Nicole Menard is the Assessor’sClerk. The office is normally open Monday through Thursday9AM to 3PM and Friday 9AM to Noon. As with all town officesduring the pandemic, the office is closed for in person business.Phone call and email communication is welcome.The Assessors are required to value all real estate property atmarket value based on the sales during the past two years. Wevalue personal property owned by businesses. In order tocomplete these tasks we use current data, state approvedsoftware, and a state approved appraisal contractor. We contractwith Bishop & Associates to verify town property values andsubmit to the Department of Revenue for certification. Everyfive years the Assessor’s Office has a more in-depthrecertification of values with the State Department of Revenue;our last recertification was completed in 2019 for our FY2020values.The total assessed values for FY2021, which began July 1,2020, is 693,009,020 of which 6,727,995 is new growth frombuilding permits, cyclical inspections, and new personalproperty.Residential values are 633,126,726 andcommercial/industrial values are 35,881,106.PersonalProperty value is 24,001,188. The average value of a singlefamily residence is approximately 274,223 and the medianvalue is 212021202120212021202120212021202120217

The Board of Selectmen held a Classification Hearing onDecember 14, 2020 at which we recommended, and t-heSelectboard voted to have a single tax rate for residential andcommercial properties. The new tax rate for FY2021 is 19.85.We are required by the State to complete cyclical inspectionson all properties within a 7 to 9 year time frame to verify that ourproperty record cards are accurate. We are currently takingdigital pictures for inclusion on each property record card as wedo cyclical inspections. These inspections are normally done inthe Spring of each year on weekdays.We are also required to check the status of all building permitsissued for the year to determine if construction is complete orpartially complete by January 1st for real estate tax purposes.Please call or email the office regarding questions or seekinginformation during the pandemic. When social distancing andwearing masks is no longer required for health reasons, we lookforward to in person visits at the office. LeonardAs of this writing, vaccinating for the control of the virus is justbeginning. Due to COVID19 the Granby Fire Departmentsuspended their bi-monthly blood pressure-blood sugarscreenings.EEE: During an Eastern Equine Encephalitis (EEE) incidentduring the summer, the Board realized that the Town wasunderprepared with information and a plan to adequately protectour residents from this potentially fatal disease. Due to thepredicted, very active disease carrying mosquito season this pastyear, the Board recommended that the Town join the PioneerValley Mosquito Control District for the 2020 season. Allmember municipalities are required to appropriate 5,000 to thePVMCD in order to participate and receive mosquito testing. Apetition to join was approved at an annual town meeting.PVMCD provides mosquito control services to its currentmembership from municipalities in Franklin, Hampshire, andHampden counties under the direction of each membermunicipality. Fortunately, this past year’s drought conditionslimited mosquito breeding in the area.SMOKING: The Board continues to focus on protecting thepublic from the dangers of smoking and breathing second handsmoke. The Town is a member of a Mt. Tom Tobacco ControlCoalition that does vendor training and conducts tobaccoregulation enforcement checks to ban tobacco sales to youth. Inaddition, the State adopted sweeping new regulations controllingthe sale of vaping accessories and flavored tobacco products.LANDFILL: The Board continues to receive monitoring andinspection reports from Waste Management. In accordance with the lawsand regulations of the Commonwealth of Massachusetts, theBoard oversees the design of subsurface waste disposal systemsand soil percolation testing (310 CMR 15.000, Title V), theoperation of restaurants and retail food establishments (ArticleX), compliance with human habitation standards (Chapter II),and takes the lead in controlling many health issues facing ourresidents. Additionally, the Board supervises the Town’sAnimal and Plumbing Inspectors.The Board of Health is a member of the Hampshire EmergencyPreparedness Coalition. As part of the Hampshire Public HealthPreparedness Coalition, we seek to enhance preparednessplanning and response for public health. We pursue acoordinated, all hazards, cooperative public health strategy thatencourages our 19 member communities to combine enhancedregional and local planning, resource sharing, innovativetraining, and realistic, capabilities-based exercises to strengthenlocal communities.COVID-19: The pandemic caused by novel coronavirus(COVID-19) had a major impact on the activities of the Board ofHealth. Both the State and Town declared states of emergencyto help control the spread of the respiratory disease. TheGovernor of Massachusetts gave local boards of health primeresponsibility for enforcing procedures to limit the transmissionof the virus. To accomplish this, the Board enacted severalemergency regulations and established strong relationships withthe rest of Town government, the police and fire departments,and both the public schools and MacDuffie. In addition, theBoard used the services of the South Hadley Board of Health todo contact tracing for individuals exposed to the disease.Unfortunately, the Nation and State, as well as the Town,struggled with the lack of universal, public support of thescientific methods to control the spread of this deadly disease.Reports of Communicable Diseases to the Board ofHealth8

In 1804 began the first of a series of annexations from parts of the Town of Kingston. "Uptown" Kingston was incorporated. This was the first land lost by the Town. Then, in 1811 part of the Town of Saugerties was formed from the Town of Kingston. That same year the Town of Esopus was formed by taking part of the Town of Kingston.
