Winneshiek County Law Enforcement OfficersMinimum QualificationsGeneral requirements for law enforcement officers as set by the State of Iowa and theWinneshiek County Service Commission. In no case shall any person hereafter be selected orappointed as a law enforcement officer unless such person: Is a citizen of the United States, a resident of Iowa and resides in Winneshiek County within sixmonths of hire. Has reached his or her eighteenth birthday at the time of his or her appointment. Has a valid driver's or chauffeur's license issued by the State of Iowa. Is not addicted to drugs or alcohol. (Drug and alcohol testing is required.) Is of good moral character as determined by a thorough background investigation including afingerprint search conducted of local, state and national fingerprint files and has not beenconvicted of a felony or a crime involving moral turpitude. Moral turpitude is defined as anact of baseness, vileness, or depravity in the private and social duties which a person owesto another person, or to society in general, contrary to the accepted and customary rule ofright and duty between person and person. It is conduct that is contrary to justice, honesty or goodmorals.The following nonexclusive list of acts have been held by the courts to involve moralturpitude: income tax evasion, perjury, or its subornation, theft, indecent exposure, sex crimes,conspiracy to commit a crime, defrauding the government and illegal drug sales. Variousfactors, however, may cause an offense, which is regarded as such. For example, a record of anumber of convictions for simple assault would involve moral turpitude, whereas a singular actwould not.When the hiring authority is prohibited from receiving criminal history data as specifiedunder Chapter 692, the Iowa Code, then the fingerprints will be taken by a police departmentunder civil service, a sheriff's department or a state law enforcement agency. Has successfully passed the physical agility test developed by the Iowa Law Enforcement Academy. Is not by reason of conscience or belief opposed to the use of force, when necessary to fulfill his orher duties. Is a high school graduate with a diploma, or possesses an equivalency certificate, which meets theminimum score required by the state of Iowa as determined by the state department of publicinstruction. Has an uncorrected vision of not less than 20/100 in both eyes, corrected to 20/20 and normal colorvision. Normal color vision, as determined by the American Optical Company, Psuedo-IsochromaticPlates test, requires correct identification often out of the fourteen plates. Has normal hearing in each ear. Hearing is considered normal when, tested by an audiometer,hearing sensitivity thresholds are within 25 db measured at 100 Hz and 300U Hz averaged together. Is examined by a licensed physician or surgeon and meets the physical requirements necessary tofulfill the responsibilities of a law enforcement officer.Has performed satisfactorily in a pre-employment written examination. Has completed 60 semester hours of education at an accredited college prior to being employed, or acertified peace officer.

3.1 MINUTE PUSH UP TEST1.5 MILE RUNThis test requires pushing one’s own weight off the floor. Thismeasures the amount of force the upper body can generate and isan important area of performing police tasks requiring upper bodystrength. The score is calculated by the number of pushupsperformed in one minute. The body is supported by the handsand feet touching the ground, with legs straight and off the ground.The chest must come down and touch a fist placed under theindividual’s chest, then the arms must go to full extension tocomplete a push up.4.This is a timed run to measure the heart and vascular system’scapability to transport oxygen. It is an important area ofperforming police tasks involving stamina and endurance and tominimize the risk of cardiovascular problems. The score is inminutes and seconds.What are the standards? The actual performance requirement for each test is based uponnorms from a national population sample. The applicant must pass every test.1.How does one prepare for the test?Preparing for the sit and reach test.Performing sitting types of stretching exercises daily will increasethis area. There are two recommended exercises.Sit and reach. Do 5 repetitions of the exercise. Sit on the groundwith legs straight. Slowly extend forward at the waist and extendthe fingertips toward the toes (keeping legs straight). Hold for 10seconds.Preparing for the sit up test.Towel stretch. Sit on the ground with legs straight. Wrap a towelaround the feet holding each end with each hand. Lean forwardand pull gently on the towel extending the torso toward the toes.2.Preparing for the push up test.The progressive routine is to do as many bent leg sit ups (handsmust remain on or about the head) as possible in 1 minute. Take 60% of that poundage. This willbe the training weight. One should be able to do 8-10 repetitionsof that weight. PREFACEThe Iowa Law Enforcement Academy Council, inrecognizing the importance of physical fitness status forjob performance, established this physical test regimenas a pre-employment standard effective February 15,1993.No person can be selected or appointed as a lawenforcement officer without first successfully passing allof the elements of this test. (See 501 IAC 2.1, adoptedpursuant to Section 80B.11(5), Code of Iowa.)Upon entry into the Academy every candidate will begiven the same test as an assessment for trainingpurposes and to ensure that each recruit can undergo thephysical demands of the Academy without undue risk ofinjury, and with a level of fatigue tolerance to meet allAcademy requirements. Lack of lower back flexibility is a major riskarea of lower back disorders.Why is fitness important as a job related element for lawenforcement officers? It has been well documented that law enforcement personnel(as an occupational class) have serious health risk problems interms of cardiovascular disease, lower back disorders and obesity.Law enforcement agencies have the responsibility of minimizingknown risk. Physical fitness is a health domain which canminimize the “known” health risk for law enforcement officers. Physical fitness has been demonstrated to be a bonafideoccupational qualification (BFOQ). Job analysis that account forphysical fitness have demonstrated that the fitness areas areunderlying factors determining the physiological readiness toperform a variety of critical physical tasks. These three fitnessareas have also been shown to be predictive of job performanceratings, sick time and a number of commendations of policeofficers. Data also shows that fitness level is predictive oftrainability and academy performance. Physical fitness can be an important area of minimizing liability.The unfit officer is less able to respond fully to strenuous physicalactivity. Consequently, the risk of not performing physical duties isincreased.How will physical fitness be measured?SIT AND REACH TESTThe Physical Fitness Test Battery consists of four basic tests.Each test is a scientifically valid test. The tests will be given insequence with a rest period between each test.1.1 MINUTE SIT UP TESTThis is a measure of the flexibility of the lower back and upper legarea. It is an important area of performing police tasks involvingrange of motion and is important in minimizing lower backproblems. The test involves stretching out to touch the toes orbeyond with extended arms from a sitting position. The score is ininches reached on a yard stick fastened to an apparatus with 15inches being at the toes and the one inch mark closest to thebody. Knees must be locked and the hands together as theperson stretches down the measuring apparatus.2.This is a measure of the muscular endurance of the abdominalmuscles. It is an important area of performing police tasks thatmay involve the use of force and is an important area formaintaining good posture and minimizing lower back problems.The score is in number of bent leg sit ups performed in 1 minute.Hands must remain on or about the head, in the up position,elbows should touch the knees or upper portion of the thigh, in thedown position, the back must come down so that shoulder bladestouch the floor. Legs may be held for assistance.
