5RULES AND REGULATIONS(The most current version of the Rules and Regulations is available onlinehttp://www.palmstopinesairrace.com please watch the website for updates)A.The “Palms to Pines” Air Race (hereinafter referred to as “Air Race”) is a crosscountry air race, open to women pilots only and limited to stock airplanes of not less than100 horsepower nor more than 300 horsepower. The Air Race will be flown duringdaylight hours under VFR conditions and in accordance with Federal AviationRegulations.B. The winner will be that airplane which averages the highest ground speed in relationto its “handicap” speed. The winner will be determined once all airplanes have crossedthe finish line at the terminus and their average speeds for the entire course have beencomputed by Race Officials.C.All decisions made by Race Officials are final.D. PILOT & PASSENGER QUALIFICATIONS1. Participation is open to women only.2. Primary Pilots and Co-Pilots must have a sport pilot certificate or higher, and at3.4.5.6.7.E.least 100 hours of total flight time.Primary Pilots may fly in teams with a co-pilot or right-seat passenger.Co-Pilots intending to fly as PIC on any of the legs MUST also fulfill the criteria ofD.2. above.Passengers must be at least 18 years old. Right seat passengers and rearpassengers do not need to have a Pilot Certificate or a minimum number ofhours. They must provide a valid Photo ID.All Primary Pilots and Co-Pilots must provide copies of the following documentswith their Application for Entry/Registration and bring the following validCertifications with them for inspection at impound:A. Airmen’s CertificateB. Current Medical Certificate or BasicMedC. Logbook with Flight Review entryD. Logbook noting at least 100 hoursE. 61. The Air Race is limited to STOCK airplanes certified in the normal or utilitycategory with non-supercharged, non-turbo, engines that produce not less than100 horsepower and no more than 300 horsepower. Airplanes shall bemanufactured under an FAA Type Certificate in compliance with FAR or Part 23and shall conform to manufacturer’s and FAA specifications, with a currentAirworthiness Certificate. The maximum continuous horsepower of the enginemust not exceed manufacturers or FAA rated horsepower for the combinationairframe and engine as stated in Application for Entry/Registration.2. All components and equipment, modifications and alterations must be listed inthe FAA Airworthiness Specifications, Type Certificate Data Sheets,Supplemental Type Certificate Lists, or approved on any other basis acceptableto the Administrator.3. All rigging must be in accordance with FAA and manufacturer’s specifications.Streamlining by means of tape, caulking, etc., is not permitted, nor is the removalor stripping of any standard furnishings or equipment. Cylinders of crankshaftswhich have been chrome plated during overhaul or approved standard oversizerings and pistons shall be permissible so long as maximum horsepower as statedin the Application for Entry/Registration is not exceeded.4. All airplanes must have a current FAA Annual Inspection with the proper notationmade in the logbook and signed by a qualified mechanic or designated inspector.The Aircraft Inspection and Required Document list must be completed andbrought to impound (with required documents).5. The following Certificates must be up to date and valid and carried in theairplane:A.B.C.D.Airworthiness CertificateRegistration CertificateWeight and Balance DataCurrent FAA approved flight manual, placards listing, instrument markings orany combination thereof, containing each operating limitation prescribed forthe aircraft by the AdministratorE. Copies of Aircraft and Engine logbooks, current with annual inspection entry,100-hour inspection, if applicable, and evidence of compliance andapplicable AD notes, recent test date and inspection of ELTF. Form 337, if applicableG. All aircraft must be equipped with ADS-B out, Mode C transponders andmeet the requirements to fly within the Mode C veil of Class B airspace99s of the Los Angeles Area, Inc. 7F.AIRPLANE ELIGIBLITY – NON-COMPETITION1. A Team may enter the Non-Competition Class for a fun, self-paced cross-countryexperience, or to fly an airplane that does not qualify in the Competition Class.2. The Pilot and Co-Pilot must meet the section D, 1-6, requirements, but maysubmit a petition to the Race Committee seeking an exception(s) to any of therequirements and setting forth the Team’s reasons for requesting a deviationalong with the Team’s planning to ensure safety of flight.3. All Passengers must meet section D. 1. and D.5. requirements and must have avalid photo ID.4. A Team must follow all Rules and pay applicable Fees. The airplane must meetrequirements for entry, inspections, and impound, however the airplane may havea turbocharged or supercharged piston engine, or be an experimental, orhomebuilt. The Team is not eligible for Competition Class prizes. The Teamcannot change from Non-Competition to Competition after Start Take-off.G.APPLICATION