It prescribes the Security Identification BadgeSystem authorized and directed or use in the NationalSecurity Agency. As prescribed in the NSA SecurityManual, these instructions delineate the details ofidentification control within NSA and provide for thereciprocal integration with the NSA sys em of the identification control system of the Army Security Agency andthe Naval Security Station.SECTION II - DESCRIPTION OF THE NSA BADGE1. General - The NSA ident .fication badge, exceptas otherwise described herein, will be of laminatedplastic with metal thread interwoven. It will have adistinctive NSA insert containin an individual serialnumber, a head photograph 2" x 22" in size, and, exceptas noted below, a 2!11 x 3/4" color .field. Design - In each NfA badge, the color field willgenerally represent the staff division or office to whichthe wea er is assigned. To indicate assignment, a number co e in accordance with organizational segment designation will be superimposed on the color :teld. Types - There will be four general types or NSA7'dges as follows:. ,a.Cleared (or interim-cleared) photo badge.·b.Uncleared photo badge.c.Cleared (or interim-cleared) non-photo badge.d.Uncleared non-photo badge.4. Classification and authorized use. The NSAbadge is unclassified. However, its display, except asnoted below, is authorized only for purposes of entryand exit to and from NSA spaces and while present withinN A spaces.In an emergency the badge may be used bycivilian employees for personal identification; it willnot be so used by military personnel. It will allow access to theNSA School only.Visitor Badge: A basic NSA badgeInsert (no plioto space) with thewords "Visitor" and "Must Have Escort"printed thereon. The "Visitor" badgewill be issued to authorized unclearbd i itors, to authorized visitors1whoseclearance status is less thancryptographic, and to authorizedvisitors whose clearance status has/ not been determined. This badge willalso be issued to authorized truckdrivers, vendors, off-station repairmen, and to . wearers of unclearedbadges (photo or non-photo) who "lose"or 11 f'orget 11 their badges. (See SectionV for Lost or Forgotten badge procedure.)(2)SECTION III - CUSTODYPersons employed by NSA or assigned to duty withNSA, and personnel of associated activities, whoseofficial duties require continuing or frequent accessto NSA spaces, may reta:i.n custody of' their respectiveNSA badges during all times of' such employment o dutyexcept for periods of absence in excess of thirty (30)days. In the event of' such absence, the badge shall besurrendered to the Chier, Physical Security Branch, atone of the following points:a. Naval Security Stabion - BadgeRoom B-07.1036,Roo ,Bldg. 17,b.Arlinston Hall Station - Security Office, Room1044, "A" P.ldg.c.NSA School - Gatehouse"B" Bldg., or RoomSECTION IV - CONTROL1. The manufacture, issue, and control of NSA identification badges is the responsibility of the Chief, Security Division.RESTRICTED

It is the responsibili ty of the NSA official in charge of an activity to\, determine wh ther or not an operational nee exists for'an individual wearing one type of cleared badge to haveaccess to spaces and classified matter not ormallyaccessible to him.3. Access of uncleared personnel to NSA spaces islimited to UNRESTRICTED areas, to include restrooms andcafeterias. Uncleared personnel will be admitted toother NSA spaces only under escort and then, only whenan operational or administrative need for such admissionhas been determined by competent authority.4.All NSA non-photo badges (cleared or uncleared),specifically designated conference badge , willbe turned i by the wearers upon departure from-therespective stations. At the Naval Security Station theywill be turned in at the gate-houRe. At Prlington HallStation badges issued to NSA employees will be turned inat whichever gate is used for departure. Badges issuedto visitors will always be turned in at the main gate(Arlington Boulevard) upon departure of the visitor. Atthe NSA School badges will be turned in at the gatehouse. xceptSECTION V - REPLACEMENT OR REISSUANCE OF BADGES1. Badges will be replaced or reissued for thefollowing reasons: When they are broken or mutilated,when transfers are effected which require changes incolor field and/or n'lllllerical designator, or when badgesare lost and not recovered within a period of ten daysoit more.2. The responsibility for reporting lost badgesand for requesting replacement of mutilated baq.ges restswith the individual and will be accomplished by means ofNSA Form No. 858.3. The responslbility for requesting replacementof badges because of reassignment rests with the Chiefof the branch to which the individual is being reassigned.1t will be accomplished by means of NSA Form No. 858.4. In the case of a lost badge, until such time asit is recovered or a period of ten (10) days has elapsedRESTRICTED
