Florida Classic CarBinding AuthorityBinding AuthorityAll applications are to be submitted within five days ofthe effective date on the application. There are certainsituations that pose such significant risk that bindingauthority is immediately suspended. These situationsinclude, but are not limited to, the following.EarthquakeIn the event of an earthquake in excess of 6.0 on theRichter scale, no coverage may be bound on newbusiness or by endorsement to in-force policies for 10days following the initial shock. A formal written noticewill be issued if the moratorium is lifted sooner than orextended beyond 10 days due to continuedaftershocks.Other CatastrophesIn the event of a natural or man-made catastrophe, nocoverage may be bound on new business or byendorsement to in-force policies for five days. Thisincludes, but is not necessarily limited to, such eventsas fire, windstorm, hail storm, flooding or hurricane.In addition, we reserve the right to suspend bindingauthority as we deem appropriate. You will be notified inwriting when this has occurred.Severe WeatherNo coverage may be bound if the National WeatherService has issued a severe weather warning for thearea for the duration of the warning. Florida Classic CarTier PlacementTier PlacementOur Classic Car program is open to preferred andstandard new business customers.Nonstandard business is not permitted in the ClassicCar program.New BusinessOur rating system determines the best possible tierplacement for your customer using availableinformation, including the application, driving record andloss history.Credit ScoringAt new business, we will obtain a credit-basedinsurance score for named insureds 21 years of ageand older. Once every three years, a customer will bere-evaluated with a non-credit scorecard. Also, at thecustomer's request, tier can be re-evaluated withupdated credit information. A re-evaluation at theinsured's request will be performed at most once pertwelve month period.Renewal BusinessUpon renewal, we will review your customer’s policy forpricing adequacy. In some rare situations this mayresult in a premium increase. Florida Classic CarProgram RulesProgram RulesClassic car means antiques, classic cars (restricted andregular use), modified collector cars, modern classics,replicas and restoration vehicles.Antique and Classic - Restricted Use vehicles aredriven on occasion for limited pleasure use or in clubactivities such as tours or local events. Daily use is notpermitted. Classic - Regular Use may be driven daily.Vehicles written in this program may not be the onlyvehicle in the household, a secondary vehicle or asubstitute vehicle, unless the vehicle is rated as Classic- Regular Use.When the vehicle is not in use, it must be stored in afully enclosed, locking garage or storage facility.Vehicles are not permitted to be used in any business orcommercial activities.Vehicle age is determined by subtracting the modelyear from the current year.Back to Table of ContentsSupporting auto or home is not required to write avehicle in the Classic Car program.Physical damage coverage is required in this programand it is written on an agreed value basis. A minimum ofComprehensive coverage is required.Because the value of a classic car (does not includevehicles written as an antique) probably will increase,the agreed value is automatically increased 2.5 percentat each six-month renewal date. It is your customer’sresponsibility to adjust (up or down) the agreed value toaccurately reflect changes to it’s value. This automaticadjustment does not apply to antique autos.Classic Car liability limits must equal the regular usepersonal auto liability limits for all vehicles insured withSafeco, regardless if they are written on separatepolicies. Florida Classic CarProgram RulesAntique and Classic Restricted Use vehicles do not giveor receive any discounts.The Classic Car program is written on our Floridapersonal auto policy with a six-month term.Agents writing a Classic Car collection should contactSafeco Underwriting for assistance.Stock or Modified Vehicle?Stock VehicleThis vehicle is not altered or modified in any way thatsubstantially changes its original productionperformance or appearance. A vehicle restored to itsoriginal design is considered a stock vehicle. Once the vehicle is restored, itshould be rated as the proper vehicle type in the ClassicCar program.ReplicasA replica is reproduction of an automaker’s vehicle thatis no longer in production.All replicas must be professionally manufactured orassembled. Home-built Kit cars do not qualify as areplica type vehicle.Replicas are considered modified and must be rated asclassic restricted use.Classic Regular UseA regular