FOR ENTRY/REGISTRATION1. Application for Entry/Registration must be completely filled out, signed,accompanied by all required document and forwarded with the entry fee. PrimaryPilot, Co-Pilot, and passenger entry fee includes the banquet ticket. Additionalbanquet tickets may be purchased for 75.2. Payments should be submitted online via https://PalmsToPinesAirrace.com or viamail to: Los Angeles 99s, P.O. Box 66131, Los Angeles, CA 90066. Checksshould be made out to 99s of the Los Angeles Area, Inc.3. All entries with supporting documents, accompanied by all fees must beelectronically submitted or postmarked no later than July 11, 2022.4. Race numbers will be assigned in the order that the completed applications arereceived.A. Special requests will be considered for a higher number that would normallybe assigned on the day the entry is received. The request for a special numbermust accompany the entry fee, with an additional 25 fee. No request fornumbers will be accepted prior to receipt of entry.B. It will be the responsibility of the Primary Pilot to have the race number placedon BOTH SIDES of the fuselage or tail BEFORE BRINGING THE AIRPLANE99s of the Los Angeles Area, Inc. 8TO IMPOUND (the spotters have a preference of race numbers on the cowl,for ease of spottingC. Race numbers should be at least 18 inches high, and the bar of the numeralsat least 3 inches wide and located on the airplane so that they will be clearlyvisible on fly-by. If the race number is unreadable, you may be disqualified, asthe timer may not have your proper scoring at the terminus.D. Black on a white background is the most desirable color for the race number.But any solid color that is in complete contrast with the colors on the airplaneand easily distinguishable from the aircraft trim will be acceptable.E. Race number must not be placed on any balanced control surface (rudder,aileron or elevator) unless there has been proper maintenance rebalancing orrelease documentation after application.5. ENTRY FEES ARE NOT RETURNABLE / NON-REFUNDABLE. All entry feesare not returnable and non-refundable. The Race Officials reserve the right torefuse an application for entry. In this event, the entry fee will be refunded.H.IMPOUND AND INSPECTION OF AIRPLANES1. Impound deadline will be 4:00pm (PST) Thursday, August 11, 2022. Tanks mustbe topped off at this time. “Top Off” is defined as full tanks per Flight ManualSpecifications. If aircraft is modified with extended range or auxiliary tanks or tiptanks, fueling these tanks is at the Primary Pilot’s discretion.2. All Primary Pilots, Co-Pilots, and passengers are requested to registerimmediately upon arrival and in no case later than 4:00pm (PST) the day ofImpound Deadline.3. If an entrant is unavoidably delayed, please notify Race Chair, Arhynn Descy,(local phone numbers will be provided to registered racers a week prior to the AirRace, until then, please email your questions/comments to Airraces@la99s.org),prior to Impound Deadline and upon arrival, shall submit a valid reason for beinglate. The Race Officials reserve the right to disqualify any Team for any reasons.In addition, the following requirements must be met for entry into the Air Race.A. Airplane must pass final inspection by 4:00pm (PST) Thursday, August 11,2022.B. Primary Pilots and Co-Pilots must attend all Pilot Briefings as scheduled.99s of the Los Angeles Area, Inc. 9C. All Primary Pilots, Co-Pilots and Passenger requests to enter the Air Racemust be approved by the Race Officials.4. Airplanes will be inspected by Race Officials to determine that they conform tospecifications and the Rules and Regulations as set forth herein. Each PrimaryPilot and Co-Pilot must be present during the inspection of their aircraft.5. No airplane can be approved by the Race Officials until all work on the airplane iscompleted and provided it passes final inspection by the closing deadline.6. After inspection, no one will be permitted to make any repairs or alterations to theairplane. No one will be permitted to have access to the airplane without approvalby the Race Officials and accompaniment of a Race Official or a designated AirRace representative.I.INSURANCE, CLAIMS, WAIVERS, ETC1. Each participant must carry a minimum of 1,000,000 bodily injury liability on theairplane flown. Each participant is required to file a Certificate of Insurance withthe Race Officials along with Application for Entry forms. This Certificate ofInsurance must contain a ten (10) day cancellation clause.2. No Primary Pilot, Co-Pilot, passenger, participant or volunteer shall have anyclaims for damages, expenses, or liability against The Ninety-Nines, Inc.International Organization of Women Pilots, any of its chapters, directors, officials,agents, volunteers and employees, the Southwest Section of the Ninety-Nines,Inc, the 99s of the Los Angeles Area, Inc., or any of its committees, the cities ofthe Start, Fly-Bys, Overnights, or Terminus or any other connected with the AirRace by reason of disqualification of either the