Monmouth County Police Academy 732-577-8710I am proud to announce a new initiative between the Monmouth CountyPolice Chiefs Association, the Monmouth County Fire Marshal and theMonmouth County EMS and Hazmat personnel.This initiative is a new innovative approach to training for all of our firstresponders, which include Police, Fire, Corrections, EMS and Hazmatpersonnel.Our STARS building also known as the Situational Training and RepsonseSimulator, located in Freehold, is a premiere facility that will be utilized byour public safety partners in Monmouth County and beyond.STARS includes a state of the art decision making and tactical firearmssimulator equipped with various types of scenarios.There is a domestic violence repsonse training area, correctional housingunit, K9 agility course and a school classroom area for active shooterincidents.On behalf of allour public safetypartners we thanktheMonmouthCounty Board ofChosen Freeholdersfor this initiative.It would not bepossiblewithouttheir commitmentand support of thisproject.We are confident that this exciting effort will help us address homelandsecurity issues, couterterrorism efforts and the public safety challengeswith which our first responders are faced as they maintain the safety andsecurity of our residents in the County of Monmouth.Sheriff Shaun Golden4

2019 Police TrainingCourse r you are looking to begin your law enforcement career or take it to the next level, the MonmouthCounty Police Academy has a full array of quality training programs to assist you. Today’s law enforcementofficer is the best trained and best equipped of any in history.Basic training programs are the first step formany individuals who attend the Academy.They provide more than a foundation andinitiation into law enforcement – they are arite of passage into an elite “fellowship” ofdedicated, professional and unselfish publicservants.Successful completion of a basic courserequires trainees to put forth maximum effortand tests whether they have what it takes tobe effective, professional law enforcementofficers. Basic training is not easy – it is notintended to be easy.In addition, the Academy is also a place for seasoned police officers to keep their skills contemporary by takingcourses that will help them advance in their careers.Not everyone has what it takes to become a law enforcement officer. If you have the desire, dedication andmotivation to overcome the challenges, upon successful completion of these courses you will feel a sense ofpride you will rarely, if ever, experience again.Thousands of officers have gone through this Academy. Monmouth County Police Academy 732-577-8710Mission StatementThe Monmouth County Police Academy is a Regional Law EnforcementTraining Academy operating under the direction of the Monmouth CountySheriff, and the Academy Board of Directors.The Monmouth County Police Academy is the only Police Academy in theState of New Jersey to receive the Gold Standard in Public Safety from theCommission on Accreditation for Law Enforcement Agencies (CALEA).The Monmouth County Police Academy offers basic recruit classes for manybranches of law enforcement; we offer a wide variety of in-service training tomeet the needs of the law enforcement community and prepare both recruits andseasoned officers to meet the challenges of today and tomorrow.Our mission is to provide the most knowledgeable, experienced staff to deliverthe latest in training and technology to our recruits and in-service clients in aprofessional manner.Professionalism, Character, Pride and Leadership are key words in our dailyactivities as we strive to develop and strengthen the mind and body of both therecruit and the veteran officer.2

www.MonmouthCountyPoliceAcademy.comHistory and Tradition of the Monmouth County Police AcademyRecognizing the need for professional, well-trained police officers, the Monmouth CountyBoard of Chosen Freeholders, in cooperation with the Monmouth County Police ChiefsAssociation and the Monmouth County Prosecutor, established the Monmouth CountyPolice Academy in 1963. The Police Academy opened at its current location in 1985 andbecame a division of the Monmouth County Sheriff’s Office in 2011.The Academy conducts basic training courses for regular police officers, Class II SpecialPolice Officers, Class I Special Police Officers, County Corrections Officers and CountyPark Rangers. The Academy also conducts and/or hosts in-service training courses forveteran law enforcement officers. Additionally, the Academy hosts outside instructorsand companies to provide the best national and international programs for the local lawenforcement community.The Monmouth County Police Academy prides itself in being recognized as one of thepremier regional law enforcement training facilities anywhere. Thousands of policeofficers from New Jersey and other states have undergone basic training, and in-servicetraining, at the Academy and have continued on to distinguish themselves with pride,professionalism and integrity during their respective careers.3