use classic car means a private passenger ortruck type vehicle, driven on a regular basis and is 10 to24 years old. Not driven in races, rallies or in similar activities or inany kind of speed or timed contest Must be stored in an enclosed, locking garage orstorage facilityVehicles meeting the above criteria typically will be inthe following similar categories: classic, “vintage,”special interest and “collectible” cars; hot rods, streetrods or customized vehicles.Physical damage coverage is written using agreedvalue. The agreed value amount, rather than a ratingsymbol, will appear in the declarations. Florida Classic CarVerificationVerificationVerification of prior insurance and home ownership arerequired.When a policy has been selected for verification, youwill receive a screen message instructing you to printthe fax verification sheet as part of the print package.Complete the form and fax it to us (Safeco) along withany requested documents.Please fax these items immediately whenever possible.If verification is not received within 20 calendar days ofthe request or 42 days after policy inception, whicheveris sooner, we will re-rate the policy accordingly.Prior Insurance Coverage and LimitsOur rating system will prompt you for the carrier nameand liability limits of the named insured’s prior autoinsurance policy. This information is required and will beverified at random.Back to Table of ContentsPrior Auto Insurance ProofAcceptable verification documents include adeclarations page, a cancel/nonrenewal notice, aprintout from an agency management system, or anIdentification (ID) Card.Any of these items must include the named insured andmost recent term with expiration date and previousliability limits. The named insured on the new Safecopolicy must be the named insured or a listed driver onthe prior policy. ID cards will be considered at minimumlimits if the liability limits are not displayed. Florida Classic CarVehicle EligibilityVehicle EligibilityGaraging AddressVehicles written in the Classic Car program must bestored in an enclosed, locking garage or storage facility.Entering the address where the vehicle is principallygaraged will allow the system to automatically assignthe proper territory and rating factor.InspectionsVehicle inspections are required on all vehicles writtenin the Classic Car program. Any pre-existing damageshould be noted and kept with the applicationinformation.Photographs and ValuationPhotographsGood quality, recent photographs are required for allvehicles written in the Classic Car program. Colorphotos, one of the front and driver side and one of therear and passenger side, are necessary for eachvehicle. A photo of all modified engines is required. IfBack to Table of Contentsthe interior of a vehicle has been modified, photos arerequired. Photos of all major modifications are required,such as engine, interior, paint, etc. Agents will keep therequired photos in their customer’s file for submission tous (Safeco) upon request.ValuationProof of value is required on all vehicles written in theClassic Car program. Proof may be in the form of aqualified appraisal, proof of sale with supportingvaluation documents, or other qualified documents.NADA values only are not acceptable. Safeco reservesthe right to request qualified appraisals on any vehiclewritten in the Classic Car program.Agents will keep the required value documentation intheir customer’s file for submission to us (Safeco) uponrequest.Safeco Insurance Company of Illinois12

Florida Classic CarVehicle EligibilityModel Year– Limousine or taxi serviceThe model year is determined by the vehicle’s originalmanufacturer. If the vehicle is rebuilt or structurallyaltered, the model year of the chassis/frame determinesthe model year of the vehicle.Ineligible Vehicles(Amended: 06/08/13)The following vehicles are ineligible for the Classic Carprogram: Vehicles with a cost new value in excess of 100,000without underwriting approval Vehicles principally garaged or stored in Delaware,Hawaii, Maine, New Jersey, Rhode Island, District ofColumbia, Canada, Mexico or Puerto Rico(“principally garaged” is defined as at least six monthsin a given state or location) Vehicles used for:– Racing or speed tests– Pick-up or delivery of goodsBack to Table of Contents– Emergency services Vehicles with jet or nitric oxide or similar type engines A vehicle written in the Classic Car program(excluding regular use classic car), that is the onlyvehicle or primary vehicle in the household or asubstitute vehicle for the household members Vehicles with suspension lift kits raising the vehiclemore than 17 inches in height Vehicles that are not owned by an individual, or by ahusband and wife who reside in the same household Vehicles that do not include physical damagecoverage Vehicles parked outside, on the street or in publicparking garages Vehicles used for any delivery, business orcommercial use, including incidental activities Reproduction and Kit vehicles without prior approvalSafeco Insurance Company of Illinois13