airplane, the Primary Pilot, CoPilot, any Passenger or participant, or for any other reasons. All participants mustsubmit the signed Release of Liability with the Application for Entry/Registrationreleasing all those connected with the Air Race from any and all claims, damagesand expenses.3. Airplanes shall be impounded before the start of the Air Race, at each overnightand at the Terminus at the Primary Pilot’s risk. Precautions will be taken, butneither the Race Officials, the Race Committee, the cities of the Start, Overnightand Terminus, nor en-route stops, or any others connected with the Air Race willassume responsibility for fire, theft, windstorm, any Act of God or any other eventgiving rise to damages. It is the responsibility of the Primary Pilot to supervise,inspect and approve the tie down of their airplane.99s of the Los Angeles Area, Inc. 104. Anyone leaving unpaid bills which were acquired prior to, during, or at any time inconnection with the Air Race will be disqualified.J. OPERATION OF THE RACE1. Impound Deadline will be 4:00pm (PST) Thursday before the Air Race take-off atSanta Monica airport in Santa Monica, California (KSMO). Tower will direct allparticipants to the impound area if you announce yourselves as “Palms to PinesRacer # ” and have your race numbers in place on the airplane. Volunteers willbe on hand to guide you to your parking spot. If flying to Impound on a flight plan,note Palms to Pines Racer in the remarks section of your flight plan (Block 11 ifusing Foreflight).2. The Air Race will start at 9:00am (PST) Friday in Santa Monica (KSMO) and willterminate on Saturday at 3:00pm (PST) in Madras, Oregon (S33). Scores will beannounced at the banquet on Saturday evening.3. It is the responsibility of the Primary Pilot, Co-Pilot and passengers to make allreservations before the start of the Air Race, such as hotels and banquet ticketsfor guests. Primary Pilot, Co-Pilot and passenger banquet meals are included inthe Entry Fee. Additional banquet tickets can be purchased when registering andup until the closing date for entries.4. All flying will be done under VFR conditions and in accordance with FAR’s duringthe hours between official sunrise and official sunset. Any participant found tohave violated any part of the FAR’s or flown under IFR conditions will bedisqualified.5. It will be the responsibility of the Primary Pilot to have all necessary charts for theAir Race.6. Timing of a participant will begin when flying by the timing line at the Start andwill end when flying by the timing line at all stops. At intermediate stops, aircraftwill take off and make a fly by for timing, per specific instructions received at thePilot Briefing.7. All timing will be done by official Timers appointed by the Race Officials.8. The Race Officials will make all decisions regarding the operation of the raceincluding circumstances not specifically addressed in these Rules andRegulations.9. 1110. Your own good judgment and good sportsmanship are vital. All persons workingwith the Air Race are doing their best to make it safe, successful, and efficient.Please demonstrate good sportsmanship by being patient and courteous at alltimes.K. PILOT BRIEFING1. All participants must attend all Pilot Briefings and will be informed at ImpoundRegistration of the time and place of all Pilot Briefings upon check-in at Impound.2. All Primary Pilots and Co-Pilots are required to obtain a current FAA approvedweather briefing prior to takeoff for each leg of the Air Race.3. It is highly recommended that all pilots utilize Flight Following services for safetyand airspace compliance. Any Primary Pilot and/or Co-Pilot found to haveviolated airspace or operated their aircraft in an unsafe manner during the AirRace will be disqualified.4. Strict noise abatement procedures are in effect at KSMO. They will be explainedat the Pilot Briefing. For more information, ent.aspx?id 8984L. MISCELLANEOUS1. Take off order at the Start will be in order of race number. If an airplane is unableto take off in proper sequence, it must wait until the last plane ready in sequencehas departed. Aircraft experiencing mechanical difficulty will be allowed until one(1) hour after the last aircraft has departed to make ready for takeoff.2. Repair and maintenance work en-route shall be entered in the proper logbook(s)and inspection of any such work will be made at the end of the race. Enginereplacement during the Air Race is not permissible.3. In the case of adverse weather, Race Officials shall have the authority to extendthe deadline to finish, or to delay the takeoff time at start, or change the route.4. It is the responsibility of the Primary Pilot to check with Race Officials at the enroute stops regarding any deadline extension.5. Either certificated pilot may act as Pilot-in-Command, as agreed between the two,and may fly alternate legs as desired, provided the required pilot documentation99s of the Los Angeles Area, Inc. 12has been submitted and approved by the Race Officials. Only one Pilot