Lexington Area MPOTransportation Technical Coordinating CommitteeRegularly Scheduled Meeting: August 11, 2021Agenda ItemAction Item 1: Proposed Amendment to the 2021-2024 TransportationImprovement ProgramBackgroundThe Transportation Improvement Program programs phases of work for projects identified withinthe Metropolitan Transportation Plan for which a formal funding commitment has been received.Approval of the TIP and subsequent amendments by the Transportation Policy Committeeauthorizes implementation of the appropriate phase of work with approved funding sources withinthe approved fiscal year.The Kentucky Transportation Cabinet notified MPO staff that a commitment of 1.0 million hasbeen made to begin work on the design and engineering phase for the following project during FY22:Nicholasville Road (US 27) Access ManagementSection 1 - Man O’ War Blvd. to 1000’ south of Brannon Rd (KY 1980)This project is a subset of a larger access management project for Nicholasville Rd identifiedwithin the 2045 Metropolitan Transportation Plan. The full project extends further south on US 27to the split between Main St (US 27 Bus) and the Nicholasville West Bypass (US 27). Note thatno formal funding commitment has yet been made for work on this project south of Brannon Rd.In addition to the aforementioned project, this amendment also incorporates Lextran’s PublicTransportation Safety Performance Targets which were adopted by the Transportation PolicyCommittee at their June 23, 2021 meeting.MPO Staff began soliciting public comments regarding the US 27 Access Management portion ofthe proposed amendment on July 23, 2021. The public comment period will end on August 7,2021.BudgetAddition of 1.0 million for design phase in FY 22. Total project cost (all phases): 11.27 millionCost for entire project within MTP: 37.67 millionTimelineDesign phase scheduled for FY 22No funding commitments have been made for Right of Way, Utility and Construction phases.Thus these phases are proposed after FY 24.No timeline identified for work proposed south of Brannon Rd.

Theamendment proposes to add the following KYTC project:Nicholasville Road (US 27) Access ManagementSection 1 - Man O’ War Blvd. to 1000’ south of Brannon RdDesign PhaseAdditional funding of 1,000,000 has been committed for design of section 1 of this project by the KentuckyTransportation Cabinet thus maintaining the financial constraint of the TIP. The cost estimates for the futurephases are shown for informational purposes, but they are not included in the overall totals as fundingsources have not yet been determined. As funding sources do become available, they will be added to theTIP by modification.Section 2 of this project, which extends from 1000’ south of Brannon Rd to the Nicholasville bypass, has anestimated cost of 26,400,000, bringing the total project cost to 37,670,000. Lexington Area MPOTransportation Technical Coordinating CommitteeRegularly Scheduled Meeting: August 11, 2021Agenda ItemAction Item 2: Selection of Transportation Projects to Receive MPO BoostingScores within the Strategic Highway Investment Formula for Tomorrow Program(SHIFT)BackgroundThe SHIFT program is the Kentucky Transportation Cabinet's data driven objective approach tocompare capital improvement projects and prioritize limited transportation funds. Projects arefirst sponsored by local transportation leaders. Those projects are then evaluated and scoredusing the following attributes: 1.) Safety, 2.) Congestion, 3.) Asset Management, 4.) EconomicGrowth, and 5.) Benefit/Cost. The highest scoring projects are selected for priority funding by theCabinet.Projects that are not selected for priority funding may have their scores ‘boosted’ by the relevantKYTC district, MPO or ADD. Projects boosted by either the district or MPO/ADD receive anadditional 15 points, projects boosted by both the district and MPO/ADD receive an additional 30points.KYTC intends to distribute project scores to districts, MPOs, and ADDs on August 4th. Oncereceived, MPO staff will review regional projects and discuss with district 7 staff to identifyopportunities to coordinate boosting efforts.
