General Rules and RegulationsThe following rules are applicable to all exhibits in all departments:1.2.3.4.5.6.The general policies governing the Livingston County Junior Fair & 4-H Show shall be vested in the Board of Directors ofthe Livingston County Agricultural Fair Association and the administration of these policies shall be vested in individualsappointed by the Board.Each department superintendent shall be responsible for receiving exhibits, recording placings, checking entries,examining registrations in his/her department and discharging any other duties to him/her by the Board of Directors.Livestock exhibitors shall be responsible for having their animals ready for exhibition and brought to the show ring at thetime announced by the superintendents and, in addition, be responsible for the care of their exhibits during the day of theshow and throughout the entire fair.The Directors of the Livingston County Agricultural Fair Association will take reasonable precautions against injury, theftor loss of exhibits but will not be responsible for any injury, theft or loss.Interpretation of any rule or the decision of any question or problem not specifically covered by any rule of the Associationshall be decided by the Committee, appointed by the Board of Directors of the Livingston County Agricultural FairAssociation, and whose decision shall be final.EACH EXHIBITOR IN ALL DIVISIONS OF THE JUNIOR FAIR WILL BE REQUIRED TO LIST HIS/HER ENTRIES ONTHEOFFICIAL AG FAIR ASSOCIATION ENTRY WEBSITE. ALL JUNIOR FAIR ENTRIES AND JUNIOR FAIR ENTRY FEESMUST BE PAID AT TIME OF ENTRY BY JUNE 15 OF THE CURRENT YEAR, OR EXHIBITORS WILL NOT BE PERMITTEDTO SHOW AT THE LIVINGSTON COUNTY JUNIOR FAIR. ABSOLUTELY NO ENTRIES WILL BE ACCEPTEDLATE. ENTER THE CORRECT PREMIUM NUMBER/LOT OR CLASS ON ENTRY FORMS. THERE WILL BE NOCHANGES AFTER THE DEADLINE AND NO CHANGES MAY BE MADE AT THE FAIR ON ANY PROJECT, ANIMALSINCLUDED. Paper entries will be accepted until June 15 with a 5 handling charge.7.8.9.10.11.12.13.14.15.16.17.18.19.Anyone who wishes to participate in the Junior Fair, who is not a current Livingston County 4-H member, must be betweenthe ages of 8 and 18 as of September 1 of the previous year and must purchase a Junior Exhibitor Pass.To participate in the Ag Fair Livestock Sale, the 4-H member must be a Livingston County Community Club 4-H memberand show the project in the corresponding 4-H project area at the current year 4-H show, and abide by all aspects of theGeneral Rules and Regulations section in addition to the rules in the Ag Fair Livestock Sale Rules.No stall fees will be collected for any livestock projects.All Livestock exhibits must be in place between 5:00 and 9:00 P.M. on Tuesday including poultry andrabbits. Please do not bring your animals to the fairgrounds before 5 P.M., Tuesday. All Floriculture andHorticulture exhibits must be in place by 9:00 A.M. on Wednesday. Junior Fair entrants whose parents arelivestock superintendents may arrive and unload at the fair at 4:00 P.M. prior to the regular 5:00 P.M. entry timebecause of activities associated with their duties as superintendents.The time of judging for the various classes is listed under the rules for each class.No exhibits will be released until after 3:00 P.M. on Saturday. Any exhibitor who removes their exhibits from any buildingbefore this time, without permission of the Livingston County Agricultural Fair Association Officials, will forfeit ALLpremiums and trophies won. All livestock pens must be cleaned out and inspected by the superintendent before theexhibits are released.All purebred animals shown will be registered in the name of the person making the entry, by June 1 of the currentyear. Registration papers will be checked by the livestock superintendent before the animal is exhibited.All female beef, swine, dairy, sheep, goats, horse and poultry projects must be accompanied by a health certificate. Allhealth papers will be picked up at the gate upon entering the grounds. No animals will be permitted on the groundswithout the necessary health papers. See each livestock division for specific health requirements.All trophy winners should submit to their trophy donor within 10 days after the show a suitable picture of theentry which won the trophy. Every effort should be made to have the project, the winner, and the donor includedin the picture. All trophies and plaques will be presented to the best exhibitor, 4-H or Junior.All exhibits made by the exhibitors in the Junior Division will be placed first through sixth.Protest Rule: All protests of