It is a continual process that each supplier is expected to embrace and use as a guideline for doingbusiness with Navistar. A learning module for each stage is available at www.navistarsuppliertraining.com. Special Foreword for NISQR Revision IIn January 2020, we had an all supplier Town Hall where Navistar Supplier Quality announcedthe launch of SQ20 . SQ20 is focused on preventing supplier caused spills that impact thecustomer’s total cost of ownership (TCO), cause erosion of customer Uptime, impact Navistarand the supplier financially, and cause damage to Navistar’s brand in the industry. We will beutilizing customer service mean time between visits (MTBV) specifically as a metric to help rateour internal and supplier performance regarding these proactive initiatives. We are focusingmore on proactive quality strategies to prevent supplier caused spills before they happen.We started this initiative by identifying what we called “critical” components that would causethe most damage to our brand if they failed. Now we are in the process of auditing the suppliersthat produce them, utilizing strict audit criteria and lessons learned from past issues. Sourcing ofthese critical components, that we will start identifying as SPG’s (Special Product Groups) inthis NISQR revision, will also go through a more robust pre-selection process before we choosesuppliers. SPG’s will also require increased recertification and requalification of quality systemsand process capability on key characteristics after award of business, and on current serialproduction suppliers.Design responsible suppliers will also see new requirements regarding design validation anddesign changes as Navistar is migrating to more of a DFSS (Design for Six Sigma) approach.Suppliers will be required to lead and engage in DRBTR’s (Design Reviews Based on TestResults) and DRBFM’s (Design Reviews Based on Failure Modes). A robust design validationplan (DVP) that is tabulated per a provided format and approved by Navistar engineering willalso be required going forward.Finally, SQ20 , TCO, MTBV’s, and customer Uptime, are all key pillars in the Navistar 4.0corporate initiative announced previously to grow Navistar’s future market share andprofitability. ScopeThis document describes Navistar’s Quality Requirements for suppliers, who provide purchasedparts to Navistar, Inc. It is part of the purchasing agreement for parts and materials used in themanufacture and assembly of Navistar vehicles, engines, and service parts. Contractual or otherlegal provisions shall take precedence over all requirements stated in this document.Direct suppliers are required to cascade these requirements to lower tiered suppliers throughoutthe supply chain, a practice often referred to as “flow-down.”PurposeThese requirements follow Navistar’s Quality Policy: “Navistar, Inc., is dedicated to consistentlydelivering reliable and durable products with superior value to our customer throughout thelifecycle.” Navistar’s goal is to provide customers with the best products and services andexpects no less from its suppliers.The seven sections which follow detail the requirements for suppliers, core tools to be used,and the way results are to be measured and evaluated. The Navistar Supplier QualityRepresentative will work with the supplier to ensure that any deviation from these requirementsdoes not affect the finished part requirements.1.0 Supplier Qualification and Evaluation1.1 Supplier AssessmentAn assessment is a formal examination of a supplier’s production quality system and process,conducted by a Navistar Supplier Quality Representative. Participation from all levels of thesupplier’s organization, including management, is expected during this evaluation. Navistarreserves the right to conduct an assessment at the supplier location at any time. For newsuppliers, the assessment may be completed prior to, or after, the award of business, atNavistar’s discretion.Assessments are performed at supplier locations for various reasons, such as, but not limitedto: assessing Special Product Group prospective and current suppliers, and/or current supplierswith changes in manufacturing location or products, engineering changes which affect thecurrent product or process, or validating corrective actions which addressed a quality impact.The assessment may take several days depending on the complexity of the process underreview.The default assessment is VDA 6.3 (process audit). Suppliers are required to achieve an “A” or“B” classification. Navistar Integrated Supplier Quality may choose to use the Navistar Supplier Assessment (NSA)format and content, or waive an assessment in lieu of VDA certification, IATF certification, orVW Group certified supplier status, or require the supplier to complete and submit a selfassessment.1.2 Quality Management System RequirementsUnless specifically exempted by Navistar Director of Supplier Quality, the supplier is required tobe registered to IATF/VDA Quality Management System. AS 9100 quality system registration isan allowable alternative for suppliers supporting Navistar Defense programs (Refer to AppendixA). If Supplier is currently registered, then Supplier must maintain certification with anaccredited registrar, and must furnish a copy of the registration certificate to Navistar. IfSupplier is compliant to IATF/VDA, but not certified by a recognized third-party registrar,Supplier agrees to provide evidence of such compliance to Navistar. If Supplier is workingtowards its quality registration, then Supplier must provide, upon Navistar’s request, evidenceof such efforts and, upon receipt of its registration certification, inform Navistar and furnishcopies of its registration certificates. Suppliers are required to notify Navistar should suspensionor loss of certification and/or major system findings in their QMS from any 3rd party Registrar.Regardless of quality systems registration status, suppliers must have an effective qualitymanagement system in place with adequate resources, to comply with all Navistar IntegratedSupplier Quality Requirements as noted in the Integrated Supplier Quality and SupplierGuidelines / Terms and Conditions sections on www.navistarsupplier.com.
