IntroductionThe National Quality Assurance Standard is a set of benchmarks/principles for the qualityaudit and inspection processes of Private TVET Training Provider Establishment(PTVETTPE). These standards are not intended for higher education sector.Accreditation, registration and quality audit processesThe ARQAP comprises of twelve (12) phases/steps including self-assessment, riskassessment, screening, reviews, approval and endorsement.ExplanationPhase 1: Self review is the responsibility of the provider to ensure that the quality of theirfacility including basic education and training infrastructure (classrooms, workshops,tools, learning resources, learning material, learning aids, consumables are adequate andmaintained to the level of standard required to deliver/offer training to the public.Phase 2: Internal review is the processes of screening of pre audit documents andapplications for program/course accreditation and registration of facilities and trainers.The process takes up to one month after the provider launched its applications.Phase 3: External review-1 (external independent reviewers - SAAC) is the process offurther screening and assessment of submissions documents for program/courseaccreditation and registration of facilities and trainers. The process takes up to threemonths after the submissions were prepared.Phase 4: External review-2 (external independent reviewers - Council) is the process offurther screening and assessment of recommendations and approvals by the review-1submission documents. Quality Assurance Audit StandardsSTANDARD 1 – TrainerThe Private TVET Training Provider Establishment s (PTVETTPE) has trainers who are capable of developing delivery and assessment strategies, learning resourcesand assessing training for each qualification. No individual application will be accepted. All trainers’ application(s) must be endorsed/lodged by Institutions. Trainerswho possess NQF Certificate 3 or 4 in Training and Assessment or equivalent units of competency (5 units) in AQF TAE40110 can be registered as a Trainer.Trainers who possess TOT or Teaching Certificates or Diploma in TVET/Education or Academic Qualifications in Education will be registered as a Instructor. Theycan register as a trainer after 12 months providing they possess PNGQF Certificate 3 or 4 in Training and Assessment. TAA40104 or TAE40110 is/are not criteriato register as a Trainer under the PNG-NQF Trainer Registration. Applicants(s) seeking Trainer Registration must acquire PNG-NQF NC3/NC4 in Training andAssessment or equivalent units of competency from a particular qualification in training and assessment.Criterion - Trainer RequirementsCompliance Elements1.1 Each Private TVET Training Provider Establishment with ten or full time 1.1.1 Existence of master(for institutions with 10 or more full time equivalentequivalent staff directly involved in training and assessment must eitherstaff)employ a registered master trainer to manage the educational processes.1.2 Each Private TVET Training Provider Establishment with less than ten fulltime equivalent staff directly involve in training and assessment must eitheremploy a registered senior trainer to manage the educational processes.1.3 Each Private TVET Training Provider Establishment must employ at leastone registered trainer for every ten or less full time equivalent instructors.1.4 All classes of trainer must have at least achieved the qualification/unit ofcompetency (specialised skills; e.g. trade/technical/professional skills) thatthey are directly involved in delivering and/or assessing. Possession of thequalification/unit of competency must be documented to satisfy auditpurposes.1.5 All trainers involved in direct delivery and assessment must have had atleast two years’ work experiences directly related to the subject matterbeing delivered.1.6 Master, consultant and senior trainers must have had at least five yearstraining experience (non-technical/professional experience).1.7 Trainers must have had at least three years training experience.1.8 Trainers must possess relevant national qualifications in training andassessment. For each class of trainer there will be a national qualificationeach of which will require the achievement of a set of units of competency(refer to appendix A page 9).1.9 Where more than one person is involved in delivering and assessing unit ofcompetency, one person can satisfy the pedagogical(instructive/educational) requirements and the other can satisfy thetechnical expertise requirements provided that the totality of therequirements for an instructor or assessor is present.1.2.1 Existence of senior trainer (for institutions with less than 10 full timeequivalent staff).1.3.1 Employment of at least one registered trainer for every ten or less fulltime equivalent instructors.1.4.1 Trainers have at least achieved the qualification/unit of competency inthe specialised skills area/subject matter they are involved in deliveringand/or assessing. iesTextile etc.1.5.1 Trainers have at least two years relevant work experience in the subjectmatter to be delivered and or/ assessed. The work experience should atleast at the level of the qualification/ unit of competency.1.6.1 Master, Consultant or Senior Trainers must have five years full time