eligibility of exhibitors or animals must be made in writing within twelve hours beforedepartment show begins, or within twelve hours immediately following show. Protests concerning department showsscheduled for the first day of the fair must be made immediately prior to the show. Written protests must be turned in tothe Livingston County Agricultural Fair Association Board President with a 25 deposit, refundable if protest is upheld. Allprotests must be filed in person by the exhibitor filing the protest.In order to promote the safety and welfare of all involved in and/or attending the Livingston County Junior Fair, no trafficwill be permitted in the building area of the grounds at any time during the 4 days of the fair. All drives shall beopen to serve as fire lanes in compliance with the request of the State Fire Marshal. Display vehicles and exhibition farmmachinery will be the only equipment allowed within the confines of the building area. Fire, emergency, police, andcommercial food supply vehicles will be the only ones permitted to move within the building and exhibit area.No livestock trucks or trailers will be left parked on the fairgrounds during the duration of the Livingston CountyJunior Fair. The removal of these vehicles is necessary to provide for parking during the duration of the fair, enhance10

20.21.22.23.24.25.26.27.28.29.30.the security of the fairgrounds during the fair, and make the 4-H Park an easier area in which to move and work duringthe fair. No livestock trucks or trailers will be allowed behind the barns on Saturday until the sale is completed.This is a safety precaution for all fairgoers and exhibitors.The Board of Directors of the Livingston County Agricultural Fair Association recommends that any animal in the lasttrimester of pregnancy not be brought to the fair. Sound animal husbandry requires that pregnant animals be given specialcare and the activities of the fair may produce unneeded excessive stress which may have a detrimental effect on theanimal.The Livingston County Agricultural Fair, Associations’ Grievance Committee has authority to withhold premium money ifany exhibitor breaks any rule in any class or division.The Livingston County Agricultural Fair Association Board reserves the right to dismiss and send home any animal orexhibit that they deem to be unsafe or of danger to the exhibitor, fairgoers or property.No exhibitors are allowed to stay overnight on the fairgrounds.In order to add a class at the Junior Fair in any division there must be 5 (five) Junior exhibitors who would exhibit in thatclass. If less than 5 (five) exhibit in a premium number, that class may be dropped the following year. All class changeswill be at the discretion of the Livingston County Ag Fair Board.If a 4-H member wishes to participate in the livestock sale, that 4-H’er must show and sell his/her own animal in the currentLivingston County Junior Fair in the 4-H division unless there is a conflict within the fair schedule. If a 4-H member has aconflict and will be unable to be present to show or sell his/her animal, that exhibitor can request permission to haveanother 4-H member show and/or sell the animal. To request permission, the exhibitor must inform the Fair Board inwriting prior to July 1st. Each 4-H exhibitor will be limited to selling only 1 animal, instead of the past practice of allowing1 animal per specie. One animal only may be sold! Exhibitors do not have to sell a champion in a division.The Illinois Department of Agriculture personnel may collect blood or tissue or urine samples from any animalbeing exhibited and/or raced at any Illinois fair to test for the presence of illegal drugs.All purebred livestock exhibitors must have registration papers in their possession at the county fairgroundsduring the period the livestock is on the grounds. The Livingston County Agricultural Fair Association Board willhave the right to request those papers at any and all times.NO DOGS ALLOWED ON THE GROUNDS, IN ANY LIVESTOCK BARN, OR SHOWING AREA UNLESS THEY AREPARTICIPANTS IN THE DOG SHOW AND THEN ONLY ON THE DAY OF THE SHOW. THE ONLY EXCEPTIONWOULD BE FOR ASSISTANCE/SERVICE DOGS.Junior exhibitors must pay the corresponding entry fee for each entry.THE BUREAU OF COUNTY FAIRS IS REQUESTING THAT THIS RULE BE PRINTED IN YOUR PREMIUM BOOKEACH YEAR AS PART OF THE ENTRY REQUIREMENT. PREMIUMS WILL BE IN JEOPARDY IF THESE RULESARE NOT ADHERED TO. JUNIOR AGE REQUIREMENTS (effective January 2010) “Junior classes are eligible forpremium State aid only if they are open to boys and girls who are 8 years of age or in third grade and not yet 19 years ofage on or before September 1 of the year previous to the fair. All animals (i.e., individual, herd or flock classes) shown injunior classes must be the property of the boys and girls showing them. If the same animals are shown in both the openclasses and junior classes, they shall be shown under the same exhibitor’s name (for example, the father is not permittedto show an animal in the open class and the son or daughter to show the same animal in the junior classes).”