Service DefinitionsTennessee Prevention NetworkThe Tennessee Prevention Network is a statewide prevention program directed at providingprimary prevention services to individuals who have not been determined to require treatment forsubstance abuse. The array of services falls into two (2) categories: (1) Selective preventionservices which include programs and practices that are delivered to sub-groups of individualsidentified on the basis of their membership in a group that has an elevated risk for developingsubstance abuse problems. An individual’s personal risk is not specifically assessed or identifiedand is based solely on a presumption given his or her membership in the at-risk subgroup. (2)Indicated prevention services which include programs that focus on populations that are identifiedon the basis of individual risk factors or initiation behaviors that put an individual at high risk fordeveloping substance abuse problems. The individuals targeted at this stage, although showingsigns of early substance use, have not yet reached the point where a clinical diagnosis ofsubstance abuse can be made.Comprehensive Alcohol, Tobacco, and other Drug Prevention Services for YouthThe Prevention Program (PP) consists of structured, intensive group sessions targeting youthwho may be at risk for developing alcohol, tobacco, or other drug (ATOD) use and abuseproblems. The sessions should be age-specific, developmentally appropriate, include a parentcomponent, and include a community service project that strengthens commitment against ATODuse and abuse.School Based Liaisons for At Risk YouthThe School Based Liaisons for At Risk Youth service is the provision of face-to-face consultationwith classroom teachers to assist them in structuring the classroom to enhance the learningenvironment for children with Serious Emotional Disturbance (SED), behavior problems, orSubstance Use and Abuse Disorders (SUAD). Training and education regarding childhoodmental health and substance abuse will be provided to classroom teachers, school staff, andstudents to promote a healthy teaching environment. The SBL-ARY will provide liaison supportbetween family and school and will assist parents and youth with the Individualized EducationPlan (IEP) process.In-Home Services for Infants of At-Risk Pregnant and Post-Partum Women’sProgramIn-Home Services for Infants of At-Risk Pregnant and Post-Partum Women’s Program is onethrough which the Grantee provides in-home visitation services to improve pregnancy outcomesto ensure the health, growth and development of infants most at-risk. The Grantee shall providein-home nurse visitation to improve the health status of women and children in Tennesseecounties served by reducing the use and misuse of tobacco, alcohol and other substances and toincrease the early identification and management of maternal depression. These services arendprovided from pregnancy until the infant’s second (2 ) birthday.Partnership For Success ProjectThe Partnership for Success project is an 11.5 million grant from the Substance Abuse andMental Health Services Administration (SAMHSA) to reduce alcohol binge drinking among thestate’s 14-25 year olds. The five-year project began on October 1, 2009, and funds twentyTennessee Community Prevention Coalitions (CPCs). The CPCs involved in the project arelocated in the following counties: Blount, Coffee, Davidson, Franklin, Hamblen, Hamilton,Jackson, Johnson, Knox, McMinn, Madison, Maury, Putnam, Roane, Rutherford, Scott, Shelby,Sumner, Washington, and Weakley. The project is designed for participating CPCs to implement9

evidence-based and emerging practices to positively impact the policies, practices and attitudesthat currently support unsafe alcohol consumption and create a hazard to public safety incommunities across the state. The project’s goals are to reverse the state’s upward trend inbinge drinking; prevent the onset and progression of substance abuse among 14-25 year olds;strengthen prevention capacity and infrastructure at the state and county levels; and leverage,redirect, and realign Tennessee’s funding streams for prevention services.Established CoalitionsThe Established Coalitions program is one through which Substance Abuse Prevention Coalitions(SAPCs) who have demonstrated their understanding of the Strategic Prevention Framework(SPF) and the capacity to complete a comprehensive community plan that includes: anAssessment of Need; Capacity Assessment; Planning Process; Implementation Plan; andEvaluation Plan as described by the Substance Abuse and Mental Health Services Association’sStrategic Prevention Framework process.Developing CoalitionsThe Developing Coalitions program is one through which Substance Abuse Prevention Coalitions(SAPCs) who are in the infancy stages of development complete a comprehensive communityplan that includes: an Assessment of Need; a Capacity Assessment; a Planning Process; anImplementation Plan; and an Evaluation Plan as described by the Substance Abuse and MentalHealth Services Association’s Strategic Prevention Framework process.Higher EducationThe Tennessee Independent Colleges and Universities Association (TICUA) engagesTennessee’s private colleges and universities to work collaboratively in areas of public policy,cost containment, and professional development to better serve the state and its citizens.TICUA's 35 member colleges and universities educate more than 72,000 students from acrossthe state, country, and throughout the world.Screening, Brief Intervention, and Referral to TreatmentThe Screening, Brief Intervention, Referral for Treatment-Tennessee Program (SBIRT-TN) isfunded by the Department of Mental Health and Substance Abuse Services. The main purposesof SBIRT-TN are to identify individuals using substances at risky levels, including those at highrisk for or diagnosed with a Substance Use Disorder (SUD). SBIRT-TN is designed to expandand enhance the continuum of care for prevention and substance misuse services to reducealcohol and drug consumption and its negative impact on our communities. It gives individualsaccess to statewide substance abuse treatment services and specialty alcohol and drug abuseproviders. Through partnerships with primary care physicians and healthcare facilities, SBIRTpractices are being integrated into the standard delivery of primary health care to routinely screenall patients, to not only identify individuals who already misuse or abuse alcohol, drugs and othersubstances, but also provide effective strategies for intervention prior to the need for moreextensive or specialized treatment, including addressing the potential for hazardous use.10