Monmouth County Police Academy 732-577-8710Emergency Contact Information: The Monmouth County Police Academy is located at 2000 Kozloski Roadin Freehold Township. The main phone number is 732-577-8710 and the faxnumber 732-577-8722. Incoming calls to Academy trainees should be restricted to emergencies(illness, accident, death, etc.). Emergency messages will be delivered to atrainee immediately. For basic courses, the Platoon Leader will check thebulletin board during the breaks and deliver the messages to the trainees. Important note: If a trainee needs to telephone the Academy to report anylateness, absence, emergency or other problem, and is not able to speakto someone in person, the trainee shall leave a message on the TrainingOfficer’s telephone answering system. The trainee shall then contact his/herSquad Leader or Platoon Leader who will ensure a personal notification to theAcademy at the earliest opportunity. In addition, the trainee shall contact his/her respective agency.Emergency ClosingsThere may be times when an emergency, such as severe weather, fire or a power failure,disrupts normal business operations of Monmouth County government. While the Countyof Monmouth has essential facilities and operations that operate around the clock, it mayon occasion be necessary to close or delay the opening of other non-essential offices andoperations.A closure, early closure or delayed opening may be implemented to provide additionaltime to facilitate the clearing of roads, parking lots and sidewalks for employee and publicaccess to County facilities.If County Administration makes a decision to close or to delay opening of County operations,applicable information will be posted on the County website, intranet and social mediaaccounts. Also, County Administration will ask local radio stations to announce the closing.4

Hours for the Basic Course for Police Officers willaccompany the application when issued.Online Registration and FeesRegistration for all courses is on a first-come, first-serve basis, so it is advantageous toregister for a course early. You must visit the website at:www.MonmouthCountyPoliceAcademy.com and click on the text titled“Online In-Service Course Registration” to enroll in classes. Registrations by phone or faxare no longer accepted.Registration fees for all in-service training courses are listed in this catalog and on thewebsite.Class Full NoticeOnce all seats in a particular class are full, a notice reading “CLASS FULL” will appearin red on the registration page. There is no way for the system to place anyone on awaiting list. If a class you are interested in is full, occasionally check the Academy’swebsite for possible cancellations.Cancellation PolicyDue to the high demand of the majority of the scheduled in-service training classes, it isthe policy of the Monmouth County Police Academy that any course cancellation mustbe at least 48 hours in advance of the course start date. This will allow us the opportunityto backfill any open seats. If a cancelation is requested with less than 48 hours or theregistered officer and/or agency is a no show, the sending agency may be invoiced forthe full training fee.Supervisor’s ApprovalYou must have your supervisor’s approval prior to registering for any in-service courses.To complete online registration, you must check the box which states you attest to thefact that you have received approval to attend the course for which you are registering.FBI coursesPrior to registering for an FBI course, please check the location where it will be conducted.Many FBI courses designate seats for Monmouth County, but the courses actually takesplace at another Academy. Please take the additional travel time into considerationprior to registering for these courses.5