may bedesignated as the Primary Pilot.6. In the event a Primary Pilot and/or a Co-Pilot is unable to finish the Air Race,contact Race Officials as soon as practical. No refunds will be given.7. A Primary Pilot and/or a Co-Pilot may land at any fly-by designated stops per theprocedures described at the Pilot Briefing for fuel, food or a personal comfortbreak. The time spent on the ground will not be included in the total time but it isthe responsibility of the Primary Pilot to ensure timely arrival by the deadline toland.8. A Primary Pilot and/or a Co-Pilot may land at an undesignated stop for fuel or inan emergency and not be disqualified provided they meet the deadline to finish atthe terminus. However, the time spent on the ground will be included in the totaltime, unless clocked at an official designated stop.9. All participants will RON (remain overnight) at the designated airport as outlined inthe Air Race route. A RON at any other airport is justification for disqualification.10. In the event that any Air Race team is unable to complete the Air Race to itsterminus due to proven aircraft mechanical problems, the Race Officials mayaward trophies to the crew or crews who have the highest appropriate scores onthe first and/or second legs of the Air Race.11. Relatives or friends of a particular participant will not be able to fly along the raceroute or be at the official stops unless cleared by Race Officials. IMPORTANT:The participant could otherwise be disqualified from the Air Race.12. 13HANDICAP PROCEDURESUpon receipt of your entry, the designated Primary Pilot will be contacted to arrange thehandicap flight. Please make sure that we have your correct email address and phonenumber on the registration form. For questions about the handicapping not covered hereemail the Handicap Flight Coordinator at HFC@LA99s.org .All teams will be assigned a handicap speed. The handicap speed will be determinedthrough a flight with an Air Race handicap pilot that will determine the fastest speed yourairplane will fly under specified conditions.The flight will consist of flying four equal legs at FULL POWER and at a density altitudeof 6000’. The handicap pilot will record your groundspeed for 12, 25 second timings oneach leg. Those speeds will then be averaged to determine what your assigned handicapspeed will be.In order for your airplane to qualify for competition class for the Air Race, the followingcriteria must be met:1. Your airplane must be able to fly the entire handicap flight with the throttle all theway in or to full forward position and your prop control, if it applies, must be allthe way forward.There are no exceptions for the handicap flight. If the manufacturer prohibits flightof your aircraft at full power, then you will need to register in the non-competitioncategory for the Air Race. Please do not expect the handicap pilot to allow you tofly the handicap flight any other way.2. All maintenance should be completed and in compliance with the FAR’s prior tothe handicap flight.3. The aircraft should be clean – if the aircraft is dirty for the handicap flight it needsto be dirty for the Air Race.4. Your fuel tanks must be Topped Off. “Topped Off” is defined as full tanks perFlight Manual Specifications.5. Your gear must be retracted if your aircraft has retractable gear. Flaps must beretracted. Cowl flaps, if any must be closed. All vents must be closed.6. The airplane should be emptied and only contain the minimum equipmentrequired per the FAR’s.99s of the Los Angeles Area, Inc. 147. The Primary Pilot will fly the handicap flight and the Handicap Flight Coordinatorwill take the place of the Co-Pilot. If you have a Co-Pilot and/or passenger(s),they must be present for the flight. The Handicap Flight Coordinator will ballast ifneed be to match the weight of the Co-Pilot and/or passenger(s) for accuracy.8. The Primary Pilot will be contacted by your Handicap Flight Coordinator afteryour team has registered for the race and coordinate a time and place for yourhandicap flight provided the Primary Pilot provides the appropriate paperwork tothe Race Officials no later than July 11, 2022.All teams are assigned a handicap speed. In order to obtain your team’s handicapspeed, Teams must fly an acceptable Handicap flight for the current year’s race.Handicap flights must be completed prior to the day of impound. If your airplane washandicapped this year for the Air Race Classic, we will accept that speed for yourhandicap for the Air Race.If, at any time, new information is presented that calls into question the validity of theassigned handicap, the Primary Pilot must make their airplane available for additionalHandicap flight(s). The results of these flights may cause the handicap to change, eitherup or down. The Primary Pilot, Co-Pilot and passengers will be disqualified if it is foundthat any willful changes were made to the airplane, after the Handicap Flight, to gain raceadvantage.All handicap speeds as assigned by Air Race Officials are final and non-negotiable.
