Specifically, the project is located inthe New Albany Quadrangle, in Sections 2 and 3 of Township 3 South, Range 6 East. The project is located along an urbansection of I-64 in New Albany, IN. The Sherman Minton Bridge is an Interstate level crossing the Ohio River in the LouisvilleMetro area. Land adjacent to the project consists of maintained grassy state right-of-way, commercial and residentialproperties. State Project: LPA: Any other factors influencing recommendations: The project will be constructed using a Design-Build Best-Value(DBBV) approach. Design and construction are anticipated to begin in 2021. Work within the waterway may include theuse of barges or other water crafts to access the structure. No scour protection, or work directly on the piers, isproposed. The Shawnee Golf Course is located adjacent to the project area, coordination withLouisville Parks and Recreation will occur.Pipelines: One (1) pipeline is located within the 0.5 search radius. The pipeline is located 0.44 mile north of the projectarea and is owned by Indiana Gas. No impact is expected.Railroads: Eight (8) railroad segments are located within the 0.5 mile search radius. The nearest railroad segment, ownedby Norfolk Southern Railroad Company, travels under the project area. Exposure to PCBs in fishtissue is considered low, assuming workers are not eating biota surrounding or associated with the water body. Ifthere will be sediment and/or soils disturbed by construction, additional investigation may be necessary. Coordinationwith INDOT ES will occur.Rivers and Streams: Three (3) steam segments are located within the 0.5 mile search radius. The Ohio River is within theproject area. No impactis expected.Underground Storage Tank (UST) Sites: Nine (9) UST Sites are located within the 0.5 mile search radius. The nearest site,Competition Equipment (Agency ID No. 30115) at 44 W 5th Street, is located 0.16 mile west from the project area. Thisfacility registered two USTs in 1988 and stated they would be removed. No impact is expected.Leaking Underground Storage (LUST) Sites: Ten (10) LUST Sites are located within the 0.5 mile search radius. City of NewAlbany – Sanitation (Agency ID No. 33323), 37 W 5th Street, is located 0.22 mile west of the project area. This formermaintenance facility reported a release when four USTs were removed in 1999. of contaminated soil and groundwater monitoring. Although the LUST incident remains active, there is no evidence ofoff-site soil or groundwater contamination. No impact is expected.Brownfield Sites: Nine (9) Brownfield Sites are located within the 0.5 mile search radius. The nearest site, Ohio ValleyTruck and Tractor (Agency ID No. 107467), 303 to 305 West Main Street, is located 0.10 mile northwest from the projectarea. In February 2014, this facility was issued a Brownfields Petroleum Eligibility Letter, stating the land owners andthe New Albany Redevelopment Commission may perform site assessment activities at the property. No further recordsare available on the VFC. No impact is expected.Institutional Controls: Five (5) Institutional Controls sites are located within the 0.5 mile search distance. The nearestsite, Scribner Place Project (Agency ID No. 35146), at West Main Street and First Street, is located approximately 0.10mile east from the project area. This facility was issued a Site Status Letter in August 27, 2010 and recorded an ERC dueto the presence of contaminated soil and groundwater. No impact is expected.NPDES Facilities: Three (3) NPDES Facilities are located within the 0.5 mile search distance. The nearest site, New AlbanyWaste Water Treatment Plant (WWTP), 38 West 10th Street, is located approximately 0.46 mile west from the projectarea. No impact is expected.ECOLOGICAL INFORMATION SUMMARYThe Floyd County listing of the Indiana Natural Heritage Data Center information on endangered, threatened, or rare(ETR) species and high quality natural communities is attached with ETR species highlighted. A preliminary review of theIndiana Natural Heritage Database by INDOT Environmental Services (ES) did indicate the presence of endangeredspecies. Coordination with the United States Fish and Wildlife Service (USFWS) and the Indiana Department of NaturalResources (IDNR) will occur.A review of the USFWS database did not indicate the presence of endangered bat species in or within 0.5 mile of theproject area. The project area is located in an urban area surrounded by commercial and residential properties. TheNovember 29, 2017 inspection report for Bridge #I64-123-04691D states that no evidence of bats was seen or heardunder the bridge. The range-wide programmatic consultation for the Indiana Bat and Northern Long-eared Bat will becompleted according to the most recent “Using the USFWS’s IPaC System for Listed Bat Consultation for INDOTProjects”.An inquiry using USFWS’s IPaC website did not indicate the presence of the federally endangered species, the RustyPatched Bumble Bee, in or within 0.5 mile of the project area. No impact is expected.RECOMMENDATIONS SECTIONInclude recommendations from each section. If there are no recommendations, please indicate N/A:INFRASTRUCTURE:Although not mapped within the 0.5 mile search radius, one (1) public heliport, Holiday Inn Heliport Lakeview, is locatedwithin 3.8 miles (20,000 feet) of the project area. INDOT has identified the need to address the deteriorated condition of thepavement along Elm, Spring, 4th, and 5th Streets and update select curb ramp locations to comply with ADA standards.This portion of the SMRP has limited excavation activities, therefore, a request to complete a Limited RFI wassubmitted to the INDOT SAM on May 16, 2019, and approval was received on May 17, 2019. The project spans foursegments: 0.19 mile of Elm Street from the northbound I-64 exit ramp to State Street; 0.39 mile of Spring Street fromWest 5th Street to State Street; 0.03 mile of West 4th Street south of the intersection with Spring Street; and 0.19 mileof West 5th Street from the southbound I-64 exit ramp to SR 111/Main Street in the City of New Albany, IN. INDOTproposes to mill 1.5 inches off the existing pavement and overlay with 1.5 inches of hot mix asphalt (HMA) surfacematerial. In addition to the HMA overlay activities, 11 intersections will have ADA curb ramp work completed in orderto meet ADA-compliant standards.
