ForewordChanging Places have come a long way since thefirst facility opened in Ringwood, Victoria in 2014.There are now over 130 Changing Places acrosssix states: New South Wales, Queensland, SouthAustralia, Tasmania, Victoria and Western Australia.All accredited facilities are listed on the ChangingPlaces Australia website. The National Public ToiletMap also lists many Changing Places facilities.Australia has become the first country in the worldto regulate for adult change facilities in its buildingcode. From 1 May 2019, the National ConstructionCode (NCC 2019) requires a new type of publictoilet called ‘Accessible Adult Change Facilities’– based on the Changing Places design – to beincluded in certain classes of public buildingssuch as: shopping centres sports stadiums and swimming pools theatres and museums domestic and international airports.Toilets built according to the Changing Placesdesign specifications will generally meet theDeemed-to-Satisfy Provisions of the NationalConstruction Code.The Changing Places design specifications 2020provide the technical design specifications andthe estimated costs to build a Changing Placesfacility, with four design options. The designspecifications also serve as an advocacy tool fororganisations and individuals seeking to gain moreinformation about Changing Places and for thoseseeking to campaign for more Changing Places tobe constructed.The refreshed Changing Places designspecifications 2020 replace the Changing PlacesInformation Guide and Technical Standard June2017 and includes updated designs and newfeatures, which are based on feedback from thefacilities currently in operation. A fourth designoption has been introduced: ‘Design 1C: Withoutshower alternative door location’, providingthe plans and specifications for a ChangingPlaces facility with a side entrance door and arepositioned privacy screen.It is a basic human right tobe able to access a clean,safe and private place togo to the toilet.Changing Places enable many people with highsupport needs to enjoy the day-to-day activitiesthat many of us take for granted, such as going towork, school or university, playing in the park, orattending cultural, sporting or social and familyevents. The four case studies presented in theChanging Places design specifications 2020illustrate how Changing Places can make a realdifference to the lives of the people who needthem, their families, friends and carers.With the introduction of the NDIS – more peoplenow have the support they need to be able to fullyparticipate in social, recreational and economicactivities. 1. Changing PlacesMelbourne Arena precinctChanging Places design specifications 2020 1

1.1 IntroductionChanging Places provide suitable facilities forpeople who cannot use standard accessible toilets.A Changing Places facility allows people with highsupport needs to fully participate in the community.This may include people with an acquired braininjury, spinal cord injury, cerebral palsy, multiplesclerosis, spina bifida, and motor neurone disease,as well as many other people with a disability.Changing Places facilities provide: a height-adjustable adult-sized change table a constant-charging ceiling track hoist system a centrally-located peninsula toilet circulation spaces as defined in the designspecifications an automatic door with a clear opening of950 mm at a minimum (1100 mm for beachand lake locations) a privacy screen.2 Changing Places design specifications 2020In addition to satisfying the requirements of theNational Construction Code, providing a ChangingPlaces facility is a great step towards meeting theintent of the Disability Discrimination Act 1992(Cth) by creating an inclusive built environment forall people with disability.Organisations and buildingowners who provide aChanging Places canproudly promote theirawareness of communityneeds and commitment tosocial responsibility.