Tennessee Association of Alcohol, Drug and other Addiction Services (TAADAS)Tennessee Association of Alcohol and other Drug Abuse Services (TAADAS) is a statewide agencythat advocates for substance abuse, treatment and prevention services through community educationand engagement. They provide coordination of training and technical assistance for the DSASprovider network.The Tennessee Certification Board (TCB)It is the mission of the Tennessee Certification Board (TCB) to establish and promote thecredentialing standards of excellence in the field of prevention. The purpose of the certification inprevention is to establish and recognize basic standards for professional competence in theprevention field; and, establish and confirm the credibility of the prevention profession withconsumers, employers and funders. Certification as a Prevention Specialist is based on experienceand competencies as set by the International Certification & Reciprocity Consortium (IC&RC).11

Box 9054Gray, TN 37615Hancock, Hawkins and SullivanJill White(423) th.orgProgram Description:The Northwest Tennessee Adolescent Frontier Health offers an after school, substance abuseprevention and intervention program that uses the SAMHSA evidence-based curriculums, TooGood For Drugs (TGFD) and Guiding Good Choices (GGC). TGFD is based on a curriculumcomposed of 10 weekly sessions, one hour each. It focuses on developing personal andinterpersonal skills to resist peer pressure, goal setting, decision making, bonding with others,having respect for self and others, managing emotions, effective communication, and socialinteractions. GGC is a drug use prevention program that provides parents of children with theknowledge and skills needed to guide their children through early adolescence. It seeks tostrengthen and clarify family expectations for behavior, enhance the conditions that promote unitywithin the family, and teach skills that allow children to resist drug use successfully. It consists ofa five-session curriculum. In addition to the two curriculums used, we will provide services tostudents who qualify, offering drug-free activities such as arts and crafts, martial arts, gymnasticsor dance instruction and any other sports/recreation activity. Students will participate for threehours each week for ten weeks. We will be serving a selected population of children withsubstance abusing parents and two indicated populations of students who had early initiation ofalcohol and drug use and associated problems and those who have excessive use of alcohol anddrug use. We will serve approximately 150 students in Hancock, Hawkins and Sullivan Counties.Those students eligible will be those who have used alcohol, tobacco and/or some other kind ofdrug. We will target school-aged students (ages 10-18).The Northeast Tennessee Adolescent Prevention Program (N-TAPP) is a family-focused programwhich serves selected and indicated high-risk adolescents, ages 10 to 18 years in the eightcounties of Northeast Tennessee. This network of intensive prevention services brings parentsand children together for high-interest activities and an interactive, evidence-based preventioncurriculum in each county. These services are school and community based. Parents areprovided with tools to assist in setting limits and expectations and improving communications withtheir children. This program also provides support from other adult relationships with increasedtime in creative activities and other youth activities which will improve life skills. The NortheastTennessee Adolescent Prevention Program incorporates all six of the Center for SubstanceAbuse Prevention Strategies. Information dissemination occurs in programs attended byadolescents and their parents regarding any new community program or information that may benew and relevant to community prevention efforts. Education is a primary strategy. TheGuiding Good Choices curricu.um is provided for both children and families and addressespreventing substance abuse in the family, setting clear family expectations regarding alcohol anddrugs, avoiding trouble, managing family conflict, and strengthening family bonds. The TooGood for Drugs Program is used to reinforce resiliency by teaching social skills and problemsolving techniques. Alternative activities are provided to include arts education and sports.13

Problems identification and referral occurs when staffs assess the need for follow-up services.A community-based process is enhanced through linkages with many agencies that deliverservices and natural supports. Environmental changes occur through unwritten communitystandards as adolescents and their families develop attitudes that are not favorable towardsubstance abuse and have higher expectations. When the permission forms are returned, the counselor can then conduct ascreening interview to determine eligibility for the program.
