WTCS QRP SCORECARD ANALYSIS WORKSHEETProgram:Automotive Maintenance Technician 31-404-3Target AnalysisIndicatorActualThresholdTargetF200Second YearRetentionI300JobPlacement st Practice or Innovation – Describe and include how this has contributed to your highactual results for this indicator.Retention has been good because of the following factors. Students are employable within3 semesters, they graduate from a NATEF certified program and receive instruction fromqualified, experienced instructors.Course completion is good based on the C200 indicator and the graduation rate.Threshold AnalysisIndicatorActualThresholdTargetF651One tential Action – Describe what action(s) could possibly be taken to improve thisindicator and why it might work. The program is at 0% because it is a 3 semester program and the state recognizes only 1and 2 year programs. The following steps could be taken to attempt to gather more follow up information ongraduates (1) a member of Student Services could address graduates to emphasis theimportance of returning the graduate survey. (2) Remind students to update their contactinformation with the school once they move. (3) Explore using text messaging to remindstudents to watch for and to return the graduate survey. (4) Tie some type of reward toreturning the survey.Currently exceeding expectation, but could look at ways to ensure students completegeneral studies courses. This could be done by core instructors emphasizing theimportance of general studies courses to future success in the workplace and in life. Also, implementing a bridge component for general studies courses or establishing a line ofcommunication between program instructors, general studies instructors, and the studentmight make students more accountable.Page 41

WTCS PERKINS SCORECARD ANALYSIS WORKSHEETProgram:Automotive Maintenance Technician 31-404-3IndicatorActualBenchmark1P1Technical CourseCompletion88.3382.221P2Academic(General 28Not met(X)What practices might be causing this performance and what potential actions could betaken to improve this score?Students like the 3 semester format which is focused on core courses. They also like that theprogram is NATEF certified, therefore nationally recognized and that instructors maintainand add to their certifications. Most students in the program are hands-on, tactile learners.x1P2 is below benchmark. Solutions may include: (1) Core instructors emphasizingimportance of general studies courses and possibly adding a bridge component wheregeneral studies instructors work in the classroom with core instructors on specific courses.(2) More defined communication between core instructors, general studies instructors andthe student.2P1 exceeds the benchmark. Students like that they are employable after three semesterswhich is due to the emphasis on core courses. The program’s NATEF certification as well asinstruction by qualified instructors improves retention and leads to high completion rate.xMost students complete within 3 semesters. There would be a limited number of studentsleaving and returning to complete at a later time.Page 42

2P1 3P166.7875.58xThis is a good indicator that students are completing in 3 semesters. Students are employablewithin 3 semesters, graduate from a NATEF certified program and receive instruction fromqualified, experienced instructors.4P1 Placement(6-month survey)86.8790.41xGraduate survey may be skewed due to a number of factors. Instructors need to look for waysto emphasis to graduates the importance of returning the survey. Having a member ofstudent services talk to graduates, near their graduation date, to explain the use andimportance of the survey may help. Also, reminding graduates to update their contactinformation after a move. Explore the use of text messaging as a reminder that the survey is inthe mail. Or, possibly providing a give-away as a reward for returning the survey.Page 43

ACADEMIC PROGRAM IMPROVEMENT PLANPROGRAM: Automotive Maintenance Technician 31-404-3Defined Outcome:Increase enrollments for the programQRPIndicator #PerkinsIndicator #ResponsibilityTimelineResourcesAction Plan/Action Items:Raise enrollment caps for the Superior CampusInstructorsFall 2015 andongoingInternal andexternal resourcesPromote the program as one program at 2 locations so students have an option whereattending.InstructorsSummer 2014InternalUpdate webpages to reflect new tool lists and standardize these for both locations.Marketing peopleand also AutomotiveInstructorsOngoingConnect with area HS instructors and counselors to promote program.Work with Campus marketing person to develop a flyer to be placed in the high school tomake it readily available for students if interested in the Automotive Program.Promote the Automotive Program by actively being involved in Campus expos and alsocareer events on Campus. As availability allows, at off campus events too.Incorporate a strategic marketing program between the Superior and Rice Lake campus.(Facebook page, YouTube videos, etc)Page 49

Increase enrollment by promoting transferability from other colleges to WITC and evaluatingthese students on a timely basis and slotting them into the current automotive program.Counselors,Instructors andDeansAugust 2015Keep track of the amount of students through counselors wanting to transfer to theAutomotive Program but did not get into the program for reasons unknown.Counselors,Instructors andDeansSpring Semesterinto Fall 2015Work with students transferring in from other colleges to place them in Auto Maintenanceprogram.Work with the college Counselors and Student Service staff to identify and capture studentswho could be successful in the program, despite of failing the entrance exam. (Form taskforce to include Dean of Students, Divisional Dean, Counselors and the AutomotiveInstructors) Establish an acceptable benchmark for students entering a program. Thenassist these students with a mentor to help success rates.Page 50OngoingDean of Students,Counselors,Instructors andDeansFebruary, 2015Internal

