DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022Defence Work Health and Safety Policy StatementOur mission — to defend Australia and its national interests — at times, requires our people to operate in hostile or hazardousenvironments. Protecting our people is therefore paramount in all activities undertaken by Defence. We cannot protect ournation if we do not first protect the health and safety of our people.Achieving our safety vision requires us all to be focussed onthe work health and safety of our people. The Defence WorkHealth and Safety Strategy 2017–2022 gives effect to thehealth, wellness and safety priority in our recently releasedPathway to Change: Evolving Defence Culture 2017–2022.A focus on health, wellness and safety is important to ensureDefence capability is maximised and sustainable. Importantly,work health and safety is everyone’s responsibility. Safepractice must be inherent in how we think and act. Each one ofus has a duty to prevent harm to ourselves and others throughidentifying hazards and managing risks in our workplace,whether they be physical or psychological. When our peopleare adversely affected by their work, we must support theirrecovery, and their ongoing contribution to delivering theDefence mission.Our Strategy sets the direction for the Department toachieve our safety vision, and identifies areas in which tofocus our efforts.The Defence Work Health and Safety Strategy 2017–2022 is structured around four focus areas: Health and Safety Conscious People – Safe practices must become inherent in theway we think and act. We must continue to support our people by providing them withthe knowledge, skills, equipment and work environment they need to do their jobssafely and to remain healthy. Healthy and Safe Workplaces – The integration of work health and safety in allDefence activities will help provide the highest level of protection that is reasonablypracticable. This includes a focus on workplace behaviours and psychologicalwellbeing as well as physical safety. Health and Safety across the Capability Life Cycle – The inclusion of work healthand safety considerations and the possible effects on the workforce are consideredfrom capability design through to disposal decisions. DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022ForewordSafety underpins all aspects of Defence capability and is an integral part of the way we deliver the Defence mission.The vision for the Defence Work Health and Safety Strategy 2017–2022 is: Defence has workplaces free fromforeseeable and preventable injury and illness.Our Strategy sets the direction now and into the future and thesupporting Implementation Plan articulates the activities we willundertake as an organisation to achieve this.The intent of the Strategy is to continue embedding work health andsafety into our thinking and behaviour as well as in all Defence businessand management systems. The Strategy will support Defence to meetits obligations under the Work Health and Safety Act 2011 and the PublicGovernance Performance and Accountability Act 2013.which together with this Strategy provide comprehensive work health and safetyoutcomes for Defence in all operating environments.Everyone needs to know their workplace, identify and manage risks, and have thecourage to speak up and act to deliver safe and healthy workplaces.The areas of focus within this Strategy will require everyone to includework health and safety into everyday Defence business and futureactivities. This is an important aspect of ongoing cultural reform. Healthy,safe workplaces, both physically and psychologically, are criticalenablers to Defence capability. We need people to be able to do theirjobs well so we can deliver for the Australian community.At times during overseas operations there may be circumstances whereour people are exempt from some provisions of the Work Health andSafety Act 2011. Where there is no viable way to apply the provisionsof the Work Health and Safety Act 2011, we still focus on ensuring thesafety of our people so far as is reasonably practicable. DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022How this Strategy fits into the Defence strategic contextThe Defence Work Health and Safety Strategy 2017–2022 and its Implementation Plan provide enterprise wide guidancefor work health and safety management aligned with Australian Government and Defence enterprise level frameworks.Integrating positive work health and safety culture into all Defenceactivities is a key objective of the Strategy and directly contributesto achievement of the Defence mission. The focus of the Strategyis on enhancing our safety behaviours and culture by including thework health and safety of our people, our most important capability,as a considered and integrated aspect of how we do business.This is intended to improve compliance with legislation and theperformance and effectiveness of the Defence Work Health and SafetyManagement Systems.The Strategy and Implementation Plan utilise enterprise level planningand management guidance. Figure 1 depicts how work health andsafety management links to Defence strategic guidance and informsGroup and Service activities. Monitoring, review and reporting ofthe Strategy’s implementation to the Defence Work Health andSafety Committee will ensure work health and safety managementis managed as an enterprise priority and significant work health andsafety risks are identified and addressed.There are other equivalent Defence enterprise systems that contributeto work health and safety outcomes. Our culture supports a holistic and open evaluation of incidentmanagement outcomes and enables more innovative andintegrated approaches to prevention.Health and SafetyConscious People People are mindful of how their work could affect their own orother people’s physical and psychological health, wellbeingand safety.Our people are trained professionalswho are committed to a culture ofsafety, and are supported by systemsand communication that manage workhealth and safety risks. Our training,policies and procedures have workhealth and safety as an integralelement, ensuring that lessons learnedare integrated across Defence tosupport force preservation and theprovision of safe materiel andfacilities. Work health and safety education, awareness and skilling isinnovative, integrated, timely, relevant and well received. Groups and Services collaborate to maximise opportunities forthe placement and retention of injured or ill workers throughappropriate rehabilitation treatment. Work health and safety emergency preparedness planningprocesses are integrated with business continuity, security,environmental and critical infrastructure protection. Jointresponses are practised. Lessons learned are linked tocontinuous improvement. When Australian Defence Force members are training and onoperations, health and safety are of fundamental importance inplanning and activity. The Occupational Medicine Occupational Health capabilityis integrated into the Defence Work Health and SafetyManagement Systems.8

DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022Healthy and Safe WorkplacesHow does this look?9 Our workplace behaviours recognise the importanceof physical and psychological wellbeing to healthy andsafe workplaces. Leaders have examined and implemented improvementwithin their span of control and also seek to improve workhealth and safety management through collaboration,sharing and integration across Defence business. Defence-wide work health and safety issues areproactively managed. Potential work health and safetythreats are identified through safety managementsystems, and action to address these is taken quickly. Opportunities for effective return to duty or work for ill andinjured workers are explored and supported by Groupsand Services. Defence workplaces are monitored and informed by anintegrated and holistic occupational health capability. Emergency responses to work health and safety risks arefully integrated with business continuity, environmentalprotection, security, critical infrastructure protection andcontinuous improvement processes. We meet our obligations to those affected by our workwithin the broader community in which we operateand protect.Healthy and SafeWorkplacesRisks are effectively managed andminimised through effectiveidentification and controlling ofhazards; implementing processesfor cooperation and consultation;ensuring staff are educated andinformed; and embedding safety,both physical and psychological,in all our work practices.

DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022Health and Safety across the Capability Life CycleHow does this look?Health and Safetyacross the CapabilityLife CycleDefence will ensure that risks to itspeople, including those contractedto Defence, arising from platforms,infrastructure, plant and equipmentare effectively managed andminimised in all phases of theCapability Life Cycle from designthrough to disposal. Worker health and safety are fundamental considerationsin the design, acquisition, sustainment and disposal ofDefence materiel. Risk management approaches cross organisationalboundaries and are integrated into the capability life cycle. Integration of work health and safety is seen as afundamental way to improve capability. Partnering relationships with contractors and suppliersto enable mutual improvement of work health andsafety performance. Health and safety risk treatment protocols are proactivelyevaluated for effectiveness. This includes internal andexternal contestability.10

DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022Safety Assurance and Continuous ImprovementHow does this look?Safety Assurance andContinuous ImprovementSafety is improved through clearaccountability; by the use andverification of management systems;and through safety analysis and auditto inform and improve hazard andrisk management.11 Work health and safety is a fundamental performance criteria forboth Defence people and materiel. Safe systems of work are improved through collaboration,innovation and integration. Consultation and collaboration occurs in the workplace andreflects integration of work health and safety into day-to-dayDefence business. All areas of Defence work to high standards of work health andsafety performance, with underpinning assurance mechanismsenabling consistency, integration and collaboration.

DEFENCE WORK HEALTH AND SAFETY STRATEGY 2017–2022Implementation, monitoring and reportingThe Implementation Plan provides the framework to measure, monitor and report implementation activities in support ofthe Defence Work Health and Safety Strategy 2017–2022.The vision of the Strategy is based on striving toachieve the level four maturity characteristics ofthe Defence Safety Management System, that iswork health and safety is embedded into Defencebusiness and related management systems; andimprovement is holistic, innovative and integratedacross the organisation.The Implementation Plan details the actions todeliver the Strategy. The aim of the ImplementationPlan is to align the initiatives with the enterpriseplanning and performance cycle. The effectivenessof the Strategy will be measured through a mix oflead and lag indicators identified against activitieswithin the Implementation Plan. It will be a livingdocument, reviewed and updated twice yearly toensure alignment of current and planned activitieswith the intent and vision of the Strategy. Regularreviews will ensure that work health and safetypolicies and programs are delivering intendedoutcomes, and performance is tracked to informfuture policies and programs.12