jobexperience; an occupation or a paid job as a trainer in an industry. Parttime job, teaching or lecturing in an institution is not an equivalent.1.7.1 Trainers, Instructors or Assessors must have three years full time jobexperience; an occupation or a paid job as a trainer in an industry.Part time job, teaching or lecturing in an institution is not anequivalent.1.8.1 Master and consultant trainer must possess at least fourteen units ofcompetency. Senior trainer must possess at least six (6) units ofcompetency. Trainer must possess five (5) units of competency. Instructormust possess at least three (3) units of competency and the Assessor mustpossess at least two (2) units of competency. Refer to appendix A page 9for sample list of units of competency. All Units must be equivalent toPNG-NQF Qualifications in Training and Assessment.1.9.1 Where two people deliver/assess, the totality of expertise is present.8

STANDARD 2 – CourseThe courses registered by Private TVET Training Provider Establishment must be PNG Qualification Framework (PNGQF)qualifications.Compliance ElementsCriterion - Course Requirements2.1 All courses must address nationally registered 2.1.1 Courses must address nationally registeredqualifications NATTB standards (where they exist) andqualifications or NATTB or industry standards anduse the title of the national qualification or NATTBuse the title of the national qualification.standards (for example, National Certificate 2 inAll Academic programs must be accredited withCommercial Cookery).Commission of Higher Education (CHE).2.2 Where a course achieves some but not all units of2.2.1 Course/s is/are “Statements of Attainment” and meetscompetency from a qualification/s the course titlean industry need. STANDARD 4 – MRA/MRQThe mutual recognition of professional qualifications, based on certain assumptions and principles. These are firstlythat of “recognition of the essential equivalence of the objectives of national legislation” and therefore of theprinciple of the comparability of university studies between countries or member states. Copy of translation of the diploma(s) orcertificate(s) mentioned if they are not inEnglish. Please see the section on translations. Copy of (if any) Diploma Supplement, pleaseenclose it. This may refers to the RPL DiplomaSupplement issued by higher education or TVETinstitutions or the Education Authorities in othercountries. Copy of the entrance qualification:o Upper secondary qualification (e.g. high schoolcertificate) if you want assessment of a highereducation qualification.o Primary/lower secondary qualification if you wantassessment of a general upper secondaryqualification. If your name has changed since the documentswere issued, please enclose a copy of the namechange documentation, e.g. marriage certificate. If your qualifications have been assessed before,please enclose a copy of former record ofassessment(s) or recognition decision(s). If you want another person to act on your behalfin connection with your application, you mustgive that person power of attorney to do so. Thepower of attorney must be in writing and dated,12

4.3 Certified copiescontaining the name, address, postal code andtown, e-mail address, phone number, birthcertificate number (if none: date of birth) andsignature of the person you have authorised toact on your behalf.4.3.1 All copies of original documents or translations mustbe certified, i.e. an authority must have signed andstamped each page to confirm that the copies areidentical with the documents that you havepresented as original documents. The authoritythereby confirms that they are not copies of copies,but it does not attest to the authenticity of theoriginal documents. How to have your copiescertified.1. The institution/authority that issued thedocument2. A PNG authority, e.g. a foreign employmentoffice, a job centre, International Citizen Service,an educational institution or a PNG embassy orconsulate3. The embassy or consulate in PNG of the countrywhere the document was issued.4. Relevant work experience List the most important periods of employmentwhere you have used your qualification (home orother country). We do not assess your work experience, but theinformation you give about work experience mayfacilitate the assessment of your qualification.5. Additional information Information about any other circumstancesrelevant to the assessment of your qualification,for example:o study periods completed at anotherinstitution.o credit transferred from another institution.o credit granted for professional experience.o professional license issued by professionalassociation/authority.6. Contact to authorities in the country ofeducation We ask you to accept that we may contact youreducational institution or a relevant authority inthe country where you obtained yourqualification, in case we want to haveconfirmation of information about thequalification.7. Contact person Provide information, if the application is beingsubmitted by somebody other than thequalification holder. The Agency will send theassessment to the qualification holder and acopy of the assessment to the contact person.8. Signature of the holder of the qualification As qualification holder you are asked to acceptthat the PNG Agency for Higher Education or13