Florida Classic CarDriver EligibilityDriver EligibilityDriver ClassificationDrivers are classified by age, sex and marital status.Age means the age of the driver as of the term effectivedate.Driver Marital StatusSingle means an operator who is not legally married,including single, widowed, separated, divorced or in adomestic partner relationship.Married means an operator who meets the localstatutory definition of married or domestic partnership.Driver-Vehicle AssignmentThe driver that principally operates the classic carshould be assigned to that vehicle within our ratingsystem. Rates for these vehicles will be calculatedindependently of any vehicles on the policy and theaverage driver factor will not apply to antique andrestricted use classic cars written in this program.Back to Table of ContentsHousehold MembersMonoline BusinessIf you write a classic car type vehicle monoline/standalone, list only those drivers of the vehicle. Householdmembers who do not drive the vehicle do not need tobe listed. You may enter their names and ages in the“Remarks” section of the application. If you write aregular use, private passenger auto policy and crossreference a monoline classic car policy, list only thosedrivers on the classic car policy who drive the classiccar type vehicle, not all the household drivers.All household drivers must be listed or excluded whenwriting a Regular Use/Unlimited Mileage Classic Car. Ifall drivers are not listed or excluded, the policy may becanceled.Account BusinessIf you write a classic car type vehicle on the same policyas a regular use, private passenger auto, you must listall drivers of the household. This is a requirement whenSafeco Insurance Company of Illinois15

You may avoid listingall household drivers for a classic car type vehicle bywriting this vehicle on its own policy and crossreferencing it. Drivers without a current, valid U.S. driver’s licenseAll household drivers must be listed or excluded whenwriting a Regular Use/Unlimited Mileage Classic Car. Ifall drivers are not listed or excluded, the policy may becanceled. Drivers who are not permanent residents (10-monthintended stay) of the rating stateDriver Exclusions Drivers without a verifiable driving record Drivers with permanently suspended or revokedlicenses Drivers who have been convicted of insurance fraudDriver other than the named insured or those driversrequiring an SR-22 filing may be excluded from one ofour (Safeco) policies. Exclusions must be signed by anamed insured, 18 years of age or older. Afterdetermining the appropriate market tier, the experienceperiod for charging convictions or at-fault-accidentpoints is 34 months prior to the effective date of thepolicy.Please stress the importance of full disclosure to avoidadditional premium or policy cancellation. Anyunrevealed driving activity will be added to the drivingrecord and the policy will be re-rated accordingly. Florida Classic CarDriving RecordIn accordance with Florida Statue 626.9541(1)(o)(3a),accidents are chargeable if the customer’s file containsinformation from which the customer in good faithdetermines that the customer was substantially at-faultin the accident.Not At-fault AccidentsNot at-fault accidents do not receive a merit surcharge.Some examples of not at-fault accidents are situationswhere: The vehicle was lawfully parked at the time of theaccident The accident was caused by collision with a bird oranimal The vehicle was struck by a “hit-and-run” driver andthe accident was reported to the proper authoritieswithin 24 hours A non-rated driver was convicted of a moving violationin connection with the accidentproviding we make no liability payment on behalf ofyour customer The vehicle was stopped at a stop sign or traffic lightwhen it was rear-ended by another vehicle, or therated driver was clearly not at fault The accident involved physical damage limited to andcaused by flying gravel, missiles or falling objects Payment was received under personal injuryprotection or additional personal injury protectionwhere such individual was not at fault The owner or operator of your customer’s vehicle wasreimbursed (or received judgment against another) formore than 50 percent of the property damageForeign and International Driver’s LicensesDrivers without a valid U.S. drivers license are noteligible for the Classic Car program.
