S P E C T R U M C O M M U N I T Y I M PAC TSpectrum CommunityInvestment Loan FundThe Spectrum Community Investment Loan Fund (“theLoan Fund”) is focused on lending to small and oftendiversely owned 1 businesses in underserved communitieswithin Charter’s footprint.The Loan Fund aims to make loans to local businesses — either directly or throughcommunity development financial institutions (“CDFIs”) — whose goods and serviceshelp meet core needs of our underserved communities. CDFIs are privately and publiclyfunded organizations that manage pools of impact capital focusing on local communities and providing loans to small businesses within these communities. In this regard,they are ideal partners for the Loan Fund.The Loan Fund will invest in local small businesses that contribute to the economic andphysical infrastructure, improve quality of education, promote health and safety, and/or enable job growth within the underserved communities in Charter’s footprint.The Loan Fund is prepared to deploy 10 million in capital by the end of 2021, makingloans ranging in size from 100k to 1 million focused on community impact.1 Defined as a third-party certified business at least 51% owned by one or more minoritygroups including people of color, women, veterans, disabled persons or LGBTQ.82019 Corporate Responsibility Report 10MIn capital bythe end of 2021

Currentlyunder construction, the two-building, approximately 800,000-square-foot campus will satisfythe requirements for LEED Silver certificationand the site itself will achieve LEED ND Goldstatus. C O M M I T T E D T O S U S TA I N A B I L I T YEquipment ManagementSet-Top Box & Small NetworkEquipment Voluntary AgreementsCharter is a signee of the Set-Top Box and theSmall Network Equipment Voluntary Agreementssigned by the cable industry and equipment manufacturers, which include specific commitmentsand performance obligations for reducing energyconsumption, reducing energy costs and CO2emissions of set top boxes, modems, and routers.Success Stories1I n August 2019, the NCTA - The Internet &Television Association (NCTA) announcedthat consumers had saved 5 billion, and morethan 28.6 million metric tons of carbondioxide (CO2 ) emissions had been avoided as aresult of the voluntary set-top box energyconservation commitments of Pay-TVproviders and manufacturers, according to areport issued by independent auditor D R242019 Corporate Responsibility ReportInternational. The energy saved during thesix years of the set-top box agreement wouldbe enough to power all homes in Pennsylvaniawith electricity for a year.2I n March 2018 the Consumer TechnologyAssociation (CTA) and NCTA announced afour-year extension of the award-winningVoluntary Agreement for OngoingImprovement to the Energy Efficiency ofSet-Top Boxes, initially signed in 2012. Theextended agreement is expected to saveconsumers 1.6 billion in energy costs andavoid 9.3 million metric tons of carbondioxide (CO2 ) emissions each year once thebenefits of the agreement’s new commitments are fully realized. These savings are theequivalent of avoiding the electricity use ofevery home in Chicago or the emissions ofmore than 2 million passenger cars each year.3I n July 2018 the CTA and NCTA announceda four-year extension of the VoluntaryAgreement for Ongoing Improvement to theEnergy Efficiency of Small Network Equipment,an industry initiative that has already improvedthe efficiency of home internet devices suchas modems and routers by 20 percent.

C O M M I T T E D T O S U S TA I N A B I L I T YProduct LifeManagementThe Charter Asset Disposition Management teamcoordinates the process of determining the propernext steps for equipment in a number of assetcategories.Equipment categories include: consumer premiseequipment, IT, batteries, network operations, criticalinfrastructure, and mobile equipment. Charter’s Board of Directors(the “Board”) and management believe that goodcorporate governance practices contribute to thecreation and maintenance of stockholder value. S O U N D C O R P O R AT E G OV E R N A N C EBoard Structure and CompositionOn an ongoing basis, the Board reviews its composition, structure, and practices and initiateschanges to improve its effectiveness. Charter’sCorporate Governance Guidelines provide that,among other things, candidates for new Boardmembership to be considered by Charter’s Boardshould be individuals representing diverse personal, business and professional backgroundswith unquestioned high ethical standards andprofessional achievement, knowledge, and experience. The Corporate Governance Guidelinesprovide that a candidate’s contribution of diversityto the Board (based on factors such as industrysector and technical expertise, as well as race/ethnicity, gender, and other background characteristics that enhance the diversity of the Board)272019 Corporate Responsibility Reportwill be among the many elements considered inevaluating candidates. In considering candidatesfor the Board, the Nominating and CorporateGovernance Committee considers the entiretyof each candidate’s credentials in the context ofthese standards. In addition, director candidatesmust be individuals with the time and commitment necessary to perform the duties of a Boardmember and other special skills that complementor supplement the skill sets of current directors.Charter is proud of the diversity of its Boardof Directors, and has committed to ensure thatdiversity and inclusion is a core considerationfor future board openings.
