This Matoshree Gram Samridhi Shet Panand Road Scheme is being implemented in our state of Maharashtra through MNREGA and State Rohyo. Earlier applications were accepted under this scheme. Under this scheme, a grant of up

to Rs. 9 lakh is being given for construction of farm irrigation roads. The concept of this scheme is "I am rich then village is rich" and "Village is rich then my Maharashtra is rich". Overall, if rural people want to develop, there should be a good road to reach their farms. So farmers can get their produce on time and can transport the produce. Considering the decreasing availability of manpower in agriculture, the use of machinery has increased in agricultural work. Due to mechanization in agriculture, perennial fields are needed for sowing, intercropping, harvesting, threshing and other tasks, transporting machinery to the farm and transporting the produce to the market. It has been decided to implement 'Matoshri Gramsamruddhi Shet/Panand Road Scheme' in the state through Mahatma Gandhi National Rural Employment Guarantee Scheme to provide facilities to the farmers by constructing such roads. Since these roads are not included in the road scheme, it was decided to implement 'Palak Mantri Shet/Panand Road Scheme' in the state through a government decision dated 27th February 2018. This scheme has been amended from time to time. However, As the quality of the roads created through this scheme has not been fixed, the problem of road is not solved permanently even after the works of farm roads are done in many places. If there is more rain, such dirt roads are washed away and the situation returns to normal. With the aim of making every farmer and villager prosperous, the concept of 'I am prosperous then the village is prosperous' and 'The village is prosperous then my Maharashtra is prosperous' is being implemented in the state. Farmlands are as important to the prosperity of a village as highways connecting cities. The lack of watered roads restricts the movement of agricultural goods and thus farmers do not grow profitable crops. Therefore, implementation of 'Matoshree Gramsamruddhi Shet/Panand Roads Scheme' has been approved in the state to prepare farm/water roads of standard quality.

Under this scheme, strengthening of existing farm/water unpaved roads, Works such as making the road clear of encroachment and making the unpaved and paved road together can be taken up. All farm/water roads in the state will be constructed as per Public Works Department (Zilha Parishad and Govt.) standards. It will only vary in width as per space availability. However, the height of roads, size of gravel, thickness of gravel layer, drains for drainage on both sides of the road, plantation of trees on the side of the roads, quality test etc. will be of standard parameters. Supplementary skilled funds will be made available from state governments to maintain 60:40 unskilled-skilled expenditure ratio on each

road work. The programmed budgets will be prepared for constructing roads of proposed quality as per Public Works Department standards. In this, MNREGAskilled component, unskilled component State Rohyo- skilled component, the budget per kilometer of paved road with graveling is approximately 23 lakh 84 thousand and the budget per kilometer of paved road of Murma is approximately 9 lakh 76 thousand rupees. However the budget will change as the 'DSR' changes. Proceedings have been initiated to determine parameters for construction of farm/water road. In the meantime, the parameters prescribed by the Village Development Department for construction of rural roads will continue to be applicable. Clear instructions for construction of roads have been given in the government decision. Farm/Water Roads Gram Panchayat, Zilla Parishad Construction Department/Sub Division, Public Works Department/Sub Division, Where there is forest land, it will be created through the forest department. The Gram Panchayat will prepare the road plan with the approval of the Gram Sabha and submit it to the Group Development Officer by May 31. They will submit the list of farm/irrigation roads of all Gram Panchayats in the taluka to the Chief Executive Officer of the Zilla Parishad by June 15. After that Rohyo Secretary and Secretary to Gram Vikas Minister will send the list of plans of Gram Panchayats in all the states till 31st July and Gram Panchayat will approve the list of supplementary funds for farm/water road works by 15th August. Funds can also be made available through other schemes implemented at the district level to build roads. Roads are

referred to as development shares. The role of farmers in rural areas is important for the development of the village and the welfare of the farmers. Such roads can also boost agricultural development. That is why 'Matoshree Gramsamruddhi Shet/Panand Road Scheme' is going to be important. 2021-22 subject to the following terms and conditions. It is very important for the farmer to have a road to reach the field. When there is no road for agriculture, it is difficult to bring the crop to the market at the right time. Farmers suffer huge losses due to low market price. Therefore Matoshree Gram Samridhi Shet Panand Jati Yojana Matoshree Gram Samridhi Shet Panand Rasta Yojana will be very useful for the farmers. Matoshree Gram Samridhi Shet Panand Road Scheme Matoshree Gram Samridhi Shet Panand Rasta Yojana is starting soon. Matoshree Shet Rajya Yojana will be implemented under Mahatma Gandhi Employment Scheme. Many farmers in rural areas do not have access to their farms. Although the road is not well maintained. To get the right market value of the goods which have been handled after facing many crises, it is very important to deliver the goods to the market at the right time. Therefore, underlining the importance of road, it has been decided to start Matoshree Shet Rasta Yojana which is very important for agriculture. There is a great need for agricultural roads in Maharashtra. Although rainfed crops are economically viable, farmers do not consider cultivating such crops due to lack of roads. The lack of pucca roads to the fields becomes a major hindrance to the farmers in getting various crops and hence in the cabinet meeting it has been decided to build pucca roads to take the farmers to their fields for freight or other purposes.
