The small trackingGPS devices are worn, and can be trackedusing an ordinary computer. A grant for acanine unit was also developed and is nowin the processing stage.I am proud to be able to submit the 2011Sheriff’s Annual Report to the County Boardof Legislature and to all the residents ofSteuben County. The staff that representsthis Office includes Correction ors, Dispatchers and civiliansupport staff.2011 brought a number of significantimprovements that will enhance operationsand have the potential to show some costsavings.In August of 2011, the Jailtransitioned from a vendor based foodoperation to an in-house system. The hiringof two full-time Cooks, along withcontracting with the New York StateDepartment of Corrections Food Nutritionservices allowed us to see an elevatedquality of food, while realizing a costsavings. The Jail prepares over 6,000 mealsper month.The Sheriff’s Office is mandated by law toprovide medical care for those that areincarcerated. In collaboration with the NewYork State Sheriff’s Association, weresearched and made the decision tochange pharmaceutical vendors. We arehoping that this conversion will help usrealize a cost savings to the County. TheJail also formally contracted with the UnitedStates Marshal’s Office to house inmates, afirst for us.We were successful in receiving manygrants in 2011. The Jail applied for andreceived 29,450.00 to be used forteleconferencing equipment. This systemwill allow a video connection between theJail and its partners including Probation,Our Navigation Division received a new boatthat will help us patrol Keuka Lake, and thesmaller bodies of water in our County. Thisvessel was provided by NYS Parks andRecreations, at no taxpayer costs.The Jail, Court Security and the CivilDivision all remained accredited with theNew York State Sheriff’s Association.Maintaining these high standards requiresconstant review and an uncompromisingcommitment to be the best that we can be.We were also represented on Sheriff’sAssociation sub-committees including PREA(prison rape elimination act), Commission ofCorrection Standards committee, HIV / AIDScommittee, and a state-wide Jail pharmacyselection committee. 2011 Recognitions and Commendations

Jail DivisionAccredited in 2004 and reaccredited in 2010Captain Christopher HandLieutenant Amy BouckThe Jail Division had several major, and positive, changes in its inmate food delivery and inmatemedication delivery systems in 2011. The vendor that had been producing inmate meals wasreplaced with an in-house structure of two full-time Cooks and five part-time food service workers.By combining our staff with New York State’s “cook-chill” program, the Jail experienced a substantialincrease in the quality of the food production, while maintaining food costs.The second major modification in the Jail was to change inmate medical prescription vendors. InAugust, Health Direct Institutional Pharmacy Services, a division of Kinney Drugs, became the soleinmate medication vendor with the planned expectation ofcost savings.3,157 hours of training was completed in the Jail including, butnot limited to;Basic Training for Correction OfficersSuicide PreventionWorkplace Violence preventionChemical Agent training and recertificationFirst Aid / CPR / AEDFirearms qualification and requalificationCorrectional Emergency Response Team (CERT)Jail Sergeants Causer, Peters, Sutton,Gardner and McKinleyA grant for 29,450.00 was awarded to the Jail for implementing a teleconferencing system. Thissystem, when fully utilized, will allow the Steuben County Public Defender’s Office, DSS andProbation to remotely interview inmates. This will decrease Correction Officer transport costs andincrease public safety. Offsite medical consultation are also possibilities being considered toreduce costs, while increasing inmate contact.Inmate federal and state transports for 2011 included multiple trips to Rochester, Buffalo and Elmira.178 Marshal’s and 48 State transports were completed by Jail staff. The Sheriff’s Office receivedreimbursements for these transports totaling 64,811.43.The Jail provided a General Equivalency Diploma testing site for inmates that had been preparing forthe test. Nine inmates took the test, with seven being successful. Education staff also taught smallengine repair, food preparation skills, money management skills and resume building.The Jail generated over 1.7 million dollars in revenue in 2011 by housing in inmates from the UnitedStates Marshal’s and from neighboring counties. Road Patrol DivisionThe Sheriff’s Road Patrol consists of 18 Deputies, and 2 School ResourceOfficers, that patrol the 1,404 square miles of Steuben County and its almost100,000 citizens. NavigationSheriff’s new Boston Whaler being preppedThe Navigation Division patrols the lakes and ponds within Steuben Countywith a goal of providing a safe boating experience for both sportsmen andboating enthusiasts. Navigation Deputies conduct watercraft inspectionsboth on the water and prior to launch. Criminal Investigation UnitThe Sheriff’s Office CIU consists of a Senior Investigator,two Investigators, a DSS Fraud Investigator and a DrugInvestigator. The investigators are assigned to handlefelonies, motor vehicle accidents, deaths and seriousmisdemeanors.
