How to fill in the CMR consignmentnote (IRU model 2007)With the intention of harmonisingand simplifying international roadtransport, the IRU developed amodel of the CMR consignmentnote, the first version of which wasissued in 1976. In order to take intoaccount the advances in the field oftransport and to use the learninggathered of over 30 years ofexperience in the use of the firstmodel of the consignment note,the IRU has revised the 1976 modeland issued a new model in 2007.This current document is meant forcarriers who intend to use the newCMR consignment note. It describeshow this model should be filled in bythe carrier or his/her partners, so asto best protect his rights and interests.iru.org

IRU3How to fill in the CMR consignment note (IRU model 2007)The consignment note is printed in four copies ofdifferent colours: red : copy for the consignorblue : copy for the consignee (this copyaccompanies the goods throughout the entiretransport)green: copy for the carrierblack: copy reserved for administrative proceduresAll copies of the consignment note must be filled out inthe same way. It is possible that at the time theconsignment note is established, certain data will beunknown (for example: information concerningsuccessive carriers). This data can be added later in theavailable copies.The number of the CMR consignment note appears intwo places: at the top right of the page and at the bottomleft of the page.The country in which the consignment note was issued isalso indicated at the top of the page (Pays/Country).It is recommended to fill in the boxes as follows:Box 1 Name and complete address of the consignor ofthe goodsBox 2 Name and complete address of the consignee ofthe goodsBox 3 Place and date when the goods are taken intocharge by the carrier. It is recommended that the carrierindicate the hour of arrival of the vehicle at the place ofloading and the hour of departure. These annotationsare useful in the event that the vehicle remains standingover a period of time due to the consignor of the goods,so as to enable the carrier to obtain remuneration.Box 4 The foreseen place of delivery of the goods. It isrecommended to ask the consignor to indicate theopening hours of the warehouse or depot where thedelivery will take place. This mention will avoid thecarrier having an expensive and unnecessary wait if hearrived outside of opening hours.Box 5 Particular instructions of the consignor. Ifnecessary, the consignor is expected to indicateinstructions that could affect the transport, such as theinstructions concerning Customs procedures, the ban ontranshipment of the goods, insurance of the goods orany other instruction he deems useful.Box 6 Name and complete address of the carrier, otherreferences if applicable.Box 7 Successive carrier(s). This box is intended for theeventuality that the transport is carried out by severalcarriers who carry out the voyage successively.This box, if applicable, should be filled in at the momentwhen the successive carrier takes the goods into charge– these indications will be noted at least on theconsignment note intended for the consignee (secondcopy) and on the copy intended for administrativeprocedures).If it is foreseen that the transport be carried out byseveral successive carriers, it is important that the copyof the consignment note intended for the consignee hasat least a record of the carrier who will deliver the goods.The successive carrier must date and sign the box(“goods received and accepted”, “date” sections). Herehe can also indicate the reservations concerning thenumber of packages, their identifying marks andnumbers, the apparent state of the goods and theirpackaging at the time of taking into charge. If there is alack of space, the reservations can be written elsewhere(for example on the back of the consignment note), but aclear indication on the consignment note should statethat reservations were made, and these should bevalidated by the carrier who carried out the part of thetransport preceding the taking into charge by thesuccessive carrier.Box 8 Reservations and observations of the carrier atthe time of taking the goods into charge, such as thenumber of packages, their identifying marks andnumbers and their packaging. These reservations mustbe validated by the consignor if they are to be valid.Box 9 List of the documents handed by the consignor tothe carrier (for example: loading list, certificates of originof the goods etc.).Boxes 10-15 correspond to the usual description of thetransported goods, including, if applicable, specialindications concerning dangerous goods.Box 16 Particular agreements between the consignorand the carrier such as the declared value of the goodsand the amount representing special interest at time ofdelivery, the agreed time limit within which the transportmust be carried out, the possibility of using open nonsheeted vehicles, the use of palettes, the record of theperson responsible for loading, stowing and unloading,the admission of the transport onto a ferry, theapplicable jurisdiction or any other indication deemed tobe useful by the parties to the transport contract.

If the carrier is notcapable or if he judges it irrelevant to indicate the exactamount of the payments due, he is strongly advised to atleast indicate the party responsible for the payment inorder to avoid future discussions in this respect.Box 21 Place and date of the establishment of theconsignment noteBox 18 Other useful indications: the parties may addany indication of use to other parties or to the competentauthorities. This could be the license plate number of thevehicle, load capacity, the net weight of the goods, thenumber of the TIR Carnet or any other Customsdocument used during the transport etc.Box 24 Signature and stamp of the consigneeconfirming delivery of the goods, indicating the place,the date and particularly quoting the time of arrival of thevehicle at the place of delivery and subsequentdeparture following the unloading. These remarks areuseful in the case where the vehicle remains standingdue to the consignee of the goods, in order to, ifnecessary, remunerate the carrier.Box 19 The indication of the amount of reimbursementtransferred by the consignee and to be received by thecarrier at the time of the delivery of the goods. Warning:in accordance with the CMR Convention (Article 21), thecarrier is bound to remunerate the consignor for theexact amount of the reimbursement if the goods weredelivered to the consignee without the saidreimbursement being settled at delivery.Box 20 (already filled in): obligatory reference reflectingthe prevalent value of the provisions of the CMRConventionBox 22 Signature or stamp of the consignor (choice leftto the consignor)Box 23 Signature or stamp of the carrier (choice left tothe carrier)The consignment note also has at the bottom of thepage a “Non-Contractual Part” field, reserved for theuse of the carrier (for example: Customs offices used,distances covered, etc., i.e. records that do not entailcontractual obligations for the concerned carrier).
