Horizon Europe Programme (HORIZON) - Work Programme 2021-2022Culture, creativity and inclusive societyIntroductionCluster 2, ‘Culture, Creativity and Inclusive Society’ aims to meet EU goals and priorities onenhancing democratic governance and citizens participation, on the safeguarding andpromotion of cultural heritage, and to respond to and shape multifaceted social, economic,technological and cultural transformations. Cluster 2 mobilises multidisciplinary expertiseof European social sciences and humanities for understanding fundamental contemporarytransformations of society, economy, politics and culture and providing evidence based policyoptions for a socially just and inclusive European green and digital recovery.The EU is strongly committed to the UN Sustainable Development Goals (SDGs), many ofwhich have an important impact on culture, creativity, and inclusive society, notably: SDG 1(No poverty), SDG 3 (Good Health and Well-being), SDG 4 (Quality Education), SDG 5(Gender Equality), SDG 8 (Decent Work and Economic Growth), SDG 10 (ReducedInequalities), SDG 11 (Sustainable Cities and Communities), SDG 12 (ResponsibleConsumption and Production), SDG 16 (Peace, Justice, and Strong Institutions), with theirspecific targets to achieve a better and more sustainable future for all.In Destination 1, actions will reinvigorate democratic governance and improve trust indemocratic institutions. They will help safeguard fundamental rights to empower active andinclusive citizenship. By doing so, they will also strengthen accountability, transparency,effectiveness and trustworthiness of rule of law-based institutions and policies. Activities willprotect liberties and the rule of law, and shield democracy from multidimensional threats. Theywill aim to expand political participation, social dialogue and social inclusion, civic engagementand gender equality.In Destination 2, activities will promote better access and engagement with cultural heritageand improve its protection, enhancement and restoration. Research and innovation will supportsustainable growth and job creation through the cultural and creative industries and contributeto integrate them into the European industrial policy as drivers for innovation andcompetitiveness.At the same time, through Destination 3, actions will help tackle social, economic and politicalinequalities, support human capital development and contribute to a comprehensive Europeanstrategy for inclusive growth. This also involves understanding and responding to the impactsof technological advancements and economic interconnectedness with a view to socialresilience.The Cluster will support EU migration and mobility policies, both internal and external, whileaiming to promote integration. Finally and equally importantly, the Cluster will addresssocietal impacts of the coronavirus pandemic in all its Destinations with the objective tobetter understand and overcome the current crisis, increase societal resilience and counterfuture crises of the kind.In line with Article 6a (point 5a) of the Horizon Europe Regulation, complementarities andsynergies with other relevant Union programmes will be sought, for cluster 2 in particularPart 5 - Page 5 of 111

Horizon Europe Programme (HORIZON) - Work Programme 2021-2022Culture, creativity and inclusive societywith regard to the take-up of research results and innovative solutions developed underHorizon Europe via the following programmes:Creative Europe: to improve safeguarding and valorisation of cultural heritage andfurther support the cultural and creative sector, Creative Europe can help pool MemberStates’ resources in order to apply the latest technologies, stimulate new scientific approachesand boost innovation potential stemming from Horizon Europe.Erasmus : it supports efforts to efficiently use the potential of Europe’s talent andsocial assets in a lifelong learning perspective throughout the education, training and youthfields. It promotes measures for the inclusion of people with disadvantaged backgrounds,including newly arrived migrants, and supports skills development and active citizenship,encouraging young people to engage and learn to participate in civic society and democraticlife, raising awareness about EU values, including via online platforms and tools for virtualcooperation. As regards cluster 2, Erasmus could benefit for instance from the use ofinnovative practices for migrant integration in education, up-take of innovative methods forcitizen engagement and education for fostering EU values and democracy stemming fromHorizon Europe.Neighbourhood, Development and International Cooperation Instrument: it willamong others support and consolidate democracy, rule of law and human rights, support civilsociety organisations outside the EU, further stability and peace and address other globalchallenges including migration and mobility. The actions can benefit from drawing on thefindings in H2020 and Horizon Europe projects regarding trust in governance, tacklingdisinformation, and active citizenship.Digital Europe Programme (DEP): while Horizon Europe supports research anddevelopment of digital technologies, DEP supports the wide uptake and deployment ofinnovative digital solutions, areas of public interest (incl. public administration, justice andeducation), e.g. by setting up and making accessible Europe-wide data spaces and platforms,and providing SMEs and public administrations access to the latest digital technologies, incl.via Digital Innovation Hubs. Priority actions for the first two years of DEP include “Saferinternet for kids”, a “Platform for combating disinformation”, support the EU languagetechnology industry in developing and deploying latest AI-based technologies in all EUlanguages, the EU digital platform for cultural heritage (Europeana), supporting digitaltransformation of cultural heritage institutions.Reform Support Programme: When supporting the efforts of the national authoritiesin improving their administrative capacity to design, develop and implement reforms, thetechnical support instrument of the Reform Support Programme can benefit from the goodpractices, innovative processes and methodologies identified or developed in H2020 andHorizon Europe projects, and get access to the expertise in research bodies in H2020 andHorizon Europe projects.Justice, Rights and Values Fund: the Rights and Values programme can, in its supportto civil society organisations for encouraging and facilitating active participation in thePart 5 - Page 6 of 111

Member States andregions can use the ESF to mainstream and upscale innovative technologies and solutions inthe areas of employment, social inclusion, education and training, including successful modelsand practices developed under Horizon 2020 and Horizon Europe. In addition, the ESF cansupport operations and researchers granted a Seal of Excellence under Horizon Europe.European Regional Development Fund (ERDF): it focuses both on support tobuilding R&I capacities, R&I projects within national and regional Smart SpecialisationStrategies, and on the take-up of results and the rolling out of novel technologies stemmingfrom H2020 and Horizon Europe (including relating to CCI and cultural heritage preservationan
