Rosedale Union School DistrictWho We areThe Rosedale Union School District is a K-8 district in the northwest part of greater Bakersfield.The district is over 100 years old with a history that closely parallels that of Kern County. On April10, 1890, the Rosedale Union School District was organized to meet the needs of settlers of theRosedale tract.The present Rosedale boundaries were established in 1933.Until 1975,Rosedale Union School District was a one school, school district with the kindergarten througheighth grade students housed in a facility on Rosedale Highway. A primary school was added in1976. By 1980, the district enrollment was slightly under 1,000 students, and Rosedale was stillregarded as a rural area.In the 2018-2019 school year, Rosedale Union School District will be serving over 5600 studentswith seven elementary schools and two middle schools.Rosedale Union School District has a history of academic excellence. Six of our schools areCalifornia Distinguished Schools and two of our schools are National Blue Ribbon recipients.Parent support is an outstanding feature of the District with active School Site Councils andParent-Teacher Clubs (PTC) at each school site. The District offers a Gifted and TalentedProgram, a Special Education Program, and an Extended Day Class Daycare Program. TheDistrict has one of the strongest choral and instrumental music programs in the county. In 1998the Rosedale Middle School Band and Choir traveled to Japan to perform two concerts and in2002 the Freedom Middle School Band and Choir also traveled to Japan to perform two concerts.The District is fortunate to have a strong Library Program. Technology is strongly supported withcomputers in every classroom, computer labs on the campuses, Internet access and multimediaapproaches utilized.District curriculum is based upon the Common Core State Standards. Teachers are trained inthe standards and expectations for 21st century learners.

ATTENDANCESchool AbsencesAny absence, excused or unexcused, should be cleared with the office. This should be done on theday of the absence. Please call the school office if your child will be absent from school. If the absenceis not cleared within three (3) school days, the absence may become an unexcused absence.Excused Absences (E.C. sections 49701 and 48205)According to law, your student will be excused for absence when it is: Due to his or her illness. Due to quarantine under the direction of a city or county health officer. For the purpose of having medical, dental, optometric, or chiropractic services rendered,including confidential medical services. For the purpose of attending the funeral services of a member of your immediate family, solong as the absence is not more than one day if the service is conducted in California, and notmore than three days if the service is conducted outside California. For the purpose of jury duty in the manner provided by law. (E.C. sections 46010, et seq.) Due to the illness or medical appointment during school hours of a child of whom the pupil isthe custodial parent. For justifiable personal reasons, including but not limited to an appearance in court,attendance at a funeral serviced, observance of a holiday or ceremony of his or her religion,attendance at religious retreats, attendance at an employment conference, or attendance atan educational conference on the legislative or judicial process offered by a nonprofitorganization when the pupil’s absence is requested in writing by the parent/guardian andapproved by the principal or a designated representative pursuant to uniform standardsestablished by the governing board. For the purpose of serving as a member of a precinct board for an election pursuant to Section12302 of the Elections Code. For the purpose of spending time with a member of his/her immediate family, who is anactive duty member of the uniformed services, and has been called to duty for, is on leavefrom, or has immediately returned from, deployment to a combat zone or combat supportposition. Such absences will be granted for a period of time to be determined at the discretionof the Superintendent of the school district. For the purpose of attending his/her naturalization ceremony to become a United Statescitizen.Obtaining Confidential Medical Services (E.C. section 46010.1)A pupil may be excused from the school for the purpose of obtaining medical services that are privatein nature and scheduled confidentiallyh, that is , without the consent of the pupil’s parentor guardian.1

Absence for Religious Purposes (E.C. section 46014)With your written permission, your student may be excused to attend religious services away fromschool. However, your student will be required to complete a certain number of minutes for that day.Such absences are limited to four days per month.Absence for Justifiable Personal Reasons (E.C. section 48205)Upon your written request and approval by the school principal, your student may be excused fromschool for justifiable personal reasons such as an appearance in court, observation of a religiousholiday or ceremony, attendance at religious retreats or attendance at an educational conference oran employment conference.No Grade Reduction or Loss of Academic Credit (E.C. section 48205)Your child shall not have his/her grade reduced or lose academic credit for any excused absence(s)if missed assignments and tests can be reasonably provided and are satisfactorily completed in areasonable time.Late to SchoolShould a student be late to school, he/she must report to the office before going to class. Wheneverpossible a parent should call the school, or send a note explaining the tardiness. Students shouldmiss as little school as possible, as regular attendance is necessary for successful school work.Unexcused tardies of 30 minutes or more could be considered truant.School Attendance Review Board (SARB)The School Attendance Review Board (SARB) is an interagency group authorized by California law(E.C. section 48320 et seq.) that assists families experiencing school truancy, attendance andbehavior problems, to find solutions by providing resources and guidelines. The Rosedale UnionSchool District SARB meets once a month and is made up of representatives from the BakersfieldPolice Department, District Attorney, Child Protective Services, Child Guidance Clinic, Department ofHuman Services, as well as representatives from the Rosedale Union School District. Students arereferred to the Board by the SARB Chairman when attempts to resolve issues of truancy, attendanceand/or behavior are not resolved at the individual school site. Students and/or families could bereferred to SARB for being habitually truant to school. A habitual truant consists of a student havingfive (5) or more unexcused absences and/or unexcused tardies of over 30 minutes.2