1.2 Changing PlacesAustralia website1.3 New designrequirementsThe Changing Places Australia website providesa range of up‑to-date information and resourcesrelating to Changing Places. The website contains:A number of requirements have been added tothe Changing Places design options 2020, whichare based on key learnings from the ChangingPlaces currently in operation. These changeswill apply from 1 April 2020. This change will notaffect facilities which are accredited (as ChangingPlaces) or have obtained building approval prior to1 April 2020. a list of all accredited Changing Places facilities the Changing Places design specifications 2020 AutoCAD files for the Changing Places designs a list of Changing Places Assessors the registration and accreditation processes contact information regular news items about developments inChanging Places, feature articles and videos.Visit the Changing Places website: www.changingplaces.org.au .Key Changing Places design requirements featuredin the latest designs include: An additional layout ‘Design 1C: Withoutshower alternative door location’, which showsa side entrance door and repositioning of theprivacy screen. Room sizes are now provided as nominaldimensions, to assist in the preliminary phaseof design. 1.4 NationalConstruction Code1.5 ReferencedAustralian legislationand standardsThe Australian Building Codes Board updated theNational Construction Code in 2019 (BCA VolumeOne, Clause F2.9) to include a new type of toiletcalled ‘Accessible Adult Change Facilities’. Thisnew type of toilet – based on the Changing Placesdesign – must be included in certain classes ofpublic buildings.The Changing Places design specifications 2020references legislation and standards from thecurrent National Construction Code, introduced1 May 2019. The National Construction Code(NCC) is Australia’s performance-based buildingand plumbing code. It sets the minimum technicalrequirements for the construction of new buildings(and new building work in existing buildings).From 1 May 2019, one unisex Accessible AdultChange Facility must be provided in: Class 6 buildings: shopping centres – with adesign occupancy of not less than 3,500 people. Class 9b sports venues – with a designoccupancy of not less than 35,000 spectators orcontains a swimming pool that has a perimeter ofnot less than 70 m. Museum and art gallery (or similar) buildings– with a design occupancy of not less than1,500 patrons. Theatre and entertainment venues – having adesign occupancy of not less than 1,500 patrons. Domestic and international passenger airports.The National Construction Code does notrequire that Accessible Adult Change Facilitiesbe accredited as Changing Places toilets.However, toilets built according to the ChangingPlaces design standards will generally meet theDeemed-to-Satisfy Provisions of the NationalConstruction Code.Australia is the first countryin the world to regulate forpublic toilets based on theChanging Places design.See Appendix 2: Changing Places andthe National Construction Code forfurther information.4 Changing Places design specifications 2020It is a requirement for all building and plumbingwork associated with the installation of ChangingPlaces facilities to be in accordance with thecurrent National Construction Code.Australian Standards (AS) are publisheddocuments setting out specifications andprocedures designed to ensure products, servicesand systems are safe, reliable and consistentlyperform the way they are intended to. Theyestablish a minimum set of requirements, whichdefine quality and safety criteria.For further information on the NationalConstruction Code see Understanding theNCC: How to comply with the NCC and Guideto Volume One: NCC 2019 on the NCC website www.abcb.gov.au . For further informationon Australian Standards see the StandardsAustralia website www.standards.org.au .

1.6 AccreditationAll Changing Places must be approved by aChanging Places Assessor. The accreditationprocess ensures that Changing Places are built tostandard so that users can be confident that thedesign is fit for purpose.Accreditation provides facility managers withpeace of mind, knowing that if they build to theChanging Places design, they will be compliantwith the recently introduced National ConstructionCode requirements for Accessible AdultChange Facilities (F2.9 and Specification F2.9),if applicable.Only accredited Changing Places facilities arepermitted to use the Changing Places branding(name and logo) and signage and be listed on theChanging Places Australia website.The Changing Places design, branding and signageis used internationally, making it easier for peopletravelling interstate or for tourists visiting Australiato locate Changing Places facilities.1.6.1 Changing Places AssessorFacility managers wishing to have their facilityaccredited as a Changing Places facility mustengage a Changing Places Assessor.It is strongly recommended that facility managersengage a Changing Places Assessor prior tothe construction of a Changing Places facility toassess project documentation at the followingthree stages: Stage 1: Schematic design review Stage 2: Construction documentation review Stage 3: As-built final review.This three-stage process identifies issues orconcerns at the early stages of the buildingprocess to ensure that Changing Places facilitiesare built to the correct design specifications.Assessors can be found on the Changing PlacesAustralia website www.changingplaces.org.au .1.6.2 Statement of ComplianceOnce a Changing Places Assessor has assesseda facility and is satisfied it meets the requirementsof the Changing Places design specification,they issue the facility manager with a Statementof Compliance.The facility manager then submits an onlineregistration form via the Changing Places Australiawebsite, requesting that their facility be listedon the Changing Places website and uploadstheir Statement of Compliance. It is the facilitymanager’s responsibility to forward their Statementof Compliance to Changing Places Australia.Retrospective accreditationRetrospective accreditation can be achieved forfacilities that have already been constructed. Thisprocess requires the facility manager to engagea Changing Places Assessor to undertake ‘Stage3: As-built final review’ only. Once a ChangingPlaces Assessor has assessed a facility and issatisfied it meets the requirements of the ChangingPlaces design specification, the Changing PlacesAssessor issues the organisation with a Statementof Compliance and a link to the Changing Placeswebsite, so they can have the Changing Placesfacility added to the list of accredited ChangingPlaces (as described above).Alternative layout designsAlternative layout designs are permitted, providedthey achieve the minimum requirements of theChanging Places design, especially in regard to: circulation space equipment fittings and fixtures.Where a facility is also required to comply with theNational Construction Code, the alternative layoutdesign may need to be assessed as a PerformanceSolution under the NCC.Changing Places design specifications 2020 5

