1Introducing Edexcel NVQs/Competence-based qualificationsWhat are NVQs/Competence-based qualifications?National Vocational Qualifications (NVQs)/Competence-based qualifications are workbased qualifications that give learners the opportunity to develop and demonstratetheir competence in the area of work or job role to which the qualification relates.NVQs/Competence-based qualifications are based on recognised occupationalstandards for the appropriate sector. Occupational Standards define what employees,or potential employees, must be able to do and know, and how well they shouldundertake work tasks and work roles. These standards are written in broad terms toenable employers and providers to apply them to a wide range of relatedoccupational areas.NVQs/Competence-based qualifications are outcomes-based with no fixed learningprogramme, therefore allowing flexible delivery to meet the individual learner’sneeds. At Level 2 and above, these qualifications are recognised as approved trainingand development for employees who have been in the workplace for some time. Thequalifications are also a way of inducting, training and developing new entrants intothe workplace. Qualifications at Level 1 can be used in Traineeships, which enablesprogression to entry level employment or to Apprenticeship programmes.Learners will work towards their qualification in the workplace or in settings thatreplicate the working environment as specified in the assessment requirements.Colleges, training centres and/or employers can offer these qualifications as long asthey have access to appropriate physical and human resources and have thenecessary quality assurance systems in place.Sizes of NVQs/Competence-based qualificationsFor all regulated qualifications, Pearson specifies a total estimated number of hoursthat learners will require to complete and show achievement for the qualification –this is the Total Qualification Time (TQT). The TQT value indicates the size of aqualification.Within the TQT, Pearson identifies the number of Guided Learning Hours (GLH) thatwe estimate a centre delivering the qualification might provide. Guided learningmeans activities, such as lessons, tutorials, online instruction, supervised study andgiving feedback on performance, that directly involve tutors and assessors in teaching,supervising and invigilating learners. The Education and Skills Funding Agency(ESFA) also publishes a list of the qualifications eligiblefor the 19–23 Level 2 and Level 3 legal entitlement, anda list of the qualifications eligible for 19 advancedlearner loans.Centres will need to use the Qualification Number (QN) when they seek publicfunding for their learners.