(Section 260.95) (I.E., can be 19 on or after September 1 of the year previous to the fair.)72-HOUR RULE “Exhibits and livestock are required to be in place for exhibition on the fairgrounds for a minimum of threedays, except for exhibits and livestock in 4-H club shows, junior shows, one-day shows and in Department C, D, E, Q, R, S, T,V and Z. The county fair board may require specified exhibits and livestock to stay beyond the minimum 72-hour exhibitiontime. The number of days the exhibit or live- stock must be on the fairgrounds for exhibition shall be indicated in the PremiumBook (see Section 260.55). If recommended by the county fair’s veterinarian and approved by fair management, earlydismissal of livestock may be granted for the following reasons: disease outbreak, severe hot weather, or other existingconditions which may result in the death of livestock. The Bureau may also grant early dismissal of livestock and otherexhibits in emergency situations upon recommendation of fair management in the case where facilities have been lost due tofire, wind, or heavy rain damage to tents and barns, or loss of electrical power, or if facilities cannot accommodate livestockdue to space limitations. All eligible early dismissals shall be followed up in a letter to the Bureau of County Fairs.”31. Display space is limited. Exhibits that stand over 4’ tall will be placed on the floor. Use of page protectors isrecommended for binder exhibits. Binder exhibits will NOT be labeled “Do Not Touch.”32. Cell phones in show ring are strictly forbidden. Disregard of this rule will be severely addressed by the superintendentsand/or the fairboard.33. Quality assurance and ethics training online is required for 4-H members.NOTE: EARLY RELEASE TO GO TO ANOTHER FAIR IS NOT ALLOWED NOR IS THE SUPERINTENDENT ALLOWEDTO RELEASE EARLY. Box 19281 Springfield, IL 62794-9281 Phone (217) 782-49442018 Exhibition Livestock Health RequirementsCounty FairsGENERAL REQUIREMENTSThese Exhibition Health Requirements apply to all livestock present at the fairincluding those animals that are not entered in competitive events.1. Exhibitors are required to familiarize themselves with all rules applicable totheir exhibits. All out-of-state animals shall require an entry permit. Entry permitnumbers are available by calling the Illinois Department of Agriculture, Mondaythrough Friday from 8:00 AM to 4:30 PM, at 217/782- 4944. Permits may also beobtained online at: /login.php2. All animals, except as noted, shall be accompanied by a Certificate ofVeterinary Inspection (CVI) which shows that the animal meets all healthrequirements for the State of Illinois. CVI’s shall be made available to Bureau ofAnimal Health Personnel on request.CVI means a legible record made on an official form from the state of origin whichhas been issued, signed and dated by an accredited veterinarian and whichshows the name and address of the animal’s owner or exhibitor and the results ofall required tests or vaccinations. A CVI shall list only one animal identificationper line; shall be presented on the form on which it was initially issued; and shallnot be corrected, changed or altered in any manner.3. All animals shall be officially identified. The animal(s) official identificationshall be recorded on the CVI.4. If animals are from tuberculosis accredited, brucellosis certified, pseudorabiesqualified, or brucellosis validated herds, the identifying herd number(s) alongwith the date of the last herd test(s) shall appear on the CVI.5. CVI for out-of-state livestock shall be void thirty (30) days after issuance.6. CVI for Illinois-origin livestock shall be void ninety (90) days after issuance.7. All livestock shall be subject to examination upon entry to any Illinois fair orexhibition. Any animal showing evidence of infectious, contagious orcommunicable diseases shall be immediately withdrawn and held in quarantine atthe owner’s risk and expense until properly treated and recovered, or until theanimal is released to return to the owner’s premise.12

