Special Education Teaching Certificate GuidelineCertification requirementsA person may qualify for an Special Education Teaching Certificate where the person1. Holds a valid Manitoba Professional Teaching certificate.2. Has a minimum of two (2) years approved Manitoba or Canadian teachingexperience while holding a valid Manitoba Permanent Professional TeachingCertificate or an approved teaching certificate issued by a jurisdiction outside ofManitoba, and3. Completes one of the following two options:Option 1: Complete an approved thirty (30) credit hour Post-BaccalaureateDiploma or Master of Education degree with a focus in special education offered bya faculty of education that includes:i.Eighteen (18) credit hours of core university course work. Only courses listedwithin the “Core Requirements” sections of this guideline will be consideredapproved core course work.ii.Twelve (12) credit hours of elective university course work in related topics. Onlycourses listed within the “Elective Requirements” sections of this guideline will beconsidered approved elective course work.Conferring a diploma or degree may entitle you to a salary reclassification.Option 2: Complete a combination of course work and professional developmentthat includes:i.Eighteen (18) credit hours of core university course work. Only courses listedwithin the “Core Requirements” sections of this guideline will be consideredapproved core course work.ii.The equivalent of twelve (12) credit hours in a combination of professionaldevelopment and elective university course work in related topics. Only courseslisted within the “Elective Requirements” sections of this guideline will beconsidered approved elective course work.Only professional development activities with a reference number indicating priorapproval by Manitoba Education will be accepted. Certificates of completion arerequired as part of the documentation for the certificate application. Twenty (20)contact hours of approved professional development in special education relatedtopics is equivalent to one (1) hour towards electives.2

Requirements for Academic Credentials Completed Outside ManitobaA post-baccalaureate program or Master of Education with a focus in special educationoffered by a faculty of education at a recognized institution outside of Manitoba mustinclude:1. A minimum of thirty (30) credit hours;2. A minimum of eighteen (18) credit hours in at least four (4) of the following areas:i.Introduction to Special Educationii.Assessment in Special Educationiii.Instruction in Special Educationiv.Exceptional Childrenv.Behavioural Disorders3. A minimum of twelve (12) credit hours of elective university course work in relatedtopics.Special Education Coordinator Certificate RequirementsA person wishing to qualify for a Special Education Coordinator Certificate must:1. Hold a valid Manitoba Special Education Teaching certificate, and2. Have completed five (5) years approved experience in two or more or the followingarea:a. Resource or special class teaching, or both,b. Approved clinical or special agency work at a professional level such aspsychology, reading, social work, speech and hearing, and schoolcounselling,c. Consultative or supervisory experience such as school administrator ordepartment head.3. An official statement from a current and/or former employer (s) verifying thecompletion of a minimum of five (5) years experience in at least two of the aboveprofessional areas of responsibility.3