SCHOOL ATTENDANCE OPTIONSEnrollment in Neighborhood School (E.C. section 48980)Generally, children may attend a school run by the district in which their parents reside. Districtusually enroll children in their neighborhood school. Their neighborhood school is the school whichthe district has designated to serve the area in which their family resides.In addition, the district tries to provide options so that parents who reside in one attendance areamay choose to enroll their child in a school that is designated to serve another attendance area.Further, families may choose to enroll their child at a school run by another school district alltogether instead of attending a school run by their own school district.The rules governing enrollment/attendance options are designed to not only address the diverseneeds and interests of district families, but also balance enrollment in order to maximize the efficientuse of district facilities. There are limitations and requirements associated with each such option andtransportation assistance to and from the receiving school receiving the student is generally notprovided.Intra-district Open Enrollment (E.C. section 35160.5)The Rosedale Union School District Board of Trustees desires to provide options that meet thediverse needs, potential and interests of district students at each of its schools. Additionally, theBoard of Trustees believes parents/guardians residing within the district may need the opportunity,within certain guidelines, to select the school of their choice.To accomplish the aforementioned, appropriate guidelines and regulations will be established thatincorporate the principles listed below: Establish appropriate sizes of grades and schoolsMaintain appropriate racial and ethnic balanceGuarantees that no student of residence shall be displacedEstablishes procedures for the appropriate selection of studentsThe district will not provide transportation outside the school's attendance area. Upon request, theSuperintendent or designee may authorize transportation for students living outside the attendancearea to and from a designated bus stop within the attendance area if space is available.3

Inter-district Attendance Options (E.C. sections 46600-46603, 48204(b), 48204(d) and 4830048361)A. Inter-district Transfer Agreements (E.C. section 46400-46603)Two or more districts may enter into an agreement for the interdistrict transfer of students.The agreement must specify the terms and conditions under which transfers are permitted.For more information, please contact the District Office at 661-588-6000.B. Open Enrollment Act (E.C. sections 48350-48361)The District desires to offer enrollment options in order to provide children withopportunities for academic achievement that meet their diverse needs. Such options are alsoprovided to children who reside within another district’s boundaries in accordance with law,Board policy and administrative regulation. Whenever a student is attending a district schoolon the Open Enrollment List, as identified by the Superintendent of Public Instruction, he/shemay apply to transfer to another school within or outside of the District, if the school to whichhe/she is transferring has a higher Academic Performance Index. A parent whose child isattending a district school on the Open Enrollment List and who wishes to have his/her childattend another school within the District must apply using the District’s Intra-district OpenEnrollment policy.Information regarding the application processes and applicable deadlines can be obtainedfrom the Superintendent’s office at 661-588-6000.C. School District of Choice (E.C. sections 48300-48315)The law allows, but does not require, each school district to become a “School District ofChoice.” Such a district accepts transfer students from outside the district under the terms ofthe law. Please contact the district office for more information at 661-588-6000.Employment Based Residency (E.C. section 48204(b))Your child may have the option of attending school in the district where you or yourSpouse are employed. If interested, call the District Office for information.Students Residing with a Care-giving Adult (E.C. section 48204(a) (5))A student who lives in the home of a caregiving adult within the boundaries of the school district is aresident of the school district. If the care giver provides an affidavit under penalty of perjury,pursuant to the California Family Code (commencing with Section 6550), that is a sufficient basis fordetermining the pupil lives in the home of the care giver, unless the school district determines fromactual facts that the pupil is not living in the caregiver’s home.The process is more fully explained in the school district’s residency policy (BP/AR section 5111.1).4