Any livestock infected with scabies, mange, active lesions of ringworm,soremouth, or multiple warts which are easily visible without close examinationshall not be permitted to exhibit and are subject to quarantine or removal fromthe fairgrounds.Sheep and goats with caseous lymphadenitis as evidenced by drainingabscesses shall not be exhibited and are subject to immediate quarantine orremoval from the fairgrounds.8. Illinois Department of Agriculture personnel or designee may collect blood,tissue, milk or urine samples from any animal being exhibited and/or raced at anyIllinois fair to test for the presence of illegal drugs or banned substances. Newexamination techniques, such as ultrasound, may also be used at anytime whilethe animals are on the grounds of any Illinois fair or exhibit.The Illinois Department of Agriculture or designee may collect urine, blood, tissueor other test samples from exhibition animals at the time of slaughter.9. All exhibitors of animals at any Illinois fair or exhibition shall comply with theprovisions of the Illinois Humane Care for Animals Act. If violations areobserved, the animals(s) will be excused from exhibition and ordered removedfrom the grounds with all awards being forfeited.Any practice or deviation from normal, accepted care, including physical, medicalor mechanical application, shall constitute a violation of show rules and mayresult in the animal(s) disqualification and removal from the fairgrounds.10. Any Illinois cattle, bison, cervidae or goats being exhibited in non-accreditedfree states must be isolated from the remainder of the herd/flock upon return toIllinois and retested for tuberculosis 60-120 days post-entry.CATTLEIdentification Individual identification of each animal shall be either a fully healedand legible tattoo, approved official ear tag, registration number (can only beused if the tattoo is recorded on the registration certificate or for breeds wherepictures are acceptable), or individual brands, if brand is recorded on theregistration certificate. Illinois Cattle Brucellosis Illinois is a Bovine BrucellosisClass-Free State. Brucellosis testing is not required for Illinois cattle.Tuberculosis Illinois is an Accredited Tuberculosis- Free State. Tuberculintesting is not required for Illinois cattle.Please note: Illinois calves under 6 months of age, and Illinois steers are notrequired to have a Certificate of Veterinary Inspection. Out-of-State-CattleAll out-of-state cattle are to be accompanied by an entry permit. Entry permitnumbers are available by calling the Illinois Department of Agriculture, Monday13

Female cattle six (6) months of age and older and bulls eighteen(18) months of age and older shall be negative to an official test for brucellosiswithin thirty (30) days prior to entry, unless exempt by one (1) of the following: A.Originate directly from a certified brucellosis-free herd. B. Official vaccinates ofdairy breeds under twenty (20) months of age or official vaccinates of beef breedsunder twenty-four (24) months of age. C. Animal originated from a “Class Free”state (if entire state is so classified) D. Steers and spayed heifers are notrequired to be tested for brucellosis. 2. The negative brucellosis test shall beconducted at a state or federal laboratory within 30 days prior to exhibition.Tuberculosis 1. Accredited Tuberculosis Free States A. No tuberculin testrequired. Swine originating from a PseudorabiesStage IV or V state are exempt from the pseudorabies testing requirement. 2.Swine originating from a Pseudorabies Stage III state shall be negative to anofficial test for pseudorabies conducted within thirty (30) days prior to entry ororiginate immediately and directly from a qualified pseudorabies negative herd. 3.Swine originating from a Pseudorabies Stage I or II state shall be negative to anofficial test for pseudorabies conducted within the 10 days prior to entry. 4.Barrows and females in market classes must meet the same requirements asbreeding swine.SHEEPIdentificationIndividual identification of each animal shall be by an ear tattoo or official metalor plastic tag. A microchip ID is acceptable if the owner provides the reader.Ear tattoos may be used when a registration certificate, listing the tattoo number,accompanies the animal.When using ear tags, the tag must indicate the premises ID and state of origin.The tag number must be assigned by a state or APHIS representative andrecorded in the Scrapie Record Database. Market LambsAll market lambs must be slick shorn (show ring ready) before weigh-in so thatshow lamb fungus can be identified. Illinois Sheep1.