Update: (A mid-year and year-end update will be required each year during implementation.)June 2015:Raised the enrollments for both Superior and Rice Lake. Rice Lake added an additional 2 slots for students and we will be hiring a teacher’s assistant becauseof increased enrollment. Several high school contacts were made throughout the year within the Tech Ed department. No flyer was made because collegewide marketing stratagies have changed. A local flyer was developed for all the trade programs at the Rice Lake campus and promoted as a group to highschools. Both programs are promoted as one especially through credit transferability and scheduling. We also have developed a standard tool list which islocated on the webpage and we are moving forward with functional abilities to meet ADA standards for the program and these will also be located on theweb. Much progress has moved forward for any student who has not met the entrance exam scores for them to be admitted into the program in addressingwhat needs to take place for their remedial education for them to be successful. There is a pilot program in IT which will standardize the process for openenrollment college-wide.February 2016:Instructors are trying to bridge the gap between students contacted and those which have applied to the program especially in the Superior area. Instructorswant to be able to have the names of students who have applied. This started last semester and a total of 3 students were admitted to the program whichwould have been overlooked. Marketing materials were ordered through the Trade administrative account so when presentations are delivered at area highschools they will now have a hat and a screwdriver with WITC’s name on it and the Automotive program name with the web page as well. Rice Lake’s willdelivered to them this week, and Superior already has their’s ready for students.June 2016:Progress has been made on developing the courses which students can take in the program when falling short of passing the Accuplacer Placement exam.Basically, once the students skills have been upgrade, students will be able to enroll in any of the first semester courses in the Automotive MaintenanceProgram. Implementation for the diploma level programs will be in fall of 2017.January 2017:Implemented for fall of 2017 is an open enrollment process for all technical diplomas. Students will be accepted into the program at college minimumrequirements. In addition, the program has undergone a significant program modification. The Rice Lake campus will offer a two year technical diploma, while the Superior campus will offer a one year program- a technical diploma embedded in the two year “parent” program. With this modification comes aname change or both programs. The program is now the Automotive Technician program, while the embedded technical diploma is the Automotive ServiceTechnician. In addition, there is a second embedded technical diploma, the Automotove Maintenance and Light Repair Technician. This is comprised of thefirst semester core classes . This will be promoted as a High School Academy, if we are successful- at the Superior Campus only.Page 51

ACADEMIC PROGRAM IMPROVEMENT PLANPROGRAM: Automotive Maintenance Technician 31-404-3Defined Outcome:Update all WITC collegewide/program documents tomeet NATEF standards for 2016 onsite visit at Superiorand Rice Lake.QRPIndicator #PerkinsIndicator #Action Plan/Action Items:Update performance standards for course competencies that meet new NATEFrequirements for re-certification.Changes would reflect certification change from Master Automobile Service Technology toAutomobile Service Technology standards as discussed and recommended by advisorycommittee members.Update catalog pages to include any revised program outcomes which may be as a result ofNATEF updates.Update and correct all course outcome summaries in accordance with NATEF updates andNATEF Performance Tasks.Page 52ResponsibilityTimelineResourcesInstructors and DeanApril 2016 butthis is ongoing inthe program.NATEF GUIDELINEDOCUMENTSummer 2015 wewill be meetingtwice to updatedocuments whichwill be needed bythe onsite ETLteam.

Update: (A mid-year and year-end update will be required each year during implementation.)June 2015:Standards have been updated in the program to meet NATEF requirements. The onsite third party accreditation will take place during the spring semester of2016. All NATEF documents have to be received six months prior to this onsite evaluation. If this standard is not met then we have to go through the fullaccreditation process just as if we had not received NATEF certification.February 2016:All documents were updated for the NATEF on-site evaluation and we will be doing these updates right up until we have the on-site evaluation as thingschange. Rice Lake’s on-site evaluation is scheduled for Tuesday March 1st with Superior’s scheduled for Tuesday April 5th. Documents will be forwarded toBecka to be added to this document once both locations have been through this on-site NATEF evaluation.June 2016:NATEF onsite evaluations have all been completed at both Superior and Rice Lake. Both sites have been accredited for another 5 years, with a self studyhaving to be done and submitted at the 2.5 year interval.January 2017:We anticipate there will need to be some minor tweaks to accommodate the changes in the program. We don’t believe it will jeopardize our NATEFaccreditation.Page 53

ACADEMIC PROGRAM IMPROVEMENT PLANPROGRAM: Automotive Maintenance Technician 31-404-3Defined Outcome:NATEF recommended facility improvement at Rice Lakeand Superior in accordance with NATEF self-study.QRPIndicator #PerkinsIndicator #ResponsibilityAction Plan/Action Items:The VP of Academics is working with an outside funding source to secure funding for abuilding project for several programs. Superior Auto being one of the programs included.Any expansion which would be implemented for Automotive, we would use the NATEFreport from the onsite visit as a guideline along with the college’s facility planning guidelineand plan for that campus.Any Rice Lake building improvements would go through the regular planning process foradditions and remodeling using the NATEF guidelines for lab standards.Page 54Instructors to meetwith VP and submitplans. Update: (A mid-year and year-end update will be required each year during implementation.)June 2015:External funding source is still being looked at for Superior. Rice Lake Automotive is in the plan for a major remodeling for 2016 along with CNC, Welding, andCollision.Feb 2016:Bids have currently been submitted for the trades area in Superior. Current student enrollment does not allow for any expansion to take place howeverremodeling is underway with bids being accepted. There will be a new location for the classroom/lecture in regard to Automotive. Both instructors were partof the design change for that area on the Superior Campus and provided input for this remodel project.Rice Lake’s project has been moved back one year but will be part of the 2nd phase of the remodel project. Improvements to tool storage has been addressedand a shared computer lab shared by the Automotine students and the CNC students along with new epoxy floors, lighting and paint for the Automotive areawill be completed.June 2016:The building project is underway and the Automotive Program will be relocating their classroom as part of the remodel. Instructors were part of the planningprocess for this decision.January 2017:Superior has a beautiful new classroom and will get this summer, through the planning process, new lockers in the shop as well as new paint and an update ofthe door and display area outside the door. Rice Lake’s project is underway and will be completed next summer.Page 55