Monmouth County Police Academy 732-577-8710Date changesBefore enrolling in a course, ensure that you are able to attend on the date listed on theAcademy’s website. In the event an issue arises that causes a change to the date of acourse after this catalog is published, the course date will be updated online only. Thecourse dates listed on the Academy’s online in-service course registration section arethe most up-to-date and accurate.Academy Entrance Requirements for Basic Courses Background check - As required for Police Recruits by the New Jersey PoliceTraining Commission, each trainee will have had a complete backgroundcheck, including a fingerprint check by the New Jersey State Police Bureau ofIdentification and the Federal Bureau of Investigation, for clearance to becomea law enforcement officer. A statement of affirmation that these requirementshave been complied with shall be submitted by the officer’s law enforcementagency to the Academy Director prior to the start of an officer’s Academytraining.Doctor certifications and applications - Each department must file with theAcademy prior to the start of the course:A certificate from a duly-licensed physician stating that the proposed trainee isphysically able to attend the course.A certificate from a duly licensed New Jersey psychiatrist or psychologistrecommending that the trainee is suitable to be a law enforcement officer.A completed application with an ID photo of the trainee. The photo is to be noless than 2” x 2” and have the trainee’s name across the bottom of the photo.Medical ClearanceThe Academy will no longer require that participants receive medical clearance priorto attending certain physically demanding in-service courses. It is strongly suggestedthat prior to attending any course that requires physical exertion, that the attendeeconsult his or her physician to ensure that they are healthy enough to participate insuch activities. A waiver form will be required in order to participate in these courses.Law Enforcement Officer CertificationCertification Requirements (N.J.A.C. 13:1-5.1) - A trainee shall be considered eligiblefor certification when, among other requirements, the Academy Director affirmsthat: The trainee has achieved the minimum requirements for examination grades asset forth in the Commission’s Written Examination Manual, the minimum qualifyingscore as set forth in the Commission’s Firearms Manual, and demonstrated anacceptable degree of proficiency in the subjects of defensive tactics and firstaid/first responder.6

www.MonmouthCountyPoliceAcademy.com The trainee has participated in no less than 90 percent of the total subject hoursin the curriculum that the Commission has approved for the course the trainee isattending.CertificatesCertificates of completion will be awarded on the last day of instruction to individualswho successfully completed the course. Certificates are printed using the informationthat was submitted during online course registration. Please ensure that yourinformation was entered correctly, and includes proper capitalization. The way it isentered online is the way your certificate will be printed.Accidents while on County PropertyIn any incident in which a person is injured or may have been injured while attendingan in-service course, a Monmouth County Incident Report must be completed withall necessary information. A copy must be placed in the Academy’s Incident File andthe original sent to the Insurance Department, Hall of Records.Academy GuidelinesTelephone Messages and Cell Phone EtiquetteMessages will be posted on the classroom door, to be picked up during breaks. Cellphones should be set to the silent mode or turned off during classes.SmokingSmoking is not permitted in the building. Designated smoking areas are identified.Cigarette butts shall be disposed of in the receptacles provided 25 feet from thebuilding.BreaksBreaks are given approximately every hour at the instructor’s discretion. Lunchbreaks are also given at the discretion of the instructor.Eating/Drinking/NewspapersEating and drinking are permitted only in the lounge area. Students are requiredto clean up after themselves. All garbage should be deposited in the receptaclesprovided. Newspapers and periodicals not related to the training program are notto be read during class.7

Ifyour absence is due to court, illness, etc., the Academy shall be notified. No certificatewill be issued if more than 10 percent of a class has been missed.Dress Code PolicyThe policy of the Monmouth County Police Academy is that all employees, instructors,andtrainees shall present a professional image in attire and appearance and shall wearauthorized clothing that is neat, clean, pressed and properly fitted. Therefore, thefollowing guidelines are adopted with regard to the In-Service Course Program:A. In-Service Training Course Attendees. Standard dress attire for all persons attendingcourses at the police academy or at a satellite location of the academy, to includeIn-Service Students and all persons attending college or University Courses, shall be asfollows:1. Male Attendeesa. Class A department uniform (uniform of the day)b. Business attire consisting of dress slacks, trousers, button down shirt, optional tie,belt, and dress type shoesc. Professional collared polo style shirt with dress slacks or trousers, belt, and dresstype shoes. Shirts must be tucked in.d. Sport jacket and trousers, and button down shirte. Business Suitf. Shoes, boots, closed-toed shoes in a leather or dress material are appropriateand should be clean and polished. Socks must be worn.2. Female Attendeesa. Class A department uniform (uniform of the day)b. Business attire consisting of dress slacks, button down shirt, belt, and dress typeshoesc. Professional collared polo style shirt with dress slacks or trousers, belt, and dresstype shoes. Shirts must be tucked in.d. Pants, slacks, blouse and/or sweatere. Persons Instructing or attending authorized programs at the academy, including, butnot limited to Monmouth County Sheriff’s Office Sheriff’s Youth Week and Citizen’sPolice Academy programs.3.