Emancipated Youth (E.C. section 48204(a)(4)); Fam. Code section 7000 and following)An emancipated student whose residence is located within the boundaries of a school district isconsidered a resident of that district and may attend the district’s schools. An emancipated studentis a minor whose parent or legal guardian has been relieved of responsibility, control, and authoritythrough an emancipation procedure in court.The process is more fully explained in the school district’s residency policy (BP/AR section 5111.1).Students Residing in a State Hospital (E.C. section 48204(a)(6))A student residing in a state hospital located within the boundaries of a school district is deemed aresident of that district.The process is more fully explained in the school district’s residency policy (BP/AR section 5111.1).Students Residing in a Licensed Children’s InstitutionA student placed in a regularly established licensed children’s institution, or a licensed foster home,or a family home pursuant to a commitment or placement under Welfare and Institutions Code,located within the boundaries of the school district may attend a school run by the district. Theprocess is more fully explained in the school district’s residency policy (BP/AR sections 5111.1).Foster Youth (E.C. sections 48204(a) (2) and 48853.5)Students who are or become “Foster” children must be permitted to continue their education attheir “school of origin” through the end of the academic year and maybe longer if that placement isin their best interests. This rule applies as long as they remain “Foster” children. On the other hand,if the district’s Educational Liaison and the Foster family agree that enrollment in a “new” school isin the best interest of the “Foster” child, the new school must immediately enroll the child. Fosterchildren must be allowed to matriculate with their peers in accordance with the established feederpatterns of the school district when transitioning to middle school or high school. The process ismore fully explained in the school district’s education for foster youth policy (BP/AR section6173.1).“Homeless” Students (42 USC 11413-114350)A student whose parents come within the McKinney-Vento criteria for homelessness may, if they sochoose, continue enrollment in the school they were attending prior to becoming homeless even ifnow living elsewhere in or outside of the district’s boundaries. Note that they may also choose theneighborhood school in their new district instead.Also note that McKinney-Vento gives homeless students transportation rights. The new district andold district, together, must make transportation arrangements for the student.The process is more fully explained in the school district’s education for homeless children policy(BP/AR section 6173.5

Students Receiving Special Education Services Pursuant to an Individualized Education Program(IEP) or a 504 Plan (20 USC 1400 and Following; 34 CFR 300.114-300.118)IEP teams and the individuals with Disabilities Education Act (IDEA), not district administratorsand/or other federal/state legislation, determine the placement of IDEA eligible students. Therequirements of the IDEA necessitate placement where the student can receive a Free andAppropriate Public Education (FAPE0) in the Least Restrictive Environment (LRE). LRE tends tocreate a preference favoring sites in relative close proximity to the student’s home provided thatthe student can receive FAPE at the site.The same is generally true of students receiving special education services pursuant to Section 504of the Rehabilitation Act of 1973 (29 USC 794; CFR 104.33 and 104.34).The process is more fully explained in the school district’s policies on Identification and EducationUnder Section 504 and on Individualized Education Programs (BP/AR sections 6164.6 and 6159).Individualized Instruction (E.C. sections 48206.3, 48980(b))If your child has a temporary disability which prevents him/her from attending regular classes, thedistrict will provide individual instruction when possible.Students in Hospital Outside of School District (E.C. sections 48206.3, 48207, 48208)If your child has a temporary disability and is in a hospital or other residential health facility whichis located outside your school district, he/she may be eligible to attend the school district in whichthe hospital is located. If this situation should arise, you should notify both the district where youreside and the district where the hospital is located so that individualized instruction, if possible, canbe provided.6

Foggy Days and ClosuresDelayed Openings (2 hours)During the fog season, Almondale, American, Centennial, Del Rio, Independence, Patriot, RosedaleNorth, Freedom Middle, and Rosedale Middle may have delayed starts for 2 hours.On foggy days our transportation staff uses a visibility standard of 300 feet before the buses areallowed to operate. The California Vehicle Code requires school districts to adopt procedures thatlimit the operation of school buses when visibility on the roadway is reduced to 200 feet or less(Vehicle Code 34501.6). We have added 100 feet to this standard to ensure safety for your children.Before the buses are allowed to leave at 6:50 a.m., the transportation supervisor has traveledthroughout the district ensuring the 300-foot standard is in effect. Once a bus route has been started, it is the specific responsibility of the driver to determinewhether or not conditions will permit continued safe operation of the assigned route.If, in the opinion of the driver, conditions are so hazardous that safe operation of the busroute is not possible, the driver shall pull safely off the roadway, turn all lights off, andnotify by 2-way radio the Maintenance and Operations Manager. If conditions improve,the drivers may then continue their assigned route.The delays will be announced on most local radio and television stations by 7:00 a.m. Also you mayaccess the Kern County Superintendent of School web site for delays at http://alertline.kern.org/.Please do not call the school office.TWO (2) HOUR FOG DELAY SCHEDULES:All Elementary SchoolsAll Middle SchoolsSchool ClosureK (AM/PM)11:00 a.m.2:25 p.m.10:25 a.m.3:00 p.m.Gr. 1-39:55 a.m.1:35 p.m.Gr. 4-69:55 a.m.2:25 p.m.If the fog does not safely lift, Rosedale Union School District will be closed for the day. Minimum Day SchedulesThe Rosedale Union School District will occasionally operate on a minimum day schedulethroughout the school year for parent conferences, Open House, and before each of the followingmajor holidays. Additionally 4th-6th grade students will have four extra minimum days for teacherplanning. Parents will be notified prior to a scheduled minimum day.