1.7 Use of theChanging Placesname and logoIn Australia, the ChangingPlaces trademark (nameand logo) is owned by theState of Victoria through theDepartment of Health andHuman Services.The department has developeda set of guidelines for theuse of the logo and brandingby accredited facilities andChanging Places Assessors.Only accredited ChangingPlaces facilities can use theChanging Places trademarkand branding.6 Changing Places design specifications 2020

1.8 Master Locksmiths Access Key– a key for Changing PlacesMany Changing Places require a Master LocksmithsAccess Key (MLAK) in order to use the facility.MLAKs have been fitted to many Changing Placesacross Australia, including: council municipalities sports and entertainment venues national parkskept at a reception desk or at a nearby businesssuch as a local café. There should be clear signageat the Changing Places facility to indicate thelocation of the MLAK. The availability of an MLAKsupports users who do not have a key with them.To access the MLAK Order Form visit www.masterlocksmiths.com.au/mlak/ . playground equipment – such as Liberty Swings.The MLAK gives people with disabilities and theircarers access to a network of facilities, seven daysa week; including many Changing Places.1.8.1 Do all Changing Placesrequire an MLAK?It is up to each venue to determine how to managetheir Changing Places facility. However, experienceshows that it is better to have the facility lockedto deter vandalism and misuse. A key-operatedsystem using the MLAK ensures that ChangingPlaces facilities are only used by the people whorequire them. Changing Places that use the MLAKare more likely to be kept clean and provide a safeenvironment for the people who use them.Note: The National Construction Code doesnot require the use of an MLAK.1.8.2 How to get an MLAKAn MLAK can be ordered from the MasterLocksmiths Association of Australasia Ltd bycompleting the MLAK Order Form. The key can bepurchased by people with disabilities, their carers,assistants and support workers, and ChangingPlaces facility owners.It is recommended that facility managers arrangeto have an MLAK available in a location near theChanging Places facility at all times the venue isopen to the public. For example, the MLAK may beChanging Places design specifications 2020 7

1.9 National Public Toilet MapFacility managers will be given the option to havetheir accredited Changing Places facility listed onthe National Public Toilet Map.As part of the National Continence Program, theNational Public Toilet Map provides informationon over 19,000 publicly available toilets acrossAustralia. Facility information includes: accessibility features opening hours type of toilets showers MLAK use accessible toilets accredited Changing Places.8 Changing Places design specifications 2020The National Public Toilet Map contacts facilitymanagers on an annual basis to check that detailsare up to date.To access the National Public Toilet Mapvisit: www.toiletmap.gov.au or downloadthe National Public Toilet Map App, (seewebsite for details). The App is also availablefrom the Apple Store and Google Play Store.Both the website and the App allow usersto set preferences to search for ChangingPlaces facilities.

