On-site Monitoring—Purpose Gather data to determine if programs are in compliancewith state and federal laws– The Illinois Administrative Code (228.60) requires theState Board of Education to evaluate each schooldistrict’s compliance with the requirements of Article14C of the School Code.– The No Child Left Behind Act of 2001 (NCLB) Title III,Part A requires the State Educational Agency (SEA) tomonitor the implementation of program requirementsand the expenditure of federal funds. Provide technical assistance to improve the quality of theprogramsProgram Accountability

Documents RequiredStudent and Attendance Center Information A list of all district attendance centers that includes the address,principal’s name, contact information, and grades served. An EXCEL spreadsheet containing separate lists of students foreach of the five categories below. For each student, include:name, attendance center, grade, date first enrolled in yourdistrict’s EL program, home language, and the most recent ACCESScomposite, reading, writing, and literacy scores.– All students, regardless of EL status, who enrolled in the district for the firsttime this school year.– All ELs currently enrolled in the TBE/TPI program– All ELs who also have an Individualized Education Plan (IEP)– All ELs whose parents refused EL services or withdrew them from EL services– All ELs who achieved the state mandated English language proficiency levelwithin the last two school yearsProgram Accountability

Documents Required – Submission Procedures For confidential information, such as student files, thedocumentation must be submitted through the securefile submission on the ISBE website. To access thesecure electronic file transfer page please go to theISBE website: http://www.isbe.net/default.htm andclick on “Send ISBE a file.” Please choose “ELL Data” inthe pull-down menu as the receiver of the information. All other documentation may be submittedelectronically via the secure site or emailed todellmonitoring@isbe.net.Program Accountability

After the Visit Thirty-five calendar days after the visit, ISBEDELL will send a report to DistrictSuperintendent and Program Director. Sixty calendar days after receiving this report,District will submit a Corrective Action Plan foreach finding to ISBE DELL. District and assigned ISBE DELL PrincipalConsultant will communicate about themonitoring report and District’s responses.Program Accountability
