019, is 1,524 square feet with 4 large bedrooms andthree full bathrooms, with one of each being ADA accessible. The proposed site for rustic commercial bed-andbreakfast lodging, it was originally constructed in the 1870s and is a wood frame two-story building measuring28 by 32 feet. An adjacent kitchen building, measuring 12 by 19 feet, was incorporated into the Ranch Housewith a roof addition in the mid-twentieth century. A free-standing bedroom and bath on the south sidemeasuring 20 feet by 20 feet, is linked to the house by a wood deck. It is proposed to sleep approximately 10-15guests and include a restaurant and dining area available to all visitors. The Ranch House contains a commercialkitchen, dining room, living room, and reception room downstairs. Recent rehabilitation includes a newfoundation, seismic retrofitting, electrical and plumbing systems upgrades, and fire alarm and suppressionsystems. The interior has new vinyl flooring, fresh paint and is roughed in for a kitchen. The plumbing for akitchen sink is in the wall, propane for stove is stubbed out, duct for hood is in place, and electrical forfreezer/fridge is in place. No cabinets or appliances/sink are installed. Historic Old SchoolhouseThe restored Old Schoolhouse is ready for immediate adaptive reuse in this RFEI. The one-room structure wasbuilt in 1922 for education lessons for the children of island ranchers, and later became guest quarters andhousing for ranch workers. The one-story, gable-roofed structure is approximately 300 square feet, with a 5year-old concrete foundation, sill plates, roof, and repaired or replaced siding. Three wood windows wererestored along with one exterior door, while another replaced, and the wood floor was refinished. The SchoolHouse was repainted inside and out with newly installed electrical. It is currently serving as an interpretive sitefor visitors with signage and replica exhibit of what the school looked like almost 100 years ago. AccessBy VesselA vast majority of visitors use Island Packers boat transportation to reach the park from Ventura Harbor. IslandPackers only departs from Ventura Harbor when embarking for Santa Rosa. Other boat transportation optionsfor visitors include private boats and multi-day, liveaboard boat excursions operated by Commercial UseAuthorization (CUA) holders. At Bechers Bay, all boaters who land must utilize the multi-level landing platformat the pier. For those vessels with skiffs, skiffing only occurs at the landing platform, not the beach. Bechers Bayis a relatively leeward and protected cove for anchoring; however, the wind can escalate quickly in theafternoon. Island Packers travel time is about 3 hours each way from the mainland via 65-foot ferries with maxcapacities of up to 149. Currently, they run two weekly trips to Santa Rosa on the shoulder seasons, ramping upto four weekly trips July-September.By PlaneChannel Islands Aviation (CIA) is the long-time air taxi operator and is based out of Camarillo Regional Airport.CIA runs flights that take about 30 minutes between the airport and Bechers Bay. Flights are offered yearround, but are on a demand basis, not regularly scheduled.