1.10 Portable Changing PlacesPortable Changing Places and Accessible AdultChange Facilities can be moved to variouslocations as needed. The Marveloo and thePlaceable are examples of portable ChangingPlaces facilities available for hire (from localcouncils) for events and festivals. These designsincorporate many of the features of a ChangingPlaces facility including a tracking ceilinghoist, height adjustable adult sized changetable, additional circulation space and anaccessible toilet.‘Marveloos can bringaccessibility to places,that otherwise wouldn’t.They can go anywhereand provide that service.’Changing Places design specifications 2020 9

1.11 Universal design1.12 Internal finishes‘Universal design’ is a design philosophy thatensures that products, buildings, environmentsand experiences are innately accessible to asmany people as possible, regardless of theirage, level of ability, cultural background, or anyother differentiating factors that contribute to thediversity of our communities.There are no mandatory requirements for internalfinishes within the room, but the following itemsshould be considered when designing a newChanging Places facility:It is recommended that consideration be givento universal design principles during the planningstage for the construction of a ChangingPlaces facility. Bold or busy patterns with bright colours arenot recommended as some people may beover‑stimulated by these.This includes overall site design that incorporatesclear continuous access to the Changing Placesfacility, with accessible parking located inclose proximity.10 Changing Places design specifications 2020 Warm, inviting colours and patterns or muralsare recommended to avoid the Changing Placeshaving a cold or sterile look. Consider increasing the luminance contrast of allfixtures and fittings to the wall surface. Baby and child-like decorations are notconsidered appropriate.

Michael’s storyMichael is an engaging twenty-one-year-oldwho loves to watch rugby, football and thecomplete spectacle that is World WrestlingEntertainment (WWE)!In 2018, Melbourne was host to one of the biggestlive WWE events, the WWE Super Show-Down– attended by over 70,000 fans. Fortunately forMichael and his family, it is possible for him toexperience the thrill of seeing the WWE superstarslive in action as many large entertainment venues– such as the MCG – now have a ChangingPlaces facility.It can be difficult for Michael and his family toattend such an event, as a great deal of planningis required: transport, accessibility, dealing withcrowds and packing everything that’s needed. Butknowing that there is a suitable toilet availablemakes a huge difference. And just knowing thatsuch an outing is possible – can really make adifference in someone’s life.Michael completed school four years ago and nowenjoys going to Windarring (disability services andsupport provider) Monday–Friday. Every day thereis a different activity; he particularly likes catchingthe train and going tenpin bowling. Michaelis a keen observer and loves to watch what’sgoing on in the world. In his spare time, he hasdeveloped the fine art of watching two televisionscreens at once, so as not to miss any sporting orYouTube action!For the time being, Michael is content to watchthe WWE superstars from afar, but with more WWEextravaganzas scheduled for Rod Laver Arena inthe future, he may have an opportunity to witnessthe WWE crazy antics live!The inclusion of a ChangingPlaces facility gives manyfamilies the opportunity toparticipate in a family outing,rather than unfortunatelybeing excluded.Changing Places design specifications 2020 11

2.7 Alternative layoutsAlternative layouts provide different designoptions to the standard layouts. They still meetthe requirements of the Changing Places designspecifications by achieving the required circulationspaces and hoist coverage for each component.A Changing Places Assessor can approve analternative layout. An alternative layout mayalso need to be assessed as a PerformanceSolution under the National Construction Code,if applicable.TURNINGPANBASINCHANGE TABLEFigure 5: Required circulation spaces22 Changing Places design specifications 2020Layouts are required to achieve the circulationspaces defined in Figure 5 around each fittingand fixture in the Changing Places designspecifications 2020.Circulation spaces may be overlapped. 2.8 Variations tothe RequirementsThe turning area circulation space must beincluded in all layouts and be clear of the changetable in the open (down) position, with theexception noted below.Unobstructed circulation spaces are to beprovided from finished floor level to a height ofnot less than 2000 mm, except for the followingfittings, which are allowed to intrude into thecirculation spaces: dropdown grabrails changing rails wall-mounted privacy screen, which is located noless than 900 mm from the toilet pan other wall-mounted fittings, such as shelves,which have a 900 mm minimum heightclearance from finished floor level and amaximum projection of 150 mm from the finishedwall surface the change table in the open (folded down)position and the basin may intrude into theturning area circulation by a maximum of 100 mm sanitary and incontinence aid binsWhere a design varies from the requirementsdetailed in the Changing Places designspecifications 2020, accreditation of the facilitymay still be possible if the facility can still beconsidered to meet the performance intent ofa Changing Places facility.
