Victoria Government Gazette G 34 26 August 2021 1815 ROAD MANAGEMENT PLAN In accordance with the Road Management Act, Darebin City Council proposes to amend its Road Management Plan and is seeking community feedback. The Road Management Plan outlines the principles, methods and systems used in managing Darebin’s road network. The plan: details the road management function under the control of Council; sets the relevant standards of how Council carries out road management function; sets the standards based on policy and operation objectives within the resources available; ensures the provision of a safe and efficient road network for users and the community; minimises road safety hazards and disruption to traffic. The purposes of a road management plan are having regard to the principal object of road management and the works and infrastructure management principles: to establish a management system for the road management functions of a road authority which is based on policy and operational objectives and available resources; to set the relevant standard in relation to the discharge of duties in the performance of those road management functions; to detail the management systems that Council proposes to implement in the discharge of its duty to inspect, maintain and repair those public roads for which Council is responsible. In summary, the internal review has proposed the following minor changes: Administrative changes to make the Road Management Plan easier to read. Inspection changes where officers will inspect bike lanes concurrently with other parts of the road assets. The addition of emergency works being carried out within 36 hours (e.g. flooding). Inspections including inspections for tree obstructions from private and Council-owned trees being added to the plan. Victoria Government Gazette G 34 26 August 2021 1819 NOTICE OF MAKING A LOCAL LAW: MEETING CONDUCT LOCAL LAW Notice is given that at a meeting of Latrobe City Council (Council) held on 2 August 2021, Council resolved to adopt a new Local Law titled ‘Local Law No. 1, Meeting Conduct Local Law’ (Local Law). Purpose of the Local Law The purposes of the Local Law are to: regulate the use of the Council’s Common Seal; establish offences in relation to misuse of Council’s Common Seal and conduct at Council meetings and Delegated Committee meetings. General purport of the Local Law The Local Law revokes Meeting Conduct Local Law No. 1 2020 and: Provides for the administration of Council’s Common Seal; Creates offences for: – misuse of Council’s Common Seal; – failure of a Councillor to withdraw an expression considered offensive or disorderly by the Chair; – failure of a person who is not a Councillor to leave a meeting on the Chair’s Order; – failure of a Councillor to leave a meeting on the Chair’s order or on Resolution of Council; – failure of any person to comply with a lawful direction of the Chair at a meeting; – the fraudulent signing of a petition or joint letter which is presented to Council or has the intention of being presented to Council by any person; – unauthorised recording or broadcasting of any part of a meeting.
