Enforcement and Illegal Dumping Emphasis on education Enforcement defined by stakeholders. Illegal Dumping not allowed – Call DNREC24/7 at 1-800-662-8802 to report dumping.16

How much will it cost?Cost varies depending on circumstances: Backyard composting is FREE &reduces garden fertilizer expenses Community mulching can be low cost and offersfree mulch to residents* Hauling costs: Last year’s estimates werebetween 3 to 7 per month. DSWA offers yard waste collection for 1 perbag.*The DNREC drop-off sites are currently supported by DNREC penalty funds. Future recycling supportis dependant on enactment of a bill providing recycling funding. Grant funding could support suchprojects as distribution of compost bins and educational outreach programs.17

Yard Waste Committee Consensus Yard Waste is a valuable resource A yard waste ban requires only modest changes byhomeowners & business. No significant changes to collection systems areexpected to be required. More than sufficient markets exist for High-qualityCompost. An effective public education campaign should beimplemented. Enforcement should be a tool of last resort; emphasison education. Conclusion: The Committee supports the enactment ofa yard waste ban in the State of Delaware.20

How should the yard waste beprepared for pick up? Yard waste/hauler collector will establish requirementsfor collection. Details (e.g., collection method & frequency) arebusiness decisions made by each hauler & landscapingcompany. Typically - branches cut to 4 feet in length or less, andleaves bagged or put at curb on assigned dates.25

How is Yard Waste Processed? Mulch: After curing and/or grinding,material is “screened” and useddecoratively. Compost: Higher value-added productthat is blended with the soil to add organicmatter, nutrients, and aids in moistureretention.DNREC has prepared guidelines foroperation of composting sites.